Task Order No. 10364 with JUB Engineers, Inc. for Ten Mile Diversion Trunk Sewer ExtensionTASK ORDER NO. 10364 Pursuant to the MASTER AGREEMENT FOR PROFESSIONAL SERVICES BETWEEN CITY OF MERIDIAN (OWNER) AND JUB ENGINEERS, Inc. (ENGINEER) This Task Order is made this 20th day of June, 2012 and entered into by and between the City of Meridian, a municipal corporation organized under the laws of the State of Idaho, hereinafter referred to as "City", and accepted by JUB Engineers, Inc., hereinafter referred to as Engineer" pursuant to the mutual promises, covenant and conditions contained in the Master Agreement (Category 2C) between the above mentioned parties dated April 13, 2010 and the Contract Amendment No. 2 dated 9/27/11. The Project Name for this Task Order 10364 is as follows: CITY OF MERIDIAN TEN MILE DIVERSION TRUNK SEWER EXTENSION PROJECT UNDERSTANDING J -U -B Engineers, Inc will design and the CITY will construct the final infill segment of the Ten Mile Diversion Trunk Extension to abandon the Whitestone Lift Station. This project will also make the necessary connections to abandon the Landing Lift Station. Specifically, the project includes: 1) Ten Mile Diversion Sewer: Approximately 1300' lineal feet extension from Franklin Road south to the Whitestone Lift Station (LS). This reach lies on private lands requiring acquisition of private easements and a license agreement with Nampa -Meridian Irrigation District (NMI D) for crossing the Ten Mile Drain. 2) Landing Lift Station: Connections to the existing 10" sewer adjacent to the lift station wetwell which convey flows to the west through an existing 10" sewer located in the south bank of Ten Mile Drain, and westerly through the Whitestone Subdivision. SCOPE OF WORK SECTION 1 — ITEMS TO BE PROVIDED BY THE CITY TO J -U -B • Copies of development plans, preliminary plats, etc, as available in the project area. • Copies of the final construction plans from ACHD's Franklin Road widening project. • Record drawings of the subject lift stations. • Easements and Property Acquisitions; o CITY procedural policy or direction of the acquisition process. o Authorization to acquire easements or real property. o The CITY will pay for all costs associated with the acquisition of easements or real property. o CITY liaison person to assist with acquisition and resolution of disputes. Ten Mile Diversion Trunk Sewer Extension Project #10364 Page 1 of 10 JUB Engineers, Inc. o The CITY will provide legal counsel to City Staff as required for consultation and legal opinions of easement issues on an as needed basis. o Boilerplate sale and purchase agreement, and other pertinent documents used for easement acquisition. o Review easement offer packages. Operational records from the CITY's SCADA data for the lift stations to be abandoned. SECTION 2 — SERVICES TO BE PERFORMED BY J -U -B J -U -B's scope of services is specifically limited to the following; Task 1 — Project Meetings and Administration 1. Kickoff Meeting: Attend a kick-off meeting with CITY staff for the purpose of discussing the project approach and obtaining information that may be available from the CITY. Routing options to evaluate in Task 2 will be reviewed. 2. Progress Meetings: Attend progress meetings with the CITY staff as needed to discuss project status, provide task order status summaries, present deliverables, and receive direction from the CITY. It is anticipated that two (2) additional meetings may be required. 3. Project Administration and Tracking. Monitor team progress, action item lists, task deadlines, items needed from CITY, provide documentation, subconsultant administration, permitting milestones, and critical path items as needed. Task 2 — Routing Evaluation This Task evaluates alignment options of the Ten Mile Diversion Trunk extension to the Whitestone Lift Station. J -U -B will perform the following: 1. Site Visit: Conduct field walk through of alignment corridor to determine visible constraints that may affect routing. 2. Review Available Documentation: Research and review available record drawings for the Whitestone LS and Whitestone Subdivision. Review ACHD's Ten Mile Road Widening construction plans. 3. Spot Field Survey: Perform field spot survey key to confirm elevations at the Whitestone LS, flow line of Ten Mile Drain, and control for the ACHD widening project. 4. Concept Base Map: Prepare preliminary routing base map using available CITY mapping and Ada County G.I.S. base mapping, and preliminary master plan alignments. These preliminary easement maps will be used for initial property owner contact. 5. Parcel Data: Research Ada County G.I.S. data base to determine parcel tax identification number and assessed value. 6. Title Reports: Order title reports on parcels potentially impacted or adjoining the trunk line. Approximately four (4) reports will be ordered at a cost of $200/each. 7. Concept Alternatives: Develop three (3) conceptual routing alternatives to abandon the Whitestone LS. Options to be considered are shown on the below Figure. Ten Mile Diversion Trunk Sewer Extension Project #10364 Page 2 of 10 JUB Engineers. Inc. 8. Initial Landowner Meetings: Arrange and attend initial meetings with the affected landowners. Approximately four (4) landowners may be contacted along the Ten Mile Diversion Trunk extension sewer south of Franklin Road. In addition, to abandon the Whitestone LS, coordination with the homeowners association may be required to secure a temporary construction easement. Meetings will discuss easement acquisition process, and confirm specific issues and concerns. For the purpose of estimating the level of effort for this Task Order, two (2) individual meetings are assumed per landowner. Interview notes will be prepared for the screening summary in the below subtask. 9. Screening Summary: Prepare a brief summary matrix listing screening issues and landowner concerns. Meet with CITY Public Works staff to jointly select the preferred alternative. 10. The Landowners and the City will review and approve the conceptual alignment prior to proceeding to the next steps or phasing. Task 3 -- Landowner Coordination and Easement Legal Descriptions This Task finalizes the initial easement coordination developed in Task 2. It is assumed that two (2) individual easements will be required for construction of the Ten Mile Diversion Trunk extension sewer south of Franklin Road. In addition, coordination with the Whitestone Homeowners Association (HOA) is assumed for the Whitestone LS abandonment. 1. Easement Coordination a. Follow up Landowner Meetings: For the preferred alignment, J -U -B will conduct additional meetings with affected landowners to negotiate easement siting, physical constraints and any temporary construction or access provisions. J -U -B will review past right -of way purchases on Franklin Road to for review of valuation of the easements. For the purpose of estimating the level of effort for this Task Order, it is assumed that four (4) landowners will be contacted, and each requiring two (2) meetings. In addition, J -U -B will coordinate with the Whitestone HOA for construction to abandon the Whitestone LS. Ten Mile Diversion Trunk Sewer Extension Project #10364 Page 3 of 10 JUS Engineers, [nc. b. J -U -B will provide progress updates to the CITY summarizing the status of easements and meet with CITY staff on an as needed basis. 2. Legal Descriptions and Easement Documents a. J -U -B shall prepare legal descriptions for permanent sewer and temporary construction easements for the subject trunk sewers. For the purpose of estimating the level of effort for this Task Order, the preparation of two (2) permanent legal descriptions and two (2) construction easement legal descriptions is assumed. b. Using City easement forms, J -U -B will prepare easement documents incorporating the legal descriptions for draft submittal to the affected land owners. If acceptable to the land owner, J -U-13 will provide a Notary to finalize the easement documents. Deliverables: i. Landowner meeting status reports ii. Copies of title reports iii. Legal descriptions, easement provisions and easement documents using CITY easement templates. Two (2) notarized copies of easements upon landowner approval. Assumptions: 1. City will record executed easements. 2. City will value the easements and provide legal consultation on an as needed basis for easement negotiations and acquisition. 3. A budgetary estimate for this Task is shown on Attachment 2. The level of effort to secure easements can vary depending on the number of landowner contacted, landowner concerns and level of negotiations necessary. The budget will be reviewed with the City as work progresses to possible adjustment to the budget for this Task. Task 4 — Topographic Survey Once easements are in place and the alignment is selected, J -U -B shall complete a topographic survey along the proposed Ten Mile Diversion Trunk sewer corridor generally south of Franklin Road to the Whitestone Lift Station. The survey shall encompass the connection point with the proposed sewer extension in ACHD's Ten Mile Road widening project, south to the Whitestone Lift Station. The topographic survey shall include the following: 1. Research and Utility Request: Research available land monuments, plats, records of survey, and right-of-ways (ROWS) on the project sites. Contact utility companies prior to survey via Dig -line to request field locations of utilities and available utility mapping. Utilities will be shown to the extent they are visible in the field or located by the utility or Owner. 2. Survey Control: Establish survey control along the alignment using: horizontal coordinate system, NAD 1983 translated to the Ada County G.I.S. system, and vertical control based on NAVD 1988. Survey control will research and tie into available control utilized by the ACHD Ten Mile Road widening project. ROW's will be established and shown on the basemap using Ada County G_I.S. data. Land monuments will be located and shown where found from visual observations during the field survey. Ten Mile Diversion Trunk Sewer Extension Project #10364 Page 4 of 10 JUS Engineers, Inc 3. TBM's: Establish temporary construction benchmarks (T.B.M.'s) at 500' intervals 4. Topographic Survey; Complete topographic survey along the alignment corridor after receiving substantial concurrence of the alignment from the affected landowner(s) which is assumed to encompass approximately 1,300 lineal feet. Along the undeveloped areas, the survey will extend approximately 100 feet in width approximately centered along the proposed sewer trunk line. Within Ten Mile Road, width shall be from ROW to ROW at the anticipated point of connection. Additional detail survey at the two lift station sites will be performed. Existing utilities shall be located to the extent that they are visibly marked by the utility companies. 5. Base Mapping: Prepare topographic mapping in Civil 3D 2012 at a 1" = 40' scale, 22"x34" plan sheets. Topographic features will be depicted using standard symbols. Topographic features that will be shown on the design plans will include but not be limited to fences, utility poles (including line routing), surfacing, utilities to the extent that they are found or field located by the utility companies, edge of pavement, face of curb, sidewalks, striped roadway centerline, guard rails, signal poles, signs, mail boxes, face of retaining walls, telephone risers, top of bank and waterway flowlines, large trees, and include monuments of record and physical survey of monuments and property pins that are found. Provide locations (X & Y coordinates) and elevation of local temporary benchmarks to be used on Project. Where the proposed sewers will be located outside of the ROW, property lines will be shown based on research, ROS or plat information and found land monuments. Future ACHD ROW will be shown at the point of connection in Ten Mile Road. Property lines will be shown based on Ada County G.I.S. mapping in the area around the Whitestone and Landing Lift Stations. Locations of the permanent and construction easements will be shown. Contours at one foot (1') intervals will be generated. Roadway will be cross-sectioned at 50' intervals, on centerline, edge of pavement, gutter flowline, top of curb (with type of curb noted), natural ground near ROW and any other points of irregularity as observed during the work. At intersections, cross-sections will be developed on side streets to extend 50' beyond the main street ROW. Within undeveloped areas, the sewer corridor shall be cross-sectioned at an approximately 50 -foot width grid (or to the limits of the construction easement) and grade breaks. Task S — Conceptual, Preliminary and Final Design Services 1. Conceptual (30%) Design a. J -U -B will prepare a review roll -plot showing base mapping, horizontal alignment of trunk sewer and profile in PDF format. b. The City Project Management Team will review the roll -plot and approve the conceptual alignment through emails and phone calls if possible. c. Upon City approval of the conceptual alignment, J -U -B will prepare 50% complete plans. Deliverables: i. 30% Roll Plot PDF to Project Manager by email. Ten Mile Diversion Trunk Sewer Extension Project #10364 Page 5 of 10 JUB Engineers, Inc. 2. 50% Preliminary Design The 50% preliminary design will be initiated upon receiving concurrence of the 30% conceptual alignment from the City. a. Develop a preliminary design alignment and profile for the trunk sewer to show bury depth and design grades. The design will be based on compliance with the 2010 Sewer Master Plan, point of connection constraints, ACHD/CITY utility corridor compliance, utility separations, utility conflicts, constructability, construction access, excavation depths, easement Grantor conditions, minimization of pavement repair and impacts to public traffic access. b. Develop a preliminary design of sewers to abandon Whitestone and Landing lift stations. c. Develop preliminary site plan for each lift station showing conceptual abandonment of facilities. d. Prepare a preliminary SWPPP that will include the two (2) lift stations. (City Environmental Division will review) e. May prepare a preliminary Traffic Control Plan that will include the Franklin Road connection point and the two (2) lift stations as well as abandonment of any force mains. (Ada County Highway District will review) f. Prepare a preliminary opinion of probable cost. g. Perform initial QA/QC. h. Meet with the CITY to review 50% complete plans and receive comments and direction from the staff. i. The CITY will provide full review and comments from the Sewer, Water and Construction Divisions. j. Complete a field walk-through with CITY inspection staff and summarize field notes with the CITY's project manager on relevant project issues discussed. Deliverables: i. 50% Complete Preliminary Sewer Plan/Profile Rall -plot or plan/profile sheets, four (4) copies at a scale of 1"=40'. ii. 50% Complete Preliminary abandonment site plan for the Whitestone and Landing lift stations. 3. 90% Complete Design, Plans and Project Manual (Agency Review Set) a. Revise the alignment and profile from the CITY's review comments at the preliminary design meeting as appropriate. b. Complete final design of the trunk sewer with considerations for ACHD/CITY corridor compliance, constructability, surface disturbance, sanitary separations, utility conflicts, excavation depths, easement Grantor condition and other pertinent design issues. c. Complete design of connection details, Whitestone and Landing lift station abandonment plans and details, abandonment of force mains at receiving manholes and near lift stations. d. Prepare 90% complete plan and profile sheets and detail sheets. Plan and profile sheets will be prepared at 1" = 40' scale, 22"x34" ANSI size "D" sheets. e. Prepare technical specifications for items that are not covered or are in addition (clarification) to the 2010 ISPWC and Meridian's Supplemental Specifications and Standard Drawings (2008 Edition). Technical Specifications will conform to the formatting in the ISPWC. Ten Mile Diversion Trunk Sewer Extension Project#10364 Page 6 of 10 JUB Engineers, Inc. f. Revise and prepare SWPPP plan and narrative per the 2012 Construction General permit and the CITY requirements and standards, and incorporate the plan into the construction plans and technical specifications. The City Environmental Division will approve the plan. g. Revise and prepare a Traffic Control plan that will include the Franklin Road connection point and the two (2) lift stations as well as abandonment of any force mains. Ada County Highway District will approve the plan. (See Task 5) h. Complete an internal QC review with a senior J -U -B engineer i. Meet with the CITY to review submittal package and receive comments and direction from the staff on the project. j. Update the preliminary opinion of probable construction cost. k. The CITY will provide full review and comments from the Community Development Divisions. Deliverables: i. 90% Complete Plans, three (3) copies. ii. Technical specifications, one (1) hard copy and one (1) copy to Project Manager by email in WORD format for editing iii. Updated opinion of probable construction cost 4. 100% Plans and Project Manual (Bid Ready) a. Incorporate applicable CITY and Agency review comments into the plans and technical specifications. b. Submit 100% complete plans and contract documents to the CITY for review and comment. c. The CITY will provide a QLPE review of the Final Plans. d. J -U -B will revise the plans per any comments from the QLPE review prior to running the final bid ready project plans. e. Submit a final opinion of probable construction cost. Deliverables: i. 100% Complete Drawings , 22"x 34" ANSI size D Size at a scale of 1" = 40', four (4) copies ii. Project technical specifications four (4) copies iii. Final opinion of probable construction cost. iv. Electronic pdf version of the Plans and Technical Specifications Task 6 — Agency Coordination and Permitting 1. ACRD Coordination and Permitting a. Coordinate alignments with the Ada County Highway District (ACRD) to establish acceptable point of connection in Ten Mile Road. This will include: 1. Reviewing construction plans for ACHD's Ten Mile Road widening project for possible utility conflicts. 2. Coordinating possible additions (i.e. manhole addition) to the sewer extension improvements of ACHD's project. b. Prepare review submittal package to ACHD with follow up coordination as needed. 2. IDEA Submittal Packages a. The CITY will provide QLPE review and approval of the design package once completed. Permitting with Nampa -Meridian Irrigation District (NMID) will be initiated with the preferred Ten Mile Diversion trunk extension. J -U -B will coordinate and submit 90% complete plans to the NMID for review prior to initiating the license agreement. b. For the purpose of estimating the level of effort for this Task Order, it is assumed that one license agreement will be required for the Ten Mile Diversion Trunk Extension crossing of the Ten Mile Drain. The proposed connections at the Landing Lift Station are not assumed to require a full license agreement, only plan approval. J -U -B will prepare the necessary license agreement applications, legal descriptions, exhibits and will pay the NMID License Agreement Fee (estimated at $350). It is also assumed no floodway infringement will be considered as no aerial waterway crossing or permanent fill placement will occur. 4. USACE/IDWR 404 Permitting a. Prepare a joint USACE 404/IDWR Stream Alteration joint permit package. This will include the crossing design, preparation of the necessary exhibits and applications. No wetland delineation will be performed. J -U -B will coordinate and submit application package upon completion of 50% design in Task 5. Deliverables: i. Agency submittal packages, checklists, calculations, etc. ii. NMID License Agreement with supporting easement legal descriptions iii. USACE/IDWR Joint Stream Alteration and 404 Permit Package Ten Mile Diversion Trunk Sewer Extension Project #10364 Page 8 of 10 JUS Engineers, Inc. TIME OF COMPLETION and COMPENSATION SCHEDULE The following schedule is based on a Notice to Proceed (NTP) from the City by JULY 13, 2012 and resulting in Final Design being completed by NOVEMBER 25, 2012. A NTP issued on a different date will change the schedule accordingly. BUDGET The CITY will pay ENGINEER for its services and reimbursable expenses on a not to exceed basis of the total listed below. The Not -To -Exceed amount to complete all services listed above for this Task Order No, 10364 is Thrity Seven Thousand Five Hundred Twelve dollars ($37,512). No compensation will be paid over the Not -to -Exceed amount without prior written approval by the City in the form of a Change Order. The hourly rates for services and direct expenses are per the Master Agreement (by this reference made a part hereof) and will be the basis for any additions and/or deletions in services rendered. Travel and meals are excluded from this Task Order unless explicitly listed in the Scope of Services AND Payment Schedule.
