Task Order No. 10430.b with Civil Survey Consultants for WWTP Frontage Improvements Phase 1 Entrance DesignTASK ORDER NO. 10430.b Pursuant to the MASTER AGREEMENT FOR PROFESSIONAL SERVICES BETWEEN CITY OF MERIDIAN (OWNER) AND CIVIL SURVEY CONSULTANTS (ENGINEER) This Task Order is made this 19th day of March, 2014 and entered into by and between the City of Meridian, a municipal corporation organized under the laws of the State of Idaho, hereinafter referred to as "City", and accepted by CIVIL SURVEY CONSULTANTS, hereinafter referred to as "Engineer" pursuant to the mutual promises, covenant and conditions contained in the Master Agreement between the above mentioned parties dated October 25, 2012. The Project Name for this Task Order 10430.b is as follows: CITY OF MERIDIAN WWTP FRONTAGE IMPROVEMENTS - PHASE 1 ENTRANCE DESIGN PROJECT UNDERSTANDING The Engineer shall provide professional engineering services related to the design of pavement, landscape, and signage improvements at the Wastewater Treatment Plant Entrance. SCOPE OF WORK Task 1 —Administration 1.1 Set up the contract and submit written communication through the City's project management software (E -Builder). This includes but is not limited to the following: • Reports • Drawings • Requests for Information • Request for Action by City • General Project Documentation & Communication • Pay Invoices The City shall provide the Engineer with an E -Builder user's license. TASK ORDER 10430.b — WWTP Frontage Improvements Phase 1 — Entrance Design Page 1 of 5 Civil Survey Consultants Task 2 — Design Surveying 2.1 This task includes field work associated with surveying critical points required to complete design. It appears that the majority of the required surveying was recently completed as part of previous projects completed for the City. 2.2 This task includes office work associated with drafting surveyed points. Task 3 — Design Roadway Improvements 3.1 This task includes designing pavement improvements associated with widening radius on north side of entrance. The adjacent existing entrance roadway shall also be repaved. A curb with no gutter shall be designed adjacent to landscape improvements at roadway radius on the north side of the entrance road. Pavement section shall match recent improvements to entrance road. The City shall provide section to Engineer. 3.2 This task includes designing a minor alignment adjustment to the existing entrance road approach at Ten Mile Road. This adjustment will allow a small buffer with landscape boulders to be placed adjacent to Five Mile Creek. Task 4 — Design Landscape and Signage Improvements 4.1 This task includes designing landscaping improvements around new signage. Irrigation shall not be provided to site at this time and therefore landscaping shall be low impact requiring minimal watering. This task shall include one revision based off comments from City staff. 4.2 This task includes designing signage improvements. Task shall include the design of one sign to be placed in the landscaped area on the north side of the entrance road approach. Engineer shall develop two separate sign concepts and submit to the City for review and approval. This task includes one revision based off comments from City staff. The sign shall include solar powered lighting options. Task 5 — Construction Document Preparation and Review 5.1 Develop plans, specifications, cost estimate and bid schedule that meet current design standards and standard specifications of the City and ISPWC. Technical Specifications will conform to the formatting of the ISPWC. A Traffic Control Plan will be prepared and included in the construction plans. The traffic control plan will be submitted to ACHD for review and approval. Engineer will revise plans as necessary and resubmit. o The contractor will use the plan to assist in obtaining a permit from ACHD. TASK ORDER 10430.b — WWTP Frontage Improvements Phase 1 — Entrance Design Page 2 of 5 Civil Survey Consultants o The contractor will make all necessary revisions to the traffic control as required by ACHD. • An Erosion and Sediment Control Plan (ESCP) will be prepared and submitted to the City and ACHD for review and approval. The ESCP will be prepared in accordance with the City of Meridian Construction Stormwater Management Program. Engineer will revise plans once as necessary and resubmit. 5.2 Submit five (5) full size copies of plans and two (2) copies of specifications to City Engineering for departmental review and comment. Engineer will revise plans once as necessary and resubmit. 5.3 Submit three (3) full size copies of revised plans and one (1) set of specifications to City Engineering for Development Services and Environmental review. Engineer to revise plans once as necessary and resubmit. 5.4 Submit one (1) full size copies of plans and specifications to ACHD for review and approval. Engineer will revise plans once as necessary and resubmit. 5.5 Submit Sign Permit Application to City Planning and Zoning Department for review and approval. Engineer will revise plans once as necessary and resubmit. 5.6 Submit Landscape plan to City Planning and Zoning Department for review and approval. Engineer will revise plans once as necessary and resubmit. 5.7 Submit two (2) full size physical copies of plans and specifications to Nampa Meridian Irrigation District (NMID) for review and approval. Engineer will revise plans once as necessary and resubmit. The City shall make first contact with NMID and Engineer shall only submit plans to NMID as directed by the City. 5.8 Engineer will prepare and submit a Floodplain Development Application to the City for review and approval. The impact to Five Mile Creek will be minimal and it is anticipated that no floodway/floodplain analysis (HEC -RAS) will be required. If an analysis is required, the work shall be performed as a supplemental agreement to this scope of work. Engineer will revise plans once as necessary and resubmit. 5.9 Prepare final construction documents with inclusion of any changes from the review phases and provide the following copies during and after the bidding phase: Twenty (20) copies for bid and distribution purposes. Up to five (5) copies for contractor's use. TASK ORDER 10430.1b — WWTP Frontage Improvements Phase 1 — Entrance Design Page 3 of 5 Civil Survey Consultants Task 6 — Construction Services 6.1 Provide one set of construction stakes for the design improvements. We anticipate that all staking will be completed in one trip to the site. Stakes will be provided for pavement improvements, curb and the sign. It is anticipated that a maximum of 15 points shall be staked. Staking will be completed within 48 hours when requested in writing by the Contractor. 6.2 Engineer will attend the pre-bid meeting. 6.3 Engineer will attend the pre -construction meeting. 6.4 Answer RFI's from contractor during bidding and construction about the design. 6.5 Review material specifications submitted by contractor. 6.6 Prepare record drawings meeting the City of Meridian Acceptance of Record/Electronic Drawings, dated October 25, 2012. ASSUMPTIONS • Right-of-way or boundary surveys are not included in this scope of work. Easement preparation is not part of the scope of work. • Title reports are not part of the scope of work. • Storm drain or irrigation facilities are not included in the scope of work. • It is assumed that ACHD shall not require curb, gutter and sidewalk improvements along Ten Mile Road. • It is assumed that ACHD shall not require dedication of any public right-of-way along Ten Mile Road. • It is assumed that comments from the City, ACHD, and NMID for each phase of the plan review process will be minimal and each revision to plans per associated task shall take a maximum of four of hours to complete. • The City shall handle all tasks and costs associated with obtaining a license agreement with NMID. • The design of a structural pavement section is not part of this scope of services. TIME OF COMPLETION and COMPENSATION SCHEDULE The following schedule is based on a Notice to Proceed (NTP) from the City by April 2014 and resulting in Final Plans by June 2014. A NTP issued on a different date will change the schedule accordingly. No compensation will be paid over the Not -to -Exceed amount without prior written approval by the City in the form of a Change Order. The hourly rates for services and direct expenses are per the Master Agreement (by this reference made a part hereof) and will be the basis for any additions and/or deletions in services rendered.
