Task Order No. 10498 with Brown and Caldwell for WWTP Ammonia Data AnalysisTASK ORDER NO. 10498 Pursuant to the MASTER AGREEMENT FOR PROFESSIONAL SERVICES BETWEEN CITY OF MERIDIAN (OWNER) AND BROWN AND CALDWELL (ENGINEER) This Task Order is made this 5th day of May, 2014 and entered into by and between the City of Meridian, a municipal corporation organized under the laws of the State of Idaho, hereinafter referred to as "City", and accepted by (BROWN AND CALDWELL), hereinafter referred to as "Engineer" pursuant to the mutual. promises, covenant and conditions contained in the Master Agreement between the above mentioned parties dated October 25, 2012. The Project Name for this Task Order 10498 is as follows: CITY OF MERIDIAN WWTP AMMONIA DATA ANALYSIS RROJECT UNDERSTANDING AND SCOPE OF WORK The City has received a draft new National Pollutant Discharge Elimination System permit that includes a requirement to meet very low levels of ammonia concentration that vary according to season. The Plant's historical level of performance shows that these low levels are unattainable under current operating conditions. As a first step to developing a method of complying with the new requirement, the influent has been monitored for changes in ammonia and total Kjeldahl nitrogen concentration on a diurnal basis. Such data will reveal whether the Plant is receiving influent concentrations that are higher than would occur as a result of diurnal variability. Dr. Henryk Melcer will provide technical analysis in support of analyzing and interpreting data that have been, and will be, collected at the City of Meridian (City) Wastewater Treatment Plant (Plant). This task will evaluate the data collected to date and determine what corrective action(s) could be deployed in minimizing the ammonia load to the Plant and/or alternative operational strategies that could be deployed in achieving compliance with the proposed new permit. Dr. Melcer will provide the evaluation and discuss the results of his analysis with Mr. Crane in up to two meetings at the Plant. Travel expenses relating to Dr. Melcer's trip from Seattle to the WWTP to discuss the findings are included in this task order.
