Dear Sonya:
On behalf of Archer Farm Properties, LLC, we are pleased to submit the attached application and
required supplements for the annexation, zoning and preliminary plat of Archer Farm Subdivision.
Please accept this letter as the required written narrative regarding the project.
This project is located at 4660 North Meridian Road in Ada County, Idaho. The parcel includes 4.93
acres and currently houses a farm house and outbuildings. The site is presently zoned RUT (Ada
County), and the enclosed applications propose to annex the property into the City of Meridian with a
zoning designation of R-8 to accommodate a single-family residential development, for which a
preliminary plat has also been submitted. The property is contiguous to city limits, and the proposed
zoning and use are in accordance with other residential developments in the area.
The proposed preliminary plat includes 21 total lots, of which 20 are buildable and 1 is common. This
reflects a gross density of 4.06 units per acre and a net density of 5.22 units per acre, both of which
comply with the current Comp Plan designation and the requested R-8 zoning regulations. The
developer will be providing a 25' landscape buffer along Meridian Road as required by current City
policies. As the site is less than 5 acres, no open space or amenities are proposed, and we are not
requesting any variances to the ordinance as a part of this project.
As a part of our pre -application meeting with City staff, we were encouraged to investigate the historic
status of a barn on the project site. A historical consultant was engaged, who prepared a
recommendation to the Idaho State Historic Preservation Office (SHPO). As a result of that study, the
SHPO has issued a determination that the farmstead is not considered a historic property and no
mitigation efforts are required.. A copy of their determination is attached with this application.
This property has shares within the Settler's Irrigation District which will be utilized to provide pressure
irrigation to the project. The project will tie into a neighboring system, and the District will own and
maintain the system. Firm details on the irrigation system will be coordinated at final design.

The public utilities providing services to this area have been contacted and none have expressed
concerns with serving this project. These include the City of Meridian, Idaho Power, Intermountain
Gas, CenturyLink, Cable One, and the Settler's Irrigation District.
There are no concerns in regards to other public services in the area, as the addition of 20 new homes
within an existing residential area will not greatly impact available public services.. Further, Archer
Farm Subdivision will not create excessive additional requirements at public expense for public
facilities and services because services will be supported by property taxes and/or fees paid directly to
the service providers.
At this time, there are no known health, safety, or environmental problems that currently exist or that
will exist as a result of this development.

Dear Ms. Allphin,
We have received a report on the Starkey Ranch Barn (ISHI # 01-019762) from Dale Gray
with Frontier Historical Consultants regarding the potential effects to historic properties
from the proposed undertaking. We have reviewed the report and while the barn
structure is of some architectural Interest, we do not feel that the farmstead as a whole
is a historic property. Therefore the issuance of a SWPPP by the Environmental
Protection Agency for this undertaking will have no effect on historic properties (36 CFR
800.4). We would like to point out that if we felt that the farmstead was a historic
property, Mr. Gray's detailed recording of the site would have likely satisfied mitigation
of adverse effect.

COMMITMENT OF PROPERTY POSTING
Per Unified Development Code (UDC) 11 -5A -5D, the applicant for all applications requiring a
public hearing (except for a UDC text amendment, a Comprehensive Plan text amendment
and/or vacations) shall post the subject property not less than ten (10) days prior to the hearing.
The applicant shall post a copy of the public hearing notice of the application(s) on the property
under consideration.
The applicant shall submit proof of property posting in the form of a notarized statement and a
photograph of the posting to the City no later than seven (7) days prior to the public hearing
attesting to where and when the sign(s) were posted. Unless such Certificate is received by the
required date, the hearing will be continued.
The sign(s) shall be removed no later than three (3) days after the end of the public hearing for
which the sign(s) had been posted.
