Kentucky Ridge Estates HOA re: Biltmore Estates Subdivision
We would like to commend Becky McKay, designer of Biltmore Estates; for offering two neighborhood
meetings and the willingness to address to our concerns. We have a few additional proposals that we feel
would offer the absolute best design that everyone will enjoy.
Firstly, we would like to see a "T" intersection layout, where Kentucky Way will be continued into Biltmore.
We feel that although the "Sweeping S Curve" including an island "to calm traffic" is beautiful on paper, it will
still be seen and used as a "Thoroughfare" causing additional traffic through our neighborhood of which 8
homes back directly onto Kentucky Way. We would like to avoid this situation by creating a less accessible
road system similar to the layout of Bear Creek and Stada Bellissima Subdivisions. Unless you know the way
through, non-residential traffic is minimal.
Secondlywe would like Biltmore Estates to contribute to the needed improvements on Kentucky Way since it
will be their primary entrance. Revolution Ridge has made a significant donation by agreeing to build a
sidewalk from our existing sidewalk on the East side of Kentucky Way, all the way to Victory road. Safety is
our main concern. We feel that Biltmore Estates could make this entrance safer if they were to agree to build
a curb on the East side of Kentucky Way insuring that vehicles stay on the road and avoid injuring pedestrians.
Thirdly, we would like to propose that Harris Street be developed in the 2"d phase of Biltmore Estates. Our
Park/Pond area will experience higher traffic on 2 of its 3 sides. By building Harris Street earlier, the amount
of traffic on Kentucky Way would be reduced, making our KRE Park/Pond area considerably safer for our
children at play.
Lastly, we would like the ACHD Commissioners and Meridian City Council to make a decision on the much
needed Mid -Mile Collector for this area of the city. The quarter mile long shopping center that will eventually
be built on Meridian road between Harris Street and Amity road will impact Kentucky Way if a designated
Mid -Mile Collector is not provided. We believe that this area will have a future need for a Mid -Mile Collector
much like Stoddard. For example, when drivers experience Meridian road backups, they often use Stoddard
and Overland in order to reach the freeway or other main collector roads.
Designing for future city needs is now. The opportunity exists today, since we are currently looking at farm
land and the upcoming sale and development of Meridian Heights Water & Sewer District land. We won't
have that luxury if we don't act now.
We would appreciate a written response to address these specific points from your agency.
