DESCRIPTION OF APPLICANT'S REQUEST
"Che applicant, Ron Vanauker, requests Certificate of Toning Compliance (CZC) and Design
Review (DES) approval to construct a new 44,800 square foot multi-tenant industrial building
on 3.66 acres of land in the 1-L zoning district.
The site is located at 143 NW. 13t~' Place.
DECISION
The applicant's request for Certificate of Zoning Compliance and Design Review is approved
with the conditions listed in this report.

you comrner:ce the use or corrstrrrctiort. Please contact Building Services for• additional details
about buildartg permits and inspections.
General Conditions of Approval
100 Watt and 250 Watt, high-pressure sodium street lights shall be required on all public
roadways per the City of Meridian Improvement Standards for Street Lighting. All street
lights shall be installed at developer's expense. Final design shall be submitted as part of
the development plan set for approval. Applicant shall also include the location of any
existing street lights in the development plan set. Street lighting is required at
intersections, corners, cul-de-sacs, and at a spacing that does not exceed that outlined in
the Standards. The contractor's work and materials shall conform to the ISPWC and the
City of Meridian Supplemental Specifications to the ISPWC.
Site Conditions of Approval
1. The applicant shall construct ail proposed fencing and/or any fencing required by the
UDC, consistent with the standards as set forth in UDC I 1-3A-7 and 11-3A-6B.
Process Conditions of Approval
1. No signs are approved with this application. Prior to installing any signs on the property,
the applicant shall submit a sign permit application consistent with the standards in UDC
Chapter 3 Article D and receive approval for such signs.
2. The applicant shall complete all improvements related to public life, safety, and health as
set forth in UDC 11-SG3B. A surety agreement may be accepted for other unprovements

in accord with UDC 11-SC-3C,
Upon installation of the landscaping and prior to inspection by Planning Division staff,
the applicant shall provide a written certificate of completion as set forth in UDC 11-3B-
14A.
4. The site plan dated April 15, 2014, labeled SP-1, is approved on April 16, 2014 by the
City of Meridian Planning Division with na changes.
5. The Iandscape plan dated April 15, 2014, labeled L-1, is approved on April 16, 2014 by
the City of Meridian Planning Division with no changes.
6. The elevations prepared dated March 26, 2014, labeled A-2, are approved on Apri116,
2014 by the City of Meridian Planning Division with no changes.
7. The approved site plan, landscape plan and/or elevations may not be altered without prior
written approval of the City of Meridian Planning Division.
8. The applicant shall pay any applicable impact fees prior to the issuance of a building
permit.
9. 1f any changes must be made to the site plan to accommodate ACRD requirements, the
applicant shall submit a new site plan to the City of Meridian Planning Division for
approval prior to issuance of the building permit.
10. The applicant shall complete all required improvements prior to issuance of a Certificate
of Occupancy. It is unlawful to use or occupy any building or structure until the Building
Official has issued a Certificate of Occupancy.
Ongoing Conditions of Approval
I . The applicant and/or assigns shall have the continuing obligation to provide irrigation
that meets the standards as set foI•th in UDC 11-3B-6 and to install and maintain all
landscaping as set forth in UDC 11-3B-5, UDC 11-3B-13 and UDC I 1-3B-14.
2. The applicant shall comply with the outdoor storage as an accessory use standards as set
forth in UDC 11-3A-14.
3. The project is subject to all current City of Meridian ordinances and previous conditions
of approval associated with this site (AZ-06-048, DA # 107022431, PP-06-050 and FP-
07-006).
4. The issuance of this CZC does not release the applicant from any previous requirements
of the other permits issued for the site.
5. The applicant and/or property owner shall have an ongoing obligation to prune all trees
to a minimum height of six feet above the ground or sidewalk surface to afford greater
visibility ofthe area.
6. The applicant has a continuing obligation to comply with the outdool• lighting provisions
as set forth in UDC 11-3A-11.
7. The applicant and/or property owner shall have an ongoing obligation to maintain all
landscaping and constructed features within the clear vision triangle consistent with the
standards in UDC 11-3A-3.
8. The applicant shall comply with the specific use standards for flex space uses listed in
UDC 11-4-3-18. Retail use shall not exceed 25% of leasable area in any tenant space.

The applicant or a party of record may request City Council review of a decision of the Director.
All requests For review shall. be filed in writing with the Planning Division on or before May 1,
2014, within fifteen (15) days after the written decision is issued, and contain the information

listed in UDC 11-SA-GB.
If City Council review of the decision is not requested, the action of the Director represents a
final decision on a land use application. You have the right to request a regulatory taking
analysis under Idaho Code 67-8003.
EI~PIktATION
Certificates of Zoning Compliance issued in conjunction with a proposed use shall expire if the
use has not commenced within one year of the date of issuance of the Certificate of Zoning
Compliance.
Certificates of Zoning Compliance issued in conjunction with construction or alteration of a
structure shall expire if the construction or alteration has not commenced within one year ofthe
date of issuance of the Cet~tificate of Zoning Compl ianee.
In accord with the above provisions, the subject Certificate of Zoning Compliance is valid until
April 16, 2015.

Dear Staff:
Please find attached a Design Review and CZC Application for the above referenced
project. This building is located at 143 N. West 13` ,Along with Keller Supply, Specialty
Construction Supply, and Creamline #1, and #2 in the Creamline Park Subdivision.
The owner is proposing to construct amulti-tenant Flex Industrial Building in an IL zone.
The new building will look exactly like the existing Creamline #1, and #2 buildings. The
building will be 28'-4" above finish grade on the South side and 32'-4" on the North side.
The project will be painted tilt-up concrete with several reveals. The upper 7'-10" will
have a tex-caat finish system around the entire building to add texture to the concrete
panels. We have added 4'-0" wing walls and metal canopies on the building corners at
the entries to break up the flat walls. We have added 4" accent reveals above the window
areas around the entire building for a pattern variation. We have added additional reveals
along the end of the building that faces the street to help break up the flat wall panels.
The body of the building will be a medium brown with the upper 7'-10" being an off
white cream color. The three reveals will be painted blue to match the metal canopies.
The window areas will be bronze tinted glass with dark bronze aluminum frames. The
building has been located on the site to utilize the natural slope of the existing ground far
the drive in and public access at the South side of the building and the 4'-0" dock high
loading area on the North side. The loading docks and trash enclosures are located so that
they are not visible fiom Franklin road. The mechanical equipment will be located inside
the building. We have provided public access from the building sidewalk to the new
sidewalk along N. West 13t" using scored concrete.
The site will be landscaped and the traffic areas will be paved as shown on the drawings.
We have minimized the interaction of the public parking circulation with the truck
parking and circulation. The landscaping selected will provide variety and match the
existing landscaping on each side of the project. The plant material selected will survive
will in this climate. The lighting for this project will be furnished with wall mounted
dawn lights an the building.
