A storage distance of approximately 150 feet is recommended. Site Access Spacing Based on the proposed driveway location, the only driveway that does not meet the minimum spacing standards is the West Site Driveway. Therefore the West Site Driveway will require a modification to the access policy. A modification to the policy is recommended for the following reasons: The access driveway location is primarily to accommodate the bus circulation loop. Movement of the driveway easterly to meet the access spacing policy would require the buses to travel through the front parking lot. The access driveway is projected to have the significantly lower traffic volumes than the other two access driveways. The intersection is projected to operate acceptably during both of the study peak hours. Special Considerations for School District Facilities ' Per Idaho Code 67-6519(3), there are specific elements to be studied for school facilities, some of which are beyond the standard ACHD TIS requirements. The topics listed below are required to be addressed as part of the traffic impact study for a new school. Topics that have been addressed in previous sections of this report are identified but are not repeated again in this section. Idaho Code requirements for school study evaluation are: 1. Proposed highway projects in the vicinity of the project 1. Land Use Master Plan The development property is in the City of Meridian. The site is categorized as Medium Density Residential in the City of Meridian Comprehensive Plan. The site is currently vacant with the exception of a few residential lots that appear to be unoccupied. The proposed development includes sports fields to the north and the middle school building to the south of the property. The sports fields are separated from the middle school building by the bus -only loading drive. Figure 2 shows the proposed site plan for the site. The site plan includes the build -out of the school site. The site is surrounded by residential land uses to the east, vacant land to the south and west, and commercial land uses to the north. 2. School Bus Plan and Parent Drop-off The site circulation and parent drop-off areas are shown in Figure 5. As shown in the figure, the parent drop-off/pick-up area is located at the main entrance to the school. Access to the drop-off/pick area will occur via Kodiak Drive. After drop-off, vehicles will circulate to the middle access point with West Kodiak Drive, further to the west. Bus traffic will enter the site via a third access point on Kodiak Drive on the west edge of the site and stage for drop-off and pick-up on the north side of the school. Buses will then exit via an access point on Stoddard Road north and east of the school building. Schools will sometimes experience congestion during the afternoon pick-up period due to parents arriving early and waiting for students to be released from school. The layout of the school site is expected to ease such congestion by providing a relatively long area for parents to queue along the curb front near the school entrance, as shown in Figure 5. In addition, parking is located in close proximity and to the drop-off/pick-up area. Key features of the site circulation include the following: g The parent drop-off/pick-up look is completely separate from the bus pick-up/drop-off. -`' Kittelson & Associates, Inc. 64 Victory Middle School February 2014 Transportation Impact Study The parent drop-off/pick-up has a drop-off area that extends approximately 300 feet and includes a bypass lane. Neither the parent nor bus drop-off/pick-up routes conflict with the pedestrian sidewalk connections from the east and only the bus route crosses the sidewalk connection from the west. However, the operation of the parent drop-off/pick-up area is difficult to predict for the following variables: ° Active management by school staff to ensure one vehicle does not stop and block other varies significantly by school - Information on drop-off and pick-up procedures provide to parents varies by school On-site signage is sometimes limited or confusing ° Some parents may not follow the rules and allow children to load and unload in undesignated locations For these reasons, it is incumbent on the school to provide the necessary on site traffic management, parent outreach, and signing to ensure drop-off area operates safely and efficiently. Assuming the drop-off area operates efficiently, the 300 -foot length of the drop-off/pick-up area will be adequate to accommodate the school drop-off demand. 3. Access Safety None of the site access points exist today, though an existing access does exist opposite the eastern most proposed school access on Kodiak Drive. Based on the proposed site plan, safe access to the proposed development can be maintained, assuming the improvements recommended in this report are implemented. Intersection Sight Distance Intersection sight distance was reviewed for the new driveway locations and at the study intersections. Based on our observations, the new driveway locations are expected to have adequate site distance to meet applicable sight distance standards. To maintain this sight distance, the school should work to manage onsite vegetation and restrict the placement of temporary and permanent objects that would impede driver sight lines. The intersection of Stoddard Road/Victory Road was observed to have partially obstructed sight distance due to an existing fence on the northwest corner of the intersection. This fence limits sight �'. ACHD should work with the property owner to address this constraint. 4. Pedestrian and Bicycle Accessibility Plan Off -Site Accessibility The school site is near a transition point of the transportation system from mostly suburban in the east to mostly rural in the west. As such, more sidewalks are available on the east side of the school site and, generally, east of Stoddard Road. By contrast, the areas to the west of Stoddard Road and the school site have a less complete sidewalk network which will expand as development occurs. In addition, the City of Meridian has a comprehensive pathway plan which provides a number of non - roadway pedestrian pathways that will provide linkages to critical areas. While a few pathway connections are existing, most are still in the planning phase and therefore will not be available when the school opens. Based on the availability of sidewalks, students living in the neighborhoods immediately east of Stoddard Road have acceptable sidewalk access to the school site. Farther east (east of Meridian Road), students generally have sidewalk access to the school site, but the route would likely be indirect due to a lack of east -west roadways connecting through neighborhoods, and the current lack of pedestrian crossing opportunities on Meridian Road, and limited crossings of the Eightmile Lateral. In order to serve east -west pedestrian movements across Stoddard Road, a striped crosswalk should be provided with school crossing signage if the intersection is not converted to all -way -stop -control. To the west, the density of residential development is much lower which limits the number of potential students who could walls to school. Few pedestrian routes to the school site exist. The potential extension of Kodiak Drive to the west and further residential development in the vicinity will significantly increase potential student pedestrian access from this area. However, current opportunities are limited. Figure 12 shows the existing sidewalk connections key roadways, additional sidewalks that will be constructed along the future extension of Kodiak Drive as part of the Fall Creek Development and pathways planned by the City of Meridian. In addition, some of the key gaps in pedestrian facilities are identified. Kittelson & Associates, Inc. 66 Victory Middle School February 2014 Transportation Impact Study Bicycle facilities existing are only present on Overland Road near the school site. As such, direct bicycle routes to the school are not clearly identified. Students will need to rely on the sidewalk network to ride bicycles to school to have separation from vehicle traffic. Use of sidewalks by bicycles is allowed in Idaho, though doing so may introduce bicycle and pedestrian conflicts. Under ideal conditions, the pedestrian facilities link all areas that are inside the boundary for school bussing. The build environment around the school site makes such conditions unrealistic. Therefore, the following is recommended: Install crosswalks at the Stoddard Drive/Kodiak Drive intersection. A minimum of one crosswalk across Stoddard Road at the Kodiak Drive intersection with appropriate school crossing signage should be installed. Note, signing of the pedestrian crossing is not required if the intersection is converted to all -way -stop -control. Work with parents to identify neighborhoods in which children will be walking from and work collaboratively with the neighborhoods, and, ACHD and the City to develop walking and bicycle routes. As noted previously, minor sidewalk enhancements would expand the number of students with access to such a route. I If pedestrian facilities to serve the walking routes cannot be developed, the bussing plan should be revised, to the extent possible, to accommodate neighborhoods without a reasonable walking or biking route to the school site. On -Site Accessibility The current site plan shows that the school building is continuous and will not require students to cross roadways to reach different areas within the school. Pedestrian movements for Kodiak Drive also are not required to cross the drop-off/pick-up route. However, the athletic fields are north of the bus loading road and the main school is south. As further pedestrian details are added to the site design, a pedestrian crossing should be added to the bus loading road to connect the school to the athletic fields. Signage, pavement markings, and use of design elements such as raised crosswalks should be considered. i �� Kittelson &Associates, Inc. 67 min= vm 41 min= 41 Victory Middle School February 2014 Transportation Impact Study Finally, student ingress and egress routes to the school should be clearly marked for students who walk or bike to school. Potential conflicts with onsite vehicles should be considered, and specifically conflicts with parent drop-off/pick-up and bussing activities. 5. Crossing Guard Plan The Meridian School District provides crossing guard at key crossing locations for schools. Based on the evaluation of pedestrian route, the greatest amount of pedestrian crossings near the school will be at the Stoddard/Kodiak intersection. Given the posted speed on Stoddard Road and the projected traffic volumes, crossing guards at the Stoddard Road/Kodiak Drive intersection are recommended. 6. Barriers between the Highway and the Schools The school is offset from Stoddard Road and Kodiak Drive with sidewalks and, in some cases, parking lots and/or onsite circulation roads between locations of potential student activity and adjacent roadways. Both of these streets will have pedestrian sidewalks and buffer areas. Due to these natural barriers inherent to the site design, no additional barriers are needed. 7-8. Location of the School Zone and Flashing Beacon The location and design of school zones will be addressed during final approval and design review for the school. Based on discussions with ACHD staff, ACHD will review the need for school zones based on the amount of children walking or riding bicycles to school. The ultimate development and approval of school zones will be through ACHD in cooperation with the middle school and school district staff. In advance of specific school zones being identified, the following provides guidance with respect to the key elements that should be included in the evaluation of the need for a designated school zone. There are many factors that determine whether a school speed zone should be installed. Some of these include: Proximity of the school to a roadway with a speed higher than 20 mph. A marked crosswalk that is not protected by a traffic signal or stop sign. The construction of the proposed middle school is expected to increase the middle school pedestrian and bicycle activity along Stoddard Road and Kodiak Drive. Given the posted speed of 40 mph along Stoddard Drive, a school zone should be strongly considered on that facility. A school zone should also be considered on Kodiak Drive, especially when that roadway is extended to the west. The extents for the school zone would typically include the entire site frontage and extend approximately 200 feet beyond the school boundary. School zone speed assemblies should be installed consistent with ACHD policy for these school zones. ,, Ki[telson &Assoclotes Inc. 69 Victory Middle School February 2014 Transportation Impact Study 9. Need for a Traffic Control Signal Access to the site will be via the Stoddard Road/Kodiak Drive intersection. This location operates today as a side -street stop -controlled facility with stop -signs on the Kodiak Drive approaches. Signal warrants for this intersection are not met with the addition of school traffic. An all -way stop -controlled intersection should be considered at this location if traffic operations and pedestrian crossing demand indicated a need. The comparison of traffic operations at this location with a side -street stop control versus all -way stop control are shown in Table 15 of this report. 10-14. Improvements, Speed, Traffic Volumes, Levels of Service, and Need for Acceleration or Deceleration Lanes See previous sections of this study which document these topics. 15. Internal Traffic Circulation As illustrated in Figure 5, the internal traffic circulation for the proposed middle school separates parking and passenger drop-off areas (including parent and bus areas) and provides pedestrian and bicycle routes to the school building. Parents should be educated and instructed to use the designated drop-off area and not the parking lot to drop-off or pickup their children. This will minimize conflict between vehicles and children and keep the drop off and pickup in an area where drivers are expecting children. Signage to encourage parents to pull farther into the drop-off area, instead of immediately stopping after entering the drop-off area, should be considered. In addition, provision of an attendant directing cars so congestion does not occur is recommended. 16. Anticipated Development See previous sections of this study that document the proposed development. 17. Zoning in the Vicinity According to the City of Meridian zoning map zoning in the vicinity of the site is as follows: a The areas immediately east, west, and south are zoned residential, with the areas west and south mostly rural and the area east mostly suburban. The area to the north is generally zoned commercial. N The area along I-84 and Meridian Road are mostly office and commercial with some residential lands. 18. Access Control on Adjacent Highways The Ada County Highway District Policy Manual identifies minimum access spacing for Collector Roadways. The minimum for driveways on Collector roadways is 245 feet (assuming a 25 mph speed). West Site Driveway: 290 feet west of Middle Site Driveway and 210 feet east of a proposed street for the Fall Creek Subdivision. Bus Exit Driveway on Stoddard Drive: 1,050 feet north of Kodiak Drive and 575 feet south of the Idaho Power substation driveway. Based on the proposed driveway location, the only driveway that does not meet the minimum spacing standards is the westerly driveway, Therefore the West Site Driveway will require a modification to the access policy. W The following signing and striping changes at the Stoddard Road/Kodiak Drive intersection: o Restriping (with minor widening if necessary) of the eastbound approach to provide a left -turn lane and a through -right lane. The stripping should extend the length of the center landscape island. o Consider adding MUTCD compliant stop signs and stop bars on the northbound and southbound approaches to convert the intersection to an all -way stop controlled intersection. o Addition of crosswalk striping for crosswalks across Stoddard Road.
