I am very concerned about the new developments being planned that will use S. Kentucky Way as the main entrance for an additional 200 homes. As a stay at home mother of 4 small children, I have huge concerns for the safety of my children with the addition of that many drivers. We moved in less than one year ago, and paid extra to live in such a quiet neighborhood. Now all of our privacy and safety is in jeopardy because some developers don't want to add extra entrances. It seemed like he had prior knowledge of our concerns and he was more than ready. The developer in his opening statement made a point that Revolution Ridge had always been intended to be an extension of Kentucky Ridge. If that were so, why are the street names so disgusting? I refei7ing to street names such as Revolt and Rebellion for example. If it was to be an extension of Kentucky Ridge, then why is he going to use beige fencing instead of the white that makes up our entry? This ruse was his way of getting around having another entry into his subdivision to the North of our pond thus cutting down on the traffic by our park where children play. I realize that the other safety issues we have need to be addressed to the ACRD. Arcaro Ave Address City Meridian State Idaho Zip Code 83642 Subject Kentucky Ridge Message Hi, I write this e-mail as a concerned resident of Meridian (17 years) and Kentucky Ridge subdivision located off Victory road, between Linder and Meridian road. We recently lost the battl for the new subdivision, named Revolution Ridge, getting approval from the city council. It will be built with all its vehicle traffic using our neighborhood entrance, Kentucky Way to Victory instead of being accessed from Victory or Linder roads which would have been better for most involved, except the developer. Now I just received a letter with the preliminary plans for Biltmore Estates tc be developed South of our neighborhood using Kentucky Way as its main route North to Victory and Harris road to Meridian road. This is terrible planning and will route in my estimates 70 % of the traffic thru our neighborhood on Kentucky Way and it is downhill. If you look at the plan there no other convenient, practical or safe way for most of the people in the new sub division to drive tc work, school or shopping without driving North thru our neighborhood to Victory road. The people on Kentucky way are in for some speeding motorist and are going to be furious. Luckily I am not c that street, but I do jog and ride a bicycle on it. For the citizens that opt to exit the new neighborho~ (Biltmore) onto Meridian Road, it will not be safe. People will die, because it is on a downhill and with cars going 55-65 it will be just like Eagle road 10-15 years ago. Cars will be speeding downhi and people will pull out to go North and get smashed, until someone dies and then Ada County wi] install a light. History repeats itself here, Meridian Road South to Kuna is the new Eagle road of 1: years ago. New sub divisions, no lights, bad accidents. Please consider asking ACRD for a traffic light at Harris and Meridian before you choose to approve this subdivision. Please consider asking ACRD for some improvements to the following roads. Victory Road between 10 mile and Meridia road. It needs lower speed limits, a bike lane and side walks. If we can not afford that than have them slap down a few feet of chip seal pavement for people to walk, jog and ride bikes on. People actually jog on this road in the dark with dark clothes in the mornings. I am not sure why they don' wear reflective gear? I encourage you to walk Victory for between Stoddard and Linder with your family to experience what I am writing about. Stoddard road needs improvements as well. With Be Creels park, the Mormon church, new subdivision already being built by Coleman homes, and the Walmart entrance people are using off Stoddard. It could use side walks, bike lanes and 35 mph speed limits. Linder road between Victory and Overland is similar. A narrow farm road with high speed traffic and no side walks or shoulders to jog or ride a bike on. I realize this e-mail should be directed more to ACRD and will do that as well by e-mailing them. My frustration is with the approval process and the road improvements not coming for 8-10 years after the sub-divisions are built. I was hoping we would improve things after the last population boom in Meridian. Why can' we say no to the developers until we improve the safety and traffic flows from ACHD. It seems the developers get the approval and profits and the people are left to complain to ACHD after it gets bad. Thanks for this reading this. Our voice or opinion seems to not even be heard or acknowledged. We live on the corner of S.Kentucky Way and W.Blue Downs St. We have 5 children ranging from 3 years -15 years old. They LOVE to play outside. There are many children/youth on this neighborhood. I'm VERY concerned for thier safety. We do not need the danger of constant flow of traffic. My children's neighborhood as we know it now... Quiet & safe. I don't have to to keep them inside for thier safety. I know O can't stop a neighborhood going up behind us. My husband is an orthodontist on Meridian Road. (Howell Orthodontics, 1910 S.Meridian) we like the growth for our business. The traffic flow for this proposal of this new development is ridiculous. If the developer put himself in our palace with his own children, or think of your children, the risk of traffic flow through our neighborhood would be avoided Robynn Howell Jaycee Holman -_~ From: Tammy de Weerd Sent: Monday, March 24, 2014 8:52 PM To: Bruce Wong Cc: Jaycee Holman; Peggy Gardner; Robert Simison Subject: Fwd: Kentucky Ridge and Revolution Ridge I will send what I might still have. Kentucky Way, I must express my sincere disappointment with the Planning and Zoning commission to completely ignore all concerns and requests for cooperation with regards to development of the land to the West of Kentucky Ridge. I am also extremely disappointed that the ACHD would recommend to "ignore" guidelines of street size, gutters, safety issues with no sidewalks, curbs, or entry /exit space on S Kentucky Way and Victory. What is the purpose of holding a city meeting if NOT to listen to the citizens and residents that are being impacted by the growth and development. I am all for development and growth - I understand economics and the impact this has on our community. But to turn a deaf ear to us and to be treated as second rate ignorant people who couldn't possibly understand is out of line. I was also surprised that the developer could present false information regarding the traffic study released by ACHD and the commission not allow any one from Kentucky Ridge to respond - would have only added 2 minutes more to the discussion. Unfortunate at best and undiplomatic. To say that S Kentucky Way will only be at 47% capacity AFTER the development of Revolution Ridge was an outright lie. It is currently at 47% capacity pre-development and one would have to be ignorant to not also take into consideration that to the immediate south of Kentucky Ridge is set to be another 164 houses built -with traffic flow through Kentucky Ridge on S. Kentucky Way. The math is obvious that these two developments will more than exceed traffic capacity on S Kentucky Way. It amazes me that development takes precedence over safety in our communities. As it stands right now, I must almost back out into traffic onto S Kentucky Way each morning I leave for work. There are school children and cars that I must watch for daily as I pull out. I can only imagine the nightmare of trying to do this after this planned development is completed. Although I hope that this letter is received with an open mind and that more consideration is given to the decision to allow an overuse and burden on the one street in/out of Kentucky way, I must say I fear it will fall on deaf ears as this seems to be the mode of operation demonstrated so far by the city counsel and planning and zoning commission.
