I am writing to you to express my concerns regarding a subdivision going in to the west of a subdivision I reside in. I live
in the Kentucky Ridge Estates located off of Victory between Meridian Rd and Linder Rd.
I attended a public hearing for the planned Revolution Ridge subdivision last Thursday night. We had several speakers
speaking on our behalf trying to address some of our concerns. I wished now that I had stood up to speak my concerns
as well. The developer is not looking at the big picture of adding an addition 129 homes to be using the Kentucky Way
(my subdivision entrance) as the main entrance/exit. We have an undeveloped entrance without sidewalks or curbs and
not wide enough to adequately handle the almost 200 homes that will use it after this subdivision comes in. (FYI...There
is another subdivision coming into the south of us that will also be using this as an entrance/exit too, adding an
additional 65 homes). The developer stated that this road is adequately developed to handle the traffic as well as
pedestrian use. However, I don't agree, nor do the other residents who live here. I myself have nearly been hit walking
on several occasions along the undeveloped section of our road when I walk every morning. And in the winter months
when the roads are icy I have nearly hit cars on this portion of the road. We have had several people hit the fence a long
this stretch too, during the winter months. Thank goodness that there wasn't a child walking, or quite possibly they
would have been hit as well. We petitioned the Meridian Transportation dept. to change the bus stop because 3 children
were nearly hit in this area.
With the Meridian school district bond coming up for election in August, and if approved, then the new middle school
will be built on Stoddard Lane. This means we will have numerous children walking to and from school along this
roadway, either because we won't meet the busing requirement or just because they want to walk; in addition to after
school events and sports.
The developer stated that he does not see the need to install sidewalks, curbs and gutters at our entrance because he
really likes the esthetics of the entrance. My concern is at what price do we place on a child's life? Does a cut in profit
really outweigh a child's life, or my life?
We either need the developer to install sidewalks, curbs and gutters or make an entrance into his development from
Victory, not from The Kentucky Ridge Estates. I need to know what more I can do to get someone to stop and think
about these issues before the final approval for this subdivision.

regarding the Revolution Ridge Development. Because this is an open application the Mayor and Council cannot
comment on it outside of a public hearing. However, we can let you know how the process works.
The Planning and Zoning Commission is a volunteer citizen commission that will look at an application on the technical
aspects of the application and how it relates to the city's comprehensive plan and unified development ordinances. It is
a technical review. Public testimony is one of several factors they consider in developing their recommendation. Theirs is
a recommendation to the City Council. The City Council is the decision maker and they have yet to hear this application.
Please know that the City is not the road authority and receives our information and recommendations from Ada County
Highway District (ACHD). If you have questions relating to traffic studies or numbers I would encourage you to contact
them prior to the City Council hearing. Please let me know if you want additional contact information.
We hope this helps. I will submit this letter for the public record and it will be included in the City Council packet along
with the application materials and the public hearing minutes from the Planning and Zoning meeting.

When driving around I too sometimes wonder how subdivision developers come up with such odd street names. The
City coordinates with the County to make sure streets that align are named consistently. They also look at names
that may be hard to pronounce or sound similarly before approving the names. Their job is to make sure the street
names will not be confusing for our safety services. This particular development passed the review for street name
requirements on February 27.

Mayor de Weerd,
After attending a meeting of the P&Z Committee on March 6 concerning Revolution Ridge Subdivision, I
was quite concerned with the outcome.Although we had great representation and public testimony from our
residents in Kentucky Ridge Estates, it seemed like it was a done deal as far as the commission was concerned
and the developer getting everything. It seemed like he had prior knowledge of our concerns and he was more
than ready. The developer in his opening statement made a point that Revolution Ridge had always been
intended to be an extension of Kentucky Ridge. If that were so, why are the street names so disgusting? I
referring to street names such as Revolt and Rebellion for example. If it was to be an extension of Kentucky
Ridge, then why is he going to use beige fencing instead of the white that makes up our entry? This ruse was
his way of getting around having another entry into his subdivision to the North of our pond thus cutting down
on the traffic by our park where children play.
I realize that the other safety issues we have need to be addressed to the ACHD.
