DESCRIPTION OF APPLICANT'S REQUEST
The applicant, LCA Architects, requests Certificate of Zoning Compliance (CZC) and Design Review
(DES) approval of a 16,558 square foot church and 190 s.f. storage building on 3.5 acres of land in an L-
O zoning district.
The site is located at 5855 N. Ten Mile Road.
DECISION
The applicant's request for CZC & DES is approved with the conditions listed in this report.
Note: This is not a building permit Please contact Building Services at (208) 887-22II to verify if you
need a building permit and/or inspection. If you do need a building permit, you "lust complete that
process before you commence the use or construction. Please contact Building Services for additional
details about building permits and inspections.
Site Specific Conditions of Approval
1. The applicant shall construct all proposed fencing and/or any fencing required by the UDC,
consistent with the standards asset forth in UDC 11-3A-7 and 11 -3A -6B.
2. Business hours of operation within the L -O district shall be limited from 6 am to 10 pm asset
forth in UDC 11-213-3A4.
3. The Meridian City Council approved the direct access to N. Ten Mile Road contingent upon
approval and/or any restrictions by ACRD.
Process Conditions of Approval
1. No signs are approved with this application. Prior to installing any signs on the property, the
applicant shall submit a sign permit application consistent with the standards in UDC Chapter 3
Article D and receive approval for such signs.
2. The applicant shall complete all improvements related to public life, safety, and health as set forth
in UDC 11 -5C -3B. A surety agreement may be accepted for other improvements in accord with
UDC 11 -5C -3C.
3. Upon installation of the landscaping and prior to inspection by Planning Division staff, the
applicant shall provide a written certificate of completion as set forth in UDC 11 -3B -14A.
4. The site plan prepared by LCA Architects on 2/17/14, labeled Sheet C2.01, is approved as shown
in Exhibit B.
5. The landscape plan prepared by The Land Group, signed 6/20/13, labeled Sheet L1.00, is
approved as shown in Exhibit C.

6. The elevations prepared by LCA Architects on 3/25/14, labeled Sheets A201 & A202, are
approved as shown in Exhibit D.
7. The approved site plan, landscape plan and/or elevations may not be altered without prior written
approval of the City of Meridian Planning Department.
8. The applicant shall pay any applicable impact fees prior to the issuance of a building permit.
9. If any changes must be made to the site plan to accommodate ACHD requirements, the applicant
shall submit a new site plan to the City of Meridian Planning Department for approval prior to
issuance of the building permit.
10. The applicant shall complete all required improvements prior to issuance of a Certificate of
Occupancy. It is unlawful to use or occupy any building or structure until the Building Official
has issued a Certificate of Occupancy.
Ongoing Conditions of Approval
1. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets
the standards as set forth in UDC 11-313-6 and to install and maintain all landscaping as set forth
in UDC 11-313-5, UDC 11-313-13 and UDC 11-313-14.
2. The applicant shall comply with the outdoor storage as an accessory use standards as set forth in
UDC I1 -3A-14.
3. The project is subject to all current City of Meridian ordinances and previous conditions of
approval associated with this site (AZ -05-001; Development Agreement Inst. No. 109061598;
PP -05-002; CUP -05-002; FP -09-006).
4. The issuance of this CZC does not release the applicant from any previous requirements of the
other permits issued for the site.
5. The applicant and/or property owner shall have an ongoing obligation to prune all trees to a
minimum height of six feet above the ground or sidewalk surface to afford greater visibility of the
area.
6. The applicant has a continuing obligation to comply with the outdoor lighting provisions as set
forth in UDC 11-3A-11.
7. The applicant and/or property owner shall have an ongoing obligation to maintain all landscaping
and constructed features within the clear vision triangle consistent with the standards in UDC 1I -
3A -3.
8. The applicant and/or assigns shall have the continuing obligation to meet the specific use
standards for the proposed use as set forth in UDC 11-4-3-6.
CITY COUNCIL REVIEW
The applicant or a party of record may request City Council review of a decision of the Director. All
requests for review shall be filed in writing with the Planning Department on or before April 17, 2014,
within fifteen (15) days after the written decision is issued, and contain the information listed in UDC 11-
5A -6B.
If City Council review of the decision is not requested, the action of the Director represents a final
decision on a land use application. You have the right to request a regulatory taking analysis under
Idaho Code 67-8003.

Certificates of Zoning Compliance issued in conjunction with a proposed use shall expire if said use has
not commenced within one year of the date of issuance of the Certificate of Zoning Compliance.
Certificates of Zoning Compliance issued in conjunction with construction or alteration of a structure
shall expire if said construction or alteration has not commenced within one year of the date of issuance
of the Certificate of Zoning Compliance.
In accord with the above provisions, the subject Certificate of Zoning Compliance is valid until April 2,
2015.

As part of the design review submittal for the Bainbridge Subdivision LDS Church and per the application
checklist, the city requests a narrative describing how our submittal/proposal address the guidelines
contained in the Meridian Design Review Manual and UDC 11-3A-19. I have addressed each of the
requested items as they have been listed in the application under Architectural Character. Please see the
following:
1. Facades:
In general, the building form is an articulated mass, the elements of which establish primary and
secondary entrances, accent the fenestration, address Ten Mile Road, represent the aspirations of
the facility, and provide for a structure that has architectural character as it relates to the built
environment.
Each elevation is articulated with various modulations. The primary entrances on the North and
South Elevations project from the main portion of the building, and are scaled such, so as to
establish a hierarchy between primary building entrances, verses secondary building entrances.
The secondary entrances at the North, South and East elevations are projected from the building
as well, but are not as pronounced in projection or height as the primary entrance.
The East elevation addresses Ten Mile Road. This elevation is projected and accented with a
large expanse of fenestration on both the North and South elevations. The roofline follows the
projection in a linear fashion, then pitches on the North and South elevations respectively. An
additional segment of the East Elevation projects outward and establishes a hierarchy
for this elevation as it rises vertically above the initial projection and roof line upward to
the steeple, which is the crowning element of the fagade at this location. Additional
interest in this element is added in the form of a large arch that is comprised of EIFS or
stucco in a contrasting color with a scored pattern as compared to brick wainscot on all
other elevations.

Additional areas of interest are two smaller projections, each with fenestration on both the North
and South Elevations adjacent to Ten Mile Road. These two areas break up a long section of wall,
and provide balance on both of their respective elevations, and serve as an anchoring element for
the roof as it slopes toward the ground in that direction.
The building will be constructed with materials of a high quality. The fagade will incorporate a brick
wainscot with a 4'-0" brick ledge that will help provide a human scale, serve to break up large
expanses of brick, and provide for an accent in the modulation will surround the building. This
ledge will be accented with either a rowlock course or be capped with a manufactured stone such
as Ariscraft Stone, in a contrasting color.
Above this ledge, the brick modulation will be a running bond, and will be accented at primary and
secondary entrances as well as fenestration with soldier and rowlock courses forming the arches
above the fenestration and accented with keystones of either fiberglass or a manufactured stone
product as previously mentioned. The projections and modulations that extend above the primary
roof of the structure will be capped with a metal parapet cap in a contrasting color. Window sills
will be constructed of brick laid in either a rowlock, or sailor course.
2. Primary Public Entrance:
The building has two Primary Entrances located on the North and South elevations respectively.
As described earlier, these entrances are part of a hierarchy that establishes their function as it
relates to the overall building form. The primary entrances are comprised of large arches
comprised of brick masonry and accented as earlier described. These arches are in filled with full
height aluminum entrance/storefront containing high performance glazing.
Secondary Entrances are located on the North, South, and East Elevations. These entrances are
less pronounced than the Primary Entrances as depicted in the elevations, are constructed with
aluminum entrance/storefront and detailed in a similar fashion.
3. Roof Lines:
The building's roof line is comprised of a simple linear gable with secondary roof elements.
Secondary roof lines that project off of the main element form the primary and secondary
entrances, and smaller projections along Ten Mile Rd. The roof line follows and articulates the
form and various projections, of which, the primary entrances are most pronounced with secondary
and miscellaneous projections following in a similar hierarchical order.

4. Pattern Variations:

5. Fenestration:
Both primary entrances utilize the building form and fenestration as an aesthetic element to identify
function. The large expanse of fenestration that comprises the main projection of the East
elevation, as viewed on the North and South elevations was used as a design element on this
portion of the building due to the perspective view and frontage to Ten Mile Road. Fenestration is
used on other building elevations to provide natural light to classrooms, administrative areas, and
assembly spaces, as well as provide for visual interest, balance and symmetry.
6. Mechanical Equipment:
The mechanical equipment will be at ground level and screened by a brick enclosure as noted on
the elevations.
7. Color and Materials:
Please see the enclosed packet of materials to be used on the project.
Site Plan and Building Layout:
1, Building Location:
The Building is located on the site fronting Ten Mile Road.
2. Parking Areas:
Parking areas are situated to the North, South, and West. The parking is situated and arranged
per programmatic requirements, and City of Meridian Standards. Parking areas are broken up with
landscape islands of differing shapes and configurations and screened with landscape buffers on
all sides.
3. Access:
The site can be accessed from Broadbent Drive (to be constructed) to the North, and from Ten Mile
Road on the East. Access from Ten Mile Road was approved by the City of Meridian on 9-22-09,
and is subject to an ACHD hearing regarding if the access at that point will be either a full access
or restricted to a right -in & right -out. Sidewalk access for pedestrians will be provided off of Ten
Mile Road at two locations.

4. Street Layout and/or Internal Circulation:
Street layout is not applicable in this instance. The building is situated such on the site so parking
is located around its perimeter. All parking as earlier described is surrounded by a landscape
buffer. Patrons accessing the building will do so by traveling through the parking lot to the
sidewalks that surround the building and lead to the primary and secondary entrances.
5. Pedestrian walkways and Facilities:
Pedestrian access to the building and site has been provided for at two locations off of Ten Mile
Road and from circulation within the parking lot to the sidewalk that surrounds the building.
Pedestrians will have a variety of landscaped areas to transverse around the site. These areas not
only help to beautify the site through the use of various flora and fauna, but also add a human
dimension and variety of scales to the site.

outlined in the Design Manual as it relates to building design and articulation, proportions,
divisions, detailing, materials, textures and colors, and as such, request your review and approval
of this submittal.

SUBJECT: Traffic Analysis Scope of Work
Stanley Consultants has been retained to prepare a traffic analysis for the proposed Bainbridge Church
Subdivision located on North Ten Mile Road south of Chinden Boulevard. This memo summarizes
the scope of work, which may be revised with inputs from the Ada County Highway District (ACHD).
The proposed Bainbridge Church Subdivision Is projected to generate less than 1,000 vehicles per day
(vpd) and does not required a traffic impact study per ACHD Policy Manual Section 7106. A traffic
impact study is generally required when a proposed development will generate 100 or more new peak
hour vehicle trips or add 1,000 new vehicle trips per day.
The Church is proposing a Right-in/Right-out (RIRO) access on North Ten Mile Road located
approximately 400 feet south of West Lost Rapids Drive. This location would meet ACHD spacing
requirement of 220 feet for a RIRO. The RIRO is expected to improve site circulation and alleviate
traffic at North Ten Mile Road and East Broadbent Drive intersection, which is projected to be
signalized in the future.
The purpose of this traffic analysis is to evaluate and compare the traffic impacts resulting from the
proposed Church with and without the proposed BIRO access on North Ten Mile Road. The primary
study area will be North Ten Mile Road and East Broadbent Drive adjacent to the site. The analysis
year will be 2030 for two (2) peak hour traffic conditions —1) Weekday PM peak hour between 4:00 pm
and 6:00 pm and 2) Sunday peak hour between 12:15 pm and 1:15 pm. In particular, the scope of this
traffic analysis includes the following:
• Trip generation of the proposed Church
• Trip distribution and traffic assignment of the Church generated traffic
• Capacity analysis at the intersection of North Ten Mile Road and East Broadbent Drive with and
without the proposed RIRO access on North Ten Mile Road
• Impacts on North Ten Mile Road and East Broadbent Drive adjacent to the site with and without
the proposed RB20 access on North Ten Mlle Road
