Strada Bellissima Building HCERTIFICATE OF ZONING COMPLIANCE REPORT DATE: March 27, 2014 TO: Bryce Boehler, neUdesign Architecture FROM: Kristy Vigil, Assistant City Planner SUBJECT: Strada Bellissima Building H - CZC-14-024 and DES -14-022 OWNER: 1099 LLC DESCRIPTION OF APPLICANT'S REQUEST The applicant, Bryce Boehler of neUdesign Architecture, requests Certificate of Zoning Compliance (CZC) and Design Review (DES) approval for construction of a 4,467 square foot office building on .443 acres of land in the L -O zoning district. The site is located at 2959 S. Meridian Road. DECISION The applicant's request for Certificate of Zoning Compliance and Design Review is approved with the conditions listed in this report. Note. This is not a buildingpermit. Please contact Building Services at (208) 887-2211 to verify if you need a building permit andlor inspection. If you do need a building permit, you must complete that process before you commence the use or construction. Please contact Building Services for additional details about building permits and inspections. General Conditions of Approval 100 Watt and 250 Watt, high-pressure sodium street lights shall be required on all public roadways per the City of Meridian Improvement Standards for Street Lighting. All street lights shall be installed at developer's expense. Final design shall be submitted as part of the development plan set for approval. Applicant shall also include the location of any existing street lights in the development plan set. Street lighting is required at intersections, corners, cul-de-sacs, and at a spacing that does not exceed that outlined in the Standards. The contractor's work and materials shall conform to the ISPWC and the City of Meridian Supplemental Specifications to the ISPWC. Site Conditions of Approval 1. The applicant shall construct all proposed fencing and/or any fencing required by the UDC, consistent with the standards as set forth in UDC 11-3A-7 and 11 -3A -6B. 2. Business hours of operation within the L -O and C -N districts shall be limited from 6 am to 10 pm as set forth in UDC 11-213-3A4. Process Conditions of Approval 1. No signs are approved with this application. Prior to installing any signs on the property, Conditions Document 1 Strada Bellissima Building H - CZC-14-024 and DES -14-022 the applicant shall submit a sign permit application consistent with the standards in UDC Chapter 3 Article D and receive approval for such signs. 2. The applicant shall complete all improvements related to public life, safety, and health as set forth in UDC 11 -5C -3B. A surety agreement may be accepted for other improvements in accord with UDC 11 -5C -3C. 3. Upon installation of the landscaping and prior to inspection by Planning Division staff, the applicant shall provide a written certificate of completion as set forth in UDC 11- 313-14A. 4. The site plan prepared by neUdesign Architecture on February 14, 2014, labeled AH101, is approved (stamped "approved" on March 28, 2014 by the City of Meridian Planning Division) with no changes. 5. The landscape plan prepared by Pinnacle Engineers, Inc. on May 14, 2004, labeled L-2, is approved (stamped "approved" on March 28, 2014 by the City of Meridian Planning Division) with no changes. 6. The approved site plan, landscape plan and/or elevations may not be altered without prior written approval of the City of Meridian Planning Division. 7. The elevations prepared by neUdesign Architecture on February 14, 2014, labeled AH - 211, are approved (stamped "approved" on March 28, 2014 by the City of Meridian Planning Division) with no changes. 8. The applicant shall pay any applicable impact fees prior to the issuance of a building permit. 9. If any changes must be made to the site plan to accommodate ACHD requirements, the applicant shall submit a new site plan to the City of Meridian Planning Division for approval prior to issuance of the building permit. 10. The applicant shall complete all required improvements prior to issuance of a Certificate of Occupancy. It is unlawful to use or occupy any building or structure until the Building Official has issued a Certificate of Occupancy. Ongoing Conditions of Approval 1. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets the standards as set forth in UDC 11-3B-6 and to install and maintain all landscaping as set forth in UDC 11-3B-5, UDC 11-3B-13 and UDC 11-3B-14. 2. The applicant shall comply with the outdoor storage as an accessory use standards as set forth in UDC 11-3A-14. 3. The project is subject to all current City of Meridian ordinances and previous conditions of approval associated with this site (AZ -04-028, PP -04-03 8, CUP -04-047, and FP -05- 022). 4. The issuance of this CZC does not release the applicant from any previous requirements of the other permits issued for the site. 5. The applicant and/or property owner shall have an ongoing obligation to prune all trees to a minimum height of six feet above the ground or sidewalk surface to afford greater visibility of the area. 6. The applicant shall have an ongoing obligation to maintain all pathways. 7. The applicant has a continuing obligation to comply with the outdoor lighting provisions as set forth in UDC 11-3A-11. 8. The applicant and/or property owner shall have an ongoing obligation to maintain all landscaping and constructed features within the clear vision triangle consistent with the Conditions Document 2 Strada BellissimaBuilding H-CZC-14-024 and DES -14-022 standards in UDC 11-3A-3. CITY COUNCIL REVIEW The applicant or a party of record may request City Council review of a decision of the Director. All requests for review shall be filed in writing with the Planning Division on or before April 14, 2014, within fifteen (15) days after the written decision is issued, and contain the information listed in UDC 11 -5A -6B. If City Council review of the decision is not requested, the action of the Director represents a final decision on a land use application. You have the right to request a regulatory taking analysis under Idaho Code 67-8003. It is located at 2959 S. Meridian Rd., Meridian Idaho in the Strada Bellissima Sub. NO. 1 Subdivision. The project will consist of a single story building as shown on the attached drawings. This building will be a shell only facility for the purpose of leasing to future tenants and will house permitted uses of the L -O zone. Southstone is an existing subdivision located on Eagle Road near Easy Jet Way. There are currently three buildings built on site, with approximately 5 remaining undeveloped pads. The entire site has already been approved through the previous Design Review processes, which included all civil drainage, all landscape, overall site design, and other items associated to the resulting leftover pad only sites. In addition, there were three previously built structures that are very similar to ours that too have been approved through the design review process. Specifically, internal roads and parking currently exist, curbs around each pad currently exist, utilities stubbed to each pad currently exist, and the like. Specifically the items that will be new on this building (and the three in total) will be sidewalks interior to the existing curbs and the building itself. The three new buildings, including this one, will be of very similar design, colors, materials and the like to the three buildings that have already been previously approved and are currently constructed/occupied on site. It was our intent to have some various features as to break up monotony amongst the subdivision (column design, arches, change in roofing material, etc.), while still ensuring the buildings character all mesh well together. In addition, we have addressed all four sides of the building to have similar design quality (not simply the front facade). Our true goal is Class A office space, as our unique style within this subdivision allows us opportunities for doing more than just the regular. With stone towers, roof height modifications, use of stucco popouts, arch emphasis, wall facade modulations, multiple fenestration assemblies, etc., we feel the beauty of the building is well within the guidelines as requested in the Meridian Design Manual. Architectural Character: a. Facades - there are many enhancements and changes in plane with recessed windows, stucco popouts and the like. We have varied the roof overhangs as well. b. Primary Public Entrances - allowing the pronounced portions of the building to be the main entrances creates visual understanding as soon as one looks at the building as to where the entrances can be found at each end of the building. It enhances importance and creates symmetry. c. Roof Lines - wall undulations (with resulting eave horizontal and vertical elevation undulations) accomplishes, in an aesthetic way, variation that allows the buildings to show different forms as one travels by. This also creates multiple roof changes in plane. d. Pattern Variations - the differences in wall undulations, with stucco popouts, creates many pattern variations and combinations. e. Fenestration - natural light and options for interior tenant improvement layouts is important to us, thus we have located numerous windows around the perimeter of the building. Some windows are doubled up for their own additional architectural appeal, and some windows are even provided as transom, adding natural light in patient areas. f. Mechanical Equipment - all mechanical equipment will be located in and behind the buildings, and will be screened with the use of vegetation from both the parking lot side and residences behind. 2. Color and Materials - matching the same color qualities of the existing buildings, thus creating a cohesive appearance throughout the site, has been important in considering the overall character of the project site as well as of each building, as you can see from the photographs provided (color samples). The well composed mixture of stone to stucco, with a secondary stucco trim color combined with the darker plane of the architectural standing seam roof system creates an overall highly attractive building with variations in textures, colors and materials - similar (and even improved) to other attractive buildings in the Meridian area. 3. Site Plan and Building Layout: a. Building Location - already pre -established, but you will note that the pad sites do take "turns" from being along the street front to being along the rear property line (which was a result of the previous Design Review process for the original site and pad layout) b. Parking areas - same note as above. c. Access - one access is currently off of S Eagle Rd. and the other access is off of Easy Jet Way. Both are in place and currently used for the existing businesses as previously approved. d. Street Layout and Internal Circulation - existing as approved via previous Design Review process. e. Pedestrian Walkways and Facilities - concrete sidewalks will be added along all parking lot curbs, allowing for one to walk around the public access portions of the buildings with ease. Pads are provided at all egress doors, which will typically not be used for everyday access. Cohesive Design - Each of the buildings are similar in finishes, style and scale to existing buildings within the subdivision/neighborhood. Connectivity is present through unified use of existing drives and walkways throughout the area. Additionally, landscaping completed with original permits and site work ties together spaces leaving only the need for buildings and people to complete the community feel.
