ACHD Park and Ride11� 11 CERTIFICATE OF ZONING COMPLIANCE C4ETDIAN— REPORT DATE: March 20, 2014 TO: Pierson Dewit, Ada County Highway District FROM: Sonya Watters, Associate City Planner SUBJECT: ACHD Park & Ride - Overland/Ten Mile Roads - CZC-14-015 OWNER: Ada County Highway District DESCRIPTION OF APPLICANT'S REQUEST The applicant, Pierson Dewit, Ada County Highway District (ACRD), requests Certificate of Zoning Compliance (CZC) approval of a park and ride facility, which is classified as a public/quasi-public use, in the R-8 zoning district. A total of 99 vehicle parking spaces are proposed along with 2 bike boxes capable of holding a total of 4 bicycles, and a shelter. The applicant received conditional use permit (CUP -13-016) approval of the proposed use from the Planning and Zoning Commission on January 16, 2014 as required by UDC Table 11-2A-2. The site is located at the southeast corner of W. Overland Road and S. Ten Mile Road. DECISION The applicant's request for Certificate of Zoning Compliance is approved with the conditions listed in this report, Note: This is not a building permit. Please contact Building Services at (208) 887-2211 to verify if you need a building permit and/or inspection. If you do need a building permit, you must complete that process before you commence the use or construction. Please contact Building Services for additional details about building permits and inspections. General Conditions of Approval 100 Watt and 250 Watt, high-pressure sodium street lights shall be required on all public roadways per the City of Meridian Improvement Standards for Street Lighting. All street lights shall be installed at developer's expense. Final design shall be submitted as part of the development plan set for approval. Applicant shall also include the location of any existing street lights in the development plan set. Street lighting is required at intersections, corners, cul-de-sacs, and at a spacing that does not exceed that outlined in the Standards. The contractor's work and materials shall conform to the ISPWC and the City of Meridian Supplemental Specifications to the ISPWC. Site Conditions of Approval 1. The applicant shall construct all proposed fencing and/or any fencing required by the UDC, consistent with the standards asset forth in UDC 11-3A-7 and 11 -3A -6B. 2. Prior to commencement of the use, the applicant shall submit a public use Conditions Document 1 ACHD Park & Ride - Overland/Ten Mile Roads - CZC-14-015 easement to the Parks Department for the 10 -foot wide multi -use pathway along W. Overland Road for City Council approval and subsequent recordation. 3. The development shall provide underground, pressurized irrigation (PI) water in accord with UDC 11-3A15, unless otherwise approved by the City Engineer. Process Conditions of Approval 1. No signs are approved with this application. Prior to installing any signs on the property, the applicant shall submit a sign permit application consistent with the standards in UDC Chapter 3 Article D and receive approval for such signs. 2. The applicant shall complete all improvements related to public life, safety, and health as set forth in UDC 11 -5C -3B. A surety agreement may be accepted for other improvements in accord with UDC 11 -5C -3C. 3. Upon installation of the landscaping and prior to inspection by Planning Division staff, the applicant shall provide a written certificate of completion as set forth in UDC 11- 313-14A. 4. The site plan prepared by ACHD on March 14, 2014, labeled Sheet 5 of 6, is approved as shown in Exhibit B. 5. The landscape plan prepared by KM Engineers on March 14, 2014, labeled Sheet L2.0, is approved ash shown in Exhibit C. 6. The approved site plan, landscape plan and/or elevations may not be altered without prior written approval of the City of Meridian Planning Division. 7. The elevation shown in Exhibit D is approved. 8. The applicant shall pay any applicable impact fees prior to the issuance of a building permit. 9. If any changes must be made to the site plan to accommodate ACRD requirements, the applicant shall submit a new site plan to the City of Meridian Planning Division for approval prior to issuance of the building permit. 10. The applicant shall complete all required improvements prior to commencement of the proposed use. Ongoing Conditions of Approval 1. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets the standards as set forth in UDC 11-313-6 and to install and maintain all landscaping as set forth in UDC 11-3B-5, UDC 11-313-13 and UDC 11-313-14. 2. The project is subject to all current City of Meridian ordinances and previous conditions of approval associated with this site (CUP -13-016; MDA -08-004; PBA -08-014; AZ -06- 031). 3. The issuance of this CZC does not release the applicant from any previous requirements of the other permits issued for the site. 4. The applicant and/or property owner shall have an ongoing obligation to prune all trees to a minimum height of six feet above the ground or sidewalk surface to afford greater visibility of the area. 5. The applicant shall have an ongoing obligation to maintain all pathways. 6. The applicant has a continuing obligation to comply with the outdoor lighting provisions as set forth in UDC 11-3A-11. 7. The applicant and/or property owner shall have an ongoing obligation to maintain all landscaping and constructed features within the clear vision triangle consistent with the standards in UDC 11-3A-3. Conditions Document 2 ACHD Park & Ride - Overland/Ten Mile Roads - CZC-14-015 8. The applicant and/or assigns shall have the continuing obligation to meet the specific use standards for the proposed use as set forth in UDC 11-4-3-30. CITY COUNCIL REVIEW The applicant or a party of record may request City Council review of a decision of the Director. All requests for review shall be filed in writing with the Planning Division on or before April 4, 2014, within fifteen (15) days after the written decision is issued, and contain the information listed in UDC 11 -5A -6B. If City Council review of the decision is not requested, the action of the Director represents a final decision on a land use application. You have the right to request a regulatory taking analysis under Idaho Code 67-8003. Certificates of Zoning Compliance issued in conjunction with a proposed use shall expire if the use has not commenced within one year of the date of issuance of the Certificate of Zoning Compliance. Certificates of Zoning Compliance issued in conjunction with construction or alteration of a structure shall expire if the construction or alteration has not commenced within one year of the date of issuance of the Certificate of Zoning Compliance. If desired, for grouping of units, chalk a line for straight edge with which to work. A preferred site would be concrete although asphalt can be used. Site should be flat although it does not necessarily have to be level. ANCHORING The lockers should be anchored to the ground for optimum longevity and proper operation of the locking system. Therefore, anchoring each unit to the ground is advisable. The 301 and 302 lockers are anchored in the 4 corners of the flange located around the inside of locker, the 301P, & 301V are anchored in the front two corners of the locker and the rear. First square the doors in the frame. Out of square doors are due to the site being uneven. To square the door, using a flat bar, raise the corner of the locker to make the door in square. If any adjustment is necessary it should only be slight. Place a shim under the corner to retain the alignment and height. Shim should be placed in a location under the base flange very close to hole for the anchor. This allows the downward force of the anchor to be supported underneath and prevent cracking of the base flange at the anchor location. Drill through the base flange on the locker with 1/4" drill. With hammer drill and 1/4" masonry bit you can then drill into concrete surface. Drop the nail -in anchor through flange and into the hole, pound pin down flush with top of mushroom head of anchor. Do this at all four corners of door frame on 301 & 302 lockers. On 301P and 301V do this in the front two corners of the door frame and in center of rear wall. American Bicycle Security Company P.O. The Ada County Highway District recently purchased a 2.5 acre parcel located at the southeast corner of Ten Mile Road and Overland Road in anticipation of developing a Park & Ride facility. The intent is to develop a lot similar to our current Overland Road and Meridian Road facility; a facility that can be used by multiple modes of transit. Proiect Purpose Commuteride has seen a 100% growth in the number of vanpool routes over the past 10 years. The following is a breakdown of our currently used Ada and Canyon County "official sites", number of stalls, and current capacity based on available space. The primary purpose for the existing, as well as the proposed Ten Mile Interchange Park and Ride Lot(s), is to allow commuters of the surrounding area access to alternative modes of transit via carpooling, vanpooling and/or bus service. Based on the amount of growth that Cummuteride has experienced over the past decade, the increase in citizens searching for alternative modes of transit as evidenced by the current capacities at existing lots, the need for Park and Ride facilities along major corridor access points is significant.
