I'm generating this letter to the City Council because of the impact to my home investment and quality of life as
a resident of Jackson Square development of Meridian.
Background:
I've attended numerous City Development/City Council meetings because of the multitude of changes during
the development of Bienville, Jackson Square and Centrepoint Crossing. Each change has had a consequential
impact on the Jackson Square HOA (JSHOA) and it residents.
Concerns due to these "Changes":
First and foremost is the private road known as Picard Street being utilized as a thoroughfare connecting (2) two
major arterial roadways. Since initial development, it appears no additional consideration was given to the
`PRIVATE ROAD' being an issue in further development of this area.
The residents have had no say in how the road was constructed or for what use it was designed. Additionally, we
had no say in the fact it now is a connector road between two arterial roadways. The `Private' designation has
caused JSHOA to be placed in a position of liability for maintenance, repair or replacement due to road failure. It
more importantly places us liable for accidents which may occur, and could result in significant cost to all JSHOA
residence.
The residents request the City of Meridian stop all further development on vacant land until the road can be
verified, reconstructed to ACRD standards and subsequently accepted by ACHD as a City Street, eliminating the
'PRIVATE' road. This should also reduce or eliminate JSHOA's liability for maintenance and especially accidents.
The residents strongly feel it's unfair and unreasonable for The City of Meridian or ACHD to expect us to be
burdened by the above due to the fact Eagle and Ustick roads are blocked by medians and other traffic control
devices causing the public to use Picard Street as a connection between these two arterials. The construction of
an additional 40 homes can only have an increase impact to this issue.
After discussions with numerous residents, we feel to widen Picard toward the North side of the developments
will only impact common area and not current or future development.
In addition, the residents would appreciate if the City of Meridian could include in the plans of the new
development language which will hold the developer to his previous agreement to ensure 'proper' landscaping
and architectural features are met. The inclusion of speed bumps or other traffic slowing device would also go a
long in addressing a major safety issue.
