Dear Members:
This letter is in regards to the meeting on Tuesday, March 25, 2014, at 6:OOPM on the approval
of the current plan for the Bienville development agreement for the additional forty homes on
the vacant land between LeBlanc and Cajun Street.
As residents of Jackson Square, we request that the City of Meridian stop all further development on
the vacant land until Picard Road, a "private road; is considered a public road as it is being used. This
road between LeBlanc and Cajun needs to be verified, or reconstructed to ACHD standards. In the
original design, it was not intended as a public thoroughfare connecting the two major arterial roadways
in Ada County of Ustick Road, the longest, and Eagle Road, the largest and busiest. It was designed for
the use of this development only.
Jackson Square HOA has had no say in how the road was constructed, and for what use it was designed.
Furthermore, we have had no say in the fact that it is now a connector road for the two major arterial
roadways. Picard Road is no longer a'private' road, but more of a thoroughfare. Because of the private'
designation, we are put into a position of liability for repair and replacement should the road fail. We
are also liable for any accidents on the road. The multiple changes the original designed went through
causes Picard Road to be a critical issue for Jackson Square HOA as it severely impacts the quality of life
for its residents. It is unreasonable and unfair to expect us to maintain this road because of the fact that
Eagle and Ustick Roads are major arterial roads and have medians and other traffic control devices
resulting in the general public using our private' road to travel between them. This 'private' road issue
will only be intensified by the proposed new development, which also has aesthetic and other issues.
It is my recent understanding that there are two HOAs in Bienville Square. The main HOA is controlled
by Idaho Mutual Trust, which includes the commercial, vacant land, and the proposed development.
Jackson Square HOA is asub-associate and is subject to the overall Bienville HOAs.
In discussing these problems with neighbors, I have learned that there are retirees, young families, and
growing families who would not be able to handle the financial liabilities that may be imposed upon
them if this development is not stopped until said issues are solved.
We sincerely appreciate all that you have done and will do on our behalf.
