As a resident of Kentucky Ridge subdivision and a home owner whose house is
situated to cause me to back out of my drive way onto S. Kentucky Way, I must
express my sincere disappointment with the Planning and Zoning commission to
completely ignore all concerns and requests for cooperation with regards to
development of the land to the West of Kentucky Ridge. I am also extremely
disappointed that the ACHD would recommend to "ignore" guidelines of street
size, gutters, safety issues with no sidewalks, curbs, or entry /exit space on S
Kentucky Way and Victory.
What is the purpose of holding a city meeting if NOT to listen to the citizens and
residents that are being impacted by the growth and development. I am all for
development and growth - I understand economics and the impact this has on our
community. But to turn a deaf ear to us and to be treated as second rate ignorant
people who couldn't possibly understand is out of line.
I was also surprised that the developer could present false information regarding
the traffic study released by ACHD and the commission not allow any one from
Kentucky Ridge to respond -would have only added 2 minutes more to the
discussion. Unfortunate at best and undiplomatic.
To say that S Kentucky Way will only be at 47% capacity AFTER the
development of Revolution Ridge was an outright lie. It is currently at 47%
capacity pre-development and one would have to be ignorant to not also take into
consideration that to the immediate south of Kentucky Ridge is set to be another
164 houses built -with traffic flow through Kentucky Ridge on S. Kentucky
Way. The math is obvious that these two developments will more than exceed
traffic capacity on S Kentucky Way.
It amazes me that development takes precedence over safety in our
communities. As it stands right now, I must almost back out into traffic onto S
Kentucky Way each morning I leave for work. There are school children and cars
that I must watch for daily as I pull out. I can only imagine the nightmare of
trying to do this after this planned development is completed.
Although I hope that this letter is received with an open mind and that more
consideration is given to the decision to allow an overuse and burden on the one
street in/out of Kentucky way, I must say I fear it will fall on deaf ears as this
seems to be the mode of operation demonstrated so far by the city counsel and
planning and zoning commission.

Dear Mr. Hoagland,
Thank you for the time your took to share them in email form, as well, I appreciate the
opportunity to respond. While I can't respond specifically to the details of the application you are
referring to because it is active and will be in front of City Council soon. I can write about
process.
The Planning and Zoning Commission is a volunteer citizen commission that will look at an
application on the technical aspects of the application and how it relates to the city's
comprehensive plan and unified development ordinances. It is a technical review. I am surprised
to hear they appeared to ignore our citizens and did not treat you with respect. They are typically
very mindful of residents remarks. Public testimony is one of several factors they consider in
developing their recommendation. Theirs is a recommendation to the City Council. The City
Council is the decision maker and they have yet to hear this application.
It is also important to note that the City is not the road authority and receives our information
from ACHD. If you have questions relating to traffic studies or numbers I would encourage you
to contact them prior to the City Council hearing.
I hope this helps. I will submit this letter for the public record and it will be included in the City
Council packet along with the application materials and the public hearing minutes from the
Planning and Zoning meeting.
