The site is located at 123 S. Baltic Avenue. DECISION The applicant's request for Certificate of Zoning Compliance and Design Review is approved with the conditions listed in this report. General Conditions of Approval 100 Watt and 250 Watt, high-pressure sodium street lights shall be required on all public roadways per the City of Meridian Improvement Standards for Stlect Lighting. All street Lights shall be installed at developer's expense. Final design shall be submitted as part of the development plan set for approval. Applicant shall also include the location of any existing street lights in the development plan set. Street lighting is required at intersections, corners, cui-de-sacs, and at a spacing that does not exceed that outlined in the Standards. The contractor's work and materials shall conform to the 1SPWC and the City of Meridian Supplemental Specifications to the ISPWC. Site Conditions of Approval 1. The applicant shall construct all proposed fencing and/or any fencing required by the UDC, consistent with the standards as set forth in UDC 11-3A-7 and 11-3A-dB. Process Conditions of Approval 1. No signs arc approved with this application. Prior to installing any signs on the property, the applicant shall submit a sign permit application consistent with the standards in IJDC Chapter 3 Article D and receive approval for such signs. The site plan attached as Exhibit B, prepared by Cole Architects, dated February 12, 2014, labeled A100, is approved on February 13, 2014 by the City of Meridian PIanning Division with the following redline change: A. The chain-link gate and fence adjacent to E. Kalispell Street shall be a minimum of 6 feet in height and constructed of solid material to screen the outdoor storage yard in accord with ITDC it-3A-14I~. The site plan must be revised ~-vith the plan submittal to the Building Division. 4. The landscape plan attached as Exhibit C, prepared by South Architecture, dated February 7, 2014, labeled L1.0 is approved on February 13, 2014 by the City of Meridian Planning Division with the following redline change: A. Revise the landscape plan in accord with condition 3A. above. 5. The elevations attached as Exhibit D, prepared by Cale Architects, dated January 22, 2014, labeled A300, are approved on February 13, 2014 by the City of Meridian Planning Division with no changes. 6. Upon installation of the landscaping and prior to inspection by Planning Division staff, the applicant shall provide a written certificate of completion as set forth in UDC 11-3B- 14A. 7. The approved site plan, landscape plan and/or elevations may not be altered without prior written appraval of the City of 1Vleridian :Planning Division. 8. T'he applicant shall pay any applicable impact fees prior to the issuance of a building permit. 9. If any changes must be made to the site plan to accommodate ACRD requirements, the applican shall submit a new site plan to the City of Meridian Planning Division for approval prior to issuance of the building permit. 10. The applicant shall complete all required improvements prior to issuance of a Certificate of Occupancy. It is unlawful to use or occupy any building or structure until the Building Official has issued a Certificate of Occupancy. 11. If the subject property is part of a final plat that has not yet recorded, the applicant shall be responsible for all plat improvements prior to release of Certificate of Occupancy for the structure within such plat. Ongoing Conditions of Approval 1. The applicant and/or• assigns shall have the continuing obligation to provide irrigation that meets the standards as set forth in UDC 11-3B-6 and to install and maintain all landscaping as set forth in tJDC 11-3B-5, UDC 11-3B-13 and UDC 11-3B-14. 2. 'The applicant shall comply with the outdoor storage as an accessary use standards as set forth in UDC 11-3A-14. 3. "I'he project is subject to all current City of Meridian ordinances and previous conditions of approval associated with this site {CPAM-13-001, R7-13-007, PP-13-015, FP-13-048 and DA #11312675& and ll 3126757). 4. The issuance of this C7C does not release the applicant from any previous requirements of the other permits issued for the site. 5. The applicant has a continuing obligation to comply with the outdoor lighting provisions as set forth in UDC 11-3A-11. 7. The applicant and/or property owner shall have an ongoing obligation to maintain all landscaping and constructed features within the clear vision triangle consistent with the standards in UDC 11-3A-3. $. The applicant and/or assigns shall have the continuing obligation to meet the specific use standards for the proposed use as set forth in UDC 11-4-3. CI1"Y' COUI0ICIL REVIEW The applicant or a party of record may request City Council review of a decision of the Director. A11 requests for review shall be filed in writing with the Planning Division on or before February 28, 2014, within fifteen (15} days after the written decision is issued, and contain the information listed in UDC 11-SA-bB. If City Council review of the decision is not requested, the action of the Director represents a final decision on a land use application. You have the right to request a regulatory taking analysis under Idaho Code 67-8003. EXYII2ATION Certificates of Zoning Compliance issued in conjunction with a proposed use shall expire if the tine has not commenced within one year of the date of issuance of the Ceztificate of Zoning Compliance. Certificates of Zoning Compliance issued in conjunction with construction or alteration of a structure shall expire if the construction or alteration has not commenced within one year of the date of issuance of the Certificate of Zoning Compliance. in accord with the above provisions, the subject Certificate of Zoning Compliance is valid until February 13, 201.5. Baltic Avenue in Meridian, Idaho. The proposed project consists of a new 17,000 square foot building and is located on approximately a 4,9 acre site. The building wit) be a one story pre-engineered metal storage facility of approximately 10,000 square feet and a 2-story administrative building of approximately 7,000 square feet. The administrative and warehouse facilities are tied together into a single building complex. The warehouse portion of the building will be sided with pre-painted metal siding in a medium warm gray color. The fascia and doors will be painted in a blue to match the HD 1=owler corporate color. The roof of the warehouse will be a low sloped metal roof of material and color to match the siding. The administrative building portion will be constructed of concrete masonry units with a honed face at the lower level and a stucco exterior finish at the upper level. The concrete masonry units will be a medium gray color and the stucco will be a light gray tone. The roof of the administrative building will be a low sloped roof with a single ply membrane with parapets at the perimeter to screen roof top mechanical units. The project will be accessed through the Baltic Avenue Street. The project will provide for 13 parking stalls with one of the provided stalls designed for handicap accessible accessibility. Per City of Meridian requirements 10 staNs are required. The warehouse portion of the building will be used to stare pipe and accessory products. The administration portion of the building will provide restrooms, administrative offices, sales area, retail area, training room and a break room. Decorative steel shade devise and structures are designed and wilt adorn the administrative building on the North and East facades. We strongly feel that the new HD Fowler building will enhance the industrial area that it is located in, and provide the City of Meridian with a strong business partner. The 2-story administrative portion of the complex will consist of honed faced CMU black with white stucco above. Large windows and an entry door will help delineate the facade. The primary entrance will be located on the administrative side of the building. The entrance will incorporate large windows and a decretive canopy that will partially wrap the side of the building. The canopy was designed to welcome customers and to act as a way finding guide that clearly marks the main entrance. Roof lines for the building vary some. The metal storage facility's roof line sits at 32'4" while the administrative portion is at 27'4". Variations in the buildings pattern will be highlighted by the use of material and large windows. Honed CMU block will create both color and textural pattern variations. The white stucco above the CMU will include detailed reveals that help frame windows on the building. Mechanical equipment will be placed on the roof of the office structure and will be out of site from ground view. Materials used for the project include honed faced CMU block with white stucco above. A parking lot will be provided on site and will include a total of 13 stalls. The City of Meridian requires only 10 stalls. Pedestrian walkways are accomplished with a continuous sidewalk that leads customers to the building entrance.
