Bill,
The request to change the allowed setbacks to 3 feet from 5 feet could be allowed by the 2009 IRC. The table R302.1
allows for walls less than 5 feet from property line to be constructed as I hour fire walls. It will allow projections from 2
feet to 5 feet to be protected on the underside. It allows for openings in the wallas long as it wouldn't exceed 25% of
the wall area.
As long as builders follow the code requirements it would be allowed by the 2009 IRC for The City to reduce side yard
setbacks to 3 feet.
