The applicant shall construct all proposed fencing and/or any fencing required by the UDC, consistent with the standards as set forth in jJDC l l -3A-7 and 11-3A-6B. General Conditions of Approval 100 Watt and 250 Watt, .high-pressure sodium street lights shall be required on all public roadways per the City of Meridian Zmprovemezzt Standards for Street Lighting. All street lights shall be installed at developer's expense. Final design shall be submitted as part of the development plan set for approval. Applicant shall also include the location of any existing street lights in the de~Telopment plan set. Street lighting is required at intersections, comers, cul-de-sacs, and of a spacing that does not exceed. that outlined in the Standards. The contractor's work and materials shall conform to the ISPWC and the City of Meridian Supplemental Specifications to the ISPWC. Process Conditions of Approval 1. Upon installation of the landscaping and prior to inspection by Planning Division staff, the applicant shall provide a unitten certificate of completion as set foz•th in UDC 11-3B- 14A. 4. The origins( mixed use development was submitted by CenterCal Properties, LLC and approved under CZZ-11-021. This project consists of an 51,500 SF (2) story office building that will house financial lending services and bank services with 3 drive-thru lanes. This use should be in [ine with the zoning otthe property and no deviation or variances are being requested. The parking requirement is based on a 1:500 ratio (office). This project would require 23 stalls based on that ratio. (20) full size stalls are being constructed wifih this improvement including (4) handicap stalls, for a total of (88) stalls when combined with the existing parking constructed under the original development of the property. This is a free- standing (2) story building to constructed on the NE corner of Eagle Rd and Fairview Ave. This project requires compliance with the City of Meridian Urban/Suburban Design Guidelines. Access: We believe the attached project works to create a cohesive connection to the Village architecture through use of similar materials and scale, while establishing an identity for Mountain West Banl< that can be easily recognized by passersby. Wayfinding elements for the village have already been approved and developed as well as access points to the site from both Eagle Rd. and Fairview Ave. These access points are limited, encouraging internal circulation in line with the objective of these guidelines. Character: Materials for this project are identified on the enclosed elevations. They include the use of stucco, porcelain tile, anodized aluminum and glass. The primary building entrance is from the East allowing for access to parking via a small plaza. The building is 2 stories, but a central element extends to 38'-0" to provide the necessary height and impact required for such a major vehicular intersection. In addition, a 6'-0" landscape wall along Eagle extends to ground the project visually to the street, provide screening of the cars in the drive-thru and works to balance the proportion of the building as it's perceived by vehicles. A variation of sloped and flat roof lines provides screening for mechanical equipment as well as a dynamic arrangement of planes. Variation of materials and large windows create a distinctive facade that still integrates human scale elements.
