The site is located at 178 E. Overland Road. DECISION The applicant's request for CZC and DES is approved with the conditions listed in this report. Note: This is not a building permit. Please contact Building Services at (208) 887-22II to verify submittal requirements. You must complete this process before you commence the use or construction. As part of the application submittal, you will need to provide one set of the final, stamped "approved" Planning Division plans, stamped and signed by the architect and/or civil engineer as applicable. You must provide these plans in PDFformat and hardcopy as specified in the Building Services "Plan Intake Checklist" and include them with your building submittal seL Please contact Building Services for additional details about building permits and inspections. Site Specific Conditions of Approval 1. The subject property abuts W. Overland Road which is designated a mobility arterial. Per ACHD's master street map (MSP), future right-of-way (ROW) width needed for preservation is 124 feet. If ACHD requires the dedication of additionally ROW per the MSP, the applicant shall submit revised plans (site and landscape) to the City of Meridian Planning Division for approval prior to commencing with site development. 2. All ground level mechanical equipment shall be screened to the height of the unit as viewed from the property line and/or all rooftop mechanical equipment shall be screened as viewed from the farthest edge of the adjoining right of way in accord with UDC 11-3A-19A.1e. 3. The site/landscape plan prepared by Straightline Architects, dated 01/16/14, labeled A1.0, is approved on January 24, 2014 by the City of Meridian Planning Division with the following comments: a. Upon installation of the landscaping and prior to inspection by the Planning Division staff, the applicant shall provide a written certificate of completion as set forth in UDC 11-311-14A. 4. The building elevations prepared by Straightline Architects, dated 01/16/14, labeled Sheet ASA, and A5.2 are approved on January 24, 2014 by the City of Meridian Planning Division with no changes. The site/landscape plan and building elevations shall not be altered without prior written approval from the City of Meridian Planning Division. 6. The applicant shall complete all required improvements prior to issuance of a Certificate of Occupancy. It is unlawful to use or occupy any building or structure until the Building Official has issued a Certificate of Occupancy. 7. The applicant shall pay any applicable impact fees prior to the issuance of a building permit. 8. If any changes must be made to the site plan to accommodate ACRD requirements, the applicant shall submit a new site plan to the City of Meridian Planning Division for approval prior to issuance of the building permit. 9. No signs are approved with this application. Prior to installing any signs on the property, the applicant shall submit a sign permit application consistent with the standards in UDC Chapter 3 Article D and receive approval for such signs. 10. The applicant shall complete all improvements related to public life, safety, and health as set forth in UDC 11-5C-313. A surety agreement may be accepted for other improvements in accord with UDC 11-5C-3 C. Ongoing Conditions of Approval 1. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets the standards as set forth in UDC 11-3B-6 and to install and maintain all landscaping as set forth in UDC 11-313-5, UDC 11-3B-13 and UDC 11-3B-14. 2. The project is subject to all current City of Meridian ordinances and any applicable conditions of approval associated with this site. 3. The issuance of this CZC does not release the applicant from any previous requirements of the other permits issued for the site (CZC-13-103, CZC-13-126, AZ -06-037, PP -06-035, FP -07-007, MDA -13-004 and Development Agreement Instrument No. 113122972). 4. The applicant and/or property owner shall have an ongoing obligation to prune all trees to a minimum height of six feet above the ground or sidewalk surface to afford greater visibility of the area. 5. The applicant shall comply with the outdoor lighting provisions asset forth in UDC 11-3A-1 1. 6. The applicant and/or property owner shall have an ongoing obligation to maintain all landscaping and constructed features within the clear vision triangle consistent with the standards in UDC 1I - 3A -3B. 7. The applicant and/or assigns shall have the continuing obligation to meet the specific use standards for the approved vehicle washing facility set forth in UDC 11-4-3-39. 8. If the use is unattended, the applicant shall comply with the self-service uses standards in accord with UDC 11-3A-16. CITY COUNCIL REVIEW The applicant or a party of record may request City Council review of a decision of the Director. All requests for review shall be filed in writing with the Planning Division on or before February 10, 2014, within fifteen (15) days after the written decision is issued and contain the information listed in UDC 11- 5A -6B. Conditions Document 2 Kendall Auto Group Vehicle Washing Facility CZC & DES If City Council review of the decision is not requested, the action of the Director represents a final decision on a land use application. You have the right to request a regulatory taking analysis under Idaho Code 67-8003. EXPIRATION Certificates of Zoning Compliance issued in conjunction with a proposed use shall expire if said use has not commenced within one year of the date of issuance of the Certificate of Zoning Compliance. Certificates of Zoning Compliance issued in conjunction with construction or alteration of a structure or site shall expire if said construction or alteration has not commenced within one year of the date of issuance of the Certificate of Zoning Compliance. The administrative design review shall be exercised with the approval period of the underlying permit (CZC) or the approval shall expire. CERTIFICATE OF ZONING (CZC) COMPLIANCE & DESIGN NARRATIVE: PREFACE: Kendall Auto group is currently constructing a New Sales Facility on the property which is located immediately North of the proposed Automatic car wash. It is the intent of Kendall automotive group to utilize the car wash as a revenue stream by having it open to the public. In addition the car wash will be used on premises for readying new and used cars. DESIGN REVIEW NARRATIVE: This Automatic Car Wash Facility will not only conform to the Architectural Character. Color & Material intent of the City of Meridian Design Manual, but will also complement the New Sales facility located directly north. Some design considerations that were taken into account prior to and during design are as follows: - The building sits low on the site when compared to the elevation of Overland Road. The finish floor when compared to the overland road surface elevation has a delta of almost 3.5'. It was of obtrusive mechanical units for fear of them becoming a focal point. The building has public roads an all four sides making conformance to the design manual challenging. It is understood that this facility, due to its location, has a high level of public awareness. This being understood it's important to deliver a meticulously designed facility. - The Building is owned by the same group as Kendall Ford of Meridian and the new Sales facility to the north, and thus certain design similarities between the two buildings are desired. It is anticipated that all three buildings will encompass a 'campus' feel, and therefore designing using like materials, elements, and architectural forms is very pertinent to its success. Automobiles are the focus of this facility, and thus a certain pallet of materials is appropriate. Good architecture needs to say on the outside what is occurring on the inside. Architectural automotive vernacular should be imposed. Architecture with regulating lines both horizontally and vertically shows movement, just as we move. Careful placement of all building components plays on the need to be technical in design and function very much like our automobiles. This visual linkage is important to the success of the buildings function. This approach is an attempt to give the building some scale so as to balance with the New sales Facility to the north and to complement the existing Kendall Ford building immediately east. The main building fayade of the wash tunnel consists of a Split face and smooth face masonry wall which consists of the same configuration, color, and texture of the New Sales facility. Horizontal regulating lines are accentuated by way of the subtle continuation of the horizontal window members by shifting the masonry to half height at each intersection. This strategy continues around all faces of the building with exception to the corner tower. The tower is clad in horizontally oriented metal panels which have a shadow lined joint edge. This edge creates a series of forms horizontally whilst separating the fagade into more visually exciting horizontal segments. The metal panels act as a mechanism in which all other exterior building materials align. Paying homage to a technological approach and the automobile, the window mullions align perfectly with the panels further segmenting their shape. The automobile entrance overhangs create building surface undulation as well as function to provide automotive shade, create human scale, and to mark the entry of the wash facility. To define the entrance further, the wash porte- cochere extends to the west making the approach more inviting while delineating the point of entrance. Such elements should always serve to function and should not be added to simply create interest. Southern exposure is controlled by a roof overhang. Care was taken to examine the sun angles and height to depth proportion to ensure it functions correctly. Mechanical equipment is hidden in a mechanical well adjacent to the corner tower, hidden from view. Pedestrian Interconnectivity to this site has been accomplished in a previous phase. Due to the nature of this project and that fact that all public use is done via drive -up, the in place systems are adequate and serve their purpose. The automotive queue and vacuums are separated by a 7' planter island which helps soften the edge of the line as well as provides an opportunity to address grade differences. The site required parking area shared with the new facility and is shown on the provided site plan.
