Broadway Avenue Meridian, Tdaho 83642 Summary Background Information: We were contacted in August of 2013 regarding the new Primary Health Facility to be constructed atthe 5W corner of E. Overland Rd. & 5. Wells Ave. At that time, Primary Health requested an E. Overland Rd. address, as opposed to the assigned S. Wells Ave. address. The Overland Rd. address request was denied far two reasons; the structure will not face Overland Rd,, nor will it receive its main access from Overland Rd. In December of 2013, we received their request to appeal this decision (Exhibit 1). Addi#ional Information: The address for Lot 4/Black l in Gramercy Subdivision #1 was assigned. in 2007 when the plat was recorded. While it's been common practice to assign two temporary addresses to residential and commercial corner lots until it's determined which way the structure will face (and where it will take its access from), this lot was assigned only One address due to'its access issue. Lot 4/Block 1 has a cross,access agreement fora "right-in only" Overland Rd. access which is located two lots to the west of the new structure. While vehicles traveling eastbound on Overland will have no problem gaining :access at this "right-in only" point, all vehicles traveling westbound will be prevented from doing so due to the right-only curb cut. The alternatives will be to drive beyond the curly cut in order to exit at the next street (S. Celebration Ave.), making a U'Turn and coming back eastbound on Overland, or exiting at 5. Celebration, turning ;east on Gala and accessing the Primary health facility through the parking area (Exhibit 2). By contrast, the South Wells access can accommodate vehicles coming from each direction (Exhibit 3). .It's important to Hate thattwo existing businesses located .across S. Wells to the east of Primary Health (The Gramercy 8uildingand Bank of the West), also have S. Wells addresses for the same access reasons (Exhibit 4i. Siammary Recommendation: In an effort to avoid potential response delaysfor emergency personnel, alleviate confusion for the general public; and in order to provide addressing consistency with current standard :addressing guidelines (that the structure face or receivats main .access off the street from which it's addressed), addressing staffand the Meridian Fire & PDlice Departments recommend that this;lot remain addressed as 1623 S. SM Medical Group December 9, 2013 To Whom it May Concern: Primary Health Medical Group is building an Urgent Care and Family Medicine clinic on Overland Road in the Gramercy Subdivision in Meridian_ Currently, the city address is 163 South Wells Avenue, Meridian.. We would like to appeal that address and establish an Overland Road address. Approximately 12.,000 patients per year will seek walk-in urgent care at fihis location. Many of these patients have serious injuries or illnesses but will seek out Urgent Care in lieu of the mare appropriate hospital emergency department. At least 2-3 times per day, the severity of a patient's illness or injury requires immediate attention. In addition, ambulance transport to a hospital is required approximately once per day. A delay in care or triage of just a few seconds or minutes could truly mean the difference between life and death. Due to the nature of our business the address of this clinic needs to be highly recognizable to the public. PHMG is strongly requesting that you grant the request for this location to have an Overland address. Doing so will help to safeguard the well-being of many patients. To: Mayor and City Council From: Perry Palmer, Deputy Ghief/Prevention Subject: Primary Health Address Appeal I wanted to share some of my concerns and some thoughts an the request from Primary Health to change their address from what has already been assigned to them. I do in fact appreciate that Primary Health has determined that there is a need for an urgent care facility in Meridian and an the south side of the freeway. The location they chose :from the very beginning was going to be a designated a Wells Street address:. This is due to our street namingand addressing standards that have been put in place so that there is a standard, predictable and logical basisfor the addressing. of all occupancies within the City of Meridian. Sa occupancies ai-e addressed based on where they take access or the street the building faces. In this case the occupancy takes direct access from Wells. t;arly on in the explosion of building, back in 2004, 05, 06 era, there were several addressesthat were assigned that still today cause confusion not only for emergency responders but for anyone who has deliveries'to make. Because of that we now have a system in place to make finding an address as simple and as fast as,possible and have been very consistent with how that standard isapplied. There have been others that have come before that wanted to have'their business addressed off a more prominent. street that were. denied. They had equally well intentioned motives. and a basis to have their address changed to the more prominent street name and should we notgo back and accommodate those requests if this request is granted? Here area few observations from the letter submitted by Primary Health. Let's say that Primary Health was given an address of 2479 E. Overland. Most people. who would call would be asking, "where are you close to"?Answer: S. Wells and E. Overland.. People will be looking for a direct entrance into the facility off of Overland which does not exist, or if west bound, they will make a .left turn into a "right. in only" that is to the vvest and acrossthe traffic. The other option is to go down to Millennium to Gala and back to Wells causing a significant delay. Primary Health indicates that theywill haven-3 times a day where patients will require immediate attention. 1 have no doubt that Primary Health will see numerous times a day a very sick or injured individual I believe that addressing any building, especially one that provides critical services (like Primary Health) should be done in a way that limits confusion for the public and the responding Public Safety Agencies. Addressing from a streetthat does not provide direct access only creates confusion and delay. It is buildings like. Primary Health and all of the current and future occupancies that will or are located. on S. Wells Street that will make S. Wells as prominent a street in the future as Overland is currently. Overton Re: Addressing appeal by PHMG Wells /Overland Road In reviewing the initial .application, current location, and. PHMG appeal letter request for addressing, the Police Department takes the following position. We believe that the current standard street addressing guidelines should. be upheld and that the;addressng should be off of S. Wells to remain consistent with all businesses coming into our city and allowing for the safest and quickest response by alI first responders to that lacatian. With that said, `it has been brought up that the applicant has outlined a public safety concern in their letter which has some merit. While the location is clearly visible froze Overland Road, the roadway dynamics, with a right in only off of Overland Road, make it impossible for someone driving westbound to turn in off of Overland without going further down the street, and access :into their main drive is still on S. Wells. Tn today's society up GPS devices used more and more often for locations, this appeal would be a moot point. But,';f any exception is made for this business, it should be based solely on the type of business and listed as a public safety exception to the standards so as to not set any type of precedent that can be used by others applicants who do. not .like the :address they are given based upon sound and consistent addressing standards in :our city.
