6A) Letter from Brighton Regarding Bainbridge Sub No. 2 FPe~ BRIGHTON CORPORATION January 2, 2014 Mayor Tammy DeWeerd and Meridian City Council Meridian City Hall Subject: Bainbridge Subdivision Dear Mayor and Council, Bainbridge Subdivision No. 2 was conditionally approved by the Council on December 17th with the following modified condition: 11. _ _ The proposed ' development will not have adequate fire flow when attached as proposed to the current water distribution system. 0 site improvements must be made by the developer or others to provide fire flow. No buildingpermits shall be issued until the Cit~n ig'neer determines through modelin~or field tests that adequate , ire flow is available for the entire development. That followed discussion of Public Works' proposed 30 [24]-lot limitation of development on a single water source. The issue was first encountered when the Council considered and approved the 43-lot first phase of Bainbridge on September 3, 2013. That approval-with the 24-lot limit-was subject to: 1) Staff providing "the DEQ requirements and city policy and all pertinent information... and that staff still meet with Brighton...to see if there are other alternatives that would allow full development of phase one.... " (Attachment 1-Councilman Hoaglun, Meridian City Council September 3, 2013 minutes, p.16 of 23) 2) Because the matter was a "continuing subject, "the applicant would not be charged an "additional fee... if we are going to discussion f sic] that further. The cornrnission went ahead and asked questions and felt comfortable with what was presented and voted to recommend to you that the rate structure proposed for ~Y-~D~~ be approved and because of the detailed nature of #hat I'd like to go ahead and call forward Rodney Remling of Republic Services to go ahead and discuss the details of that presentation.
