DESCRIPTION OF APPLICANT'S REQUEST
The applicant, Jeremy Putman, requests Certificate of Zoning Compliance (CZC) and Design
Review (DES) approval of a exterior wall repair and renovation to seal wall against weather and
update facade to a more contemporary design to an existing building on .08 acres of land in the
O -T zoning district.
The site is located at 725 NE 2nd Street.
DECISION
The applicant's request for Certificate of Zoning Compliance and Design Review is approved
with the conditions listed in this report.
Note: This is nota building permit Please contact Building Services at (208) 887-2211 to
verify if you need a building permit and/or inspection. If you do need a building permit, you
must complete thatprocess before you commence the use or construction. Please contact
Building Services for additional details about building permits and inspections.
Process Conditions of Approval
1. No signs are approved with this application. Prior to installing any signs on the property,
the applicant shall submit a sign permit application consistent with the standards in
UDC Chapter 3 Article D and receive approval for such signs.
2. The applicant shall complete all improvements related to public life, safety, and health
as set forth in UDC 11 -5C -3B. A surety agreement may be accepted for other
improvements in accord with UDC 11 -5C -3C.
3. The approved elevations may not be altered without prior written approval of the City of
Meridian Planning Division.
4. The elevations prepared by neUdesign Architecture on August 1, 2013, labeled A-201,
A-211, and A-212, are approved (stamped "approved" on December 31, 2013 by the
City of Meridian Planning Division) with no changes.
5. The applicant shall pay any applicable impact fees prior to the issuance of a building
permit.
6. If any changes must be made to the site plan to accommodate ACRD requirements, the
applicant shall submit a new site plan to the City of Meridian Planning Division for
approval prior to issuance of the building permit.

7. The applicant shall complete all required improvements prior to issuance of a Certificate
of Occupancy. It is unlawful to use or occupy any building or structure until the
Building Official has issued a Certificate of Occupancy.
Ongoing Conditions of Approval
1. The applicant and/or assigns shall have the continuing obligation to provide irrigation
that meets the standards as set forth in UDC 11-313-6 and to install and maintain all
landscaping as set forth in UDC 11-313-5, UDC 11-313-13 and UDC 11-313-14.
2. The applicant shall comply with the outdoor storage as an accessory use standards as set
forth in UDC 11-3A-14.
3. The project is subject to all current City of Meridian ordinances and previous conditions
of approval associated with this site.
4. The issuance of this CZC does not release the applicant from any previous requirements
of the other permits issued for the site.
5. The applicant and/or property owner shall have an ongoing obligation to prune all trees
to a minimum height of six feet above the ground or sidewalk surface to afford greater
visibility of the area.
6. The applicant has a continuing obligation to comply with the outdoor lighting provisions
asset forth in UDC 11-3A-11.
7. The applicant and/or property owner shall have an ongoing obligation to maintain all
landscaping and constructed features within the clear vision triangle consistent with the
standards in UDC 11-3A-3.
CITY COUNCIL REVIEW
The applicant or a party of record may request City Council review of a decision of the
Director. All requests for review shall be filed in writing with the Planning Division on or
before January 15, 2014, within fifteen (15) days after the written decision is issued, and
contain the information listed in UDC 11 -5A -6B.
If City Council review of the decision is not requested, the action of the Director represents a
final decision on a land use application. You have the right to request a regulatory taking
analysis under Idaho Code 67-8003.

Certificates of Zoning Compliance issued in conjunction with a proposed use shall expire if the
use has not commenced within one year of the date of issuance of the Certificate of Zoning
Compliance.
Certificates of Zoning Compliance issued in conjunction with construction or alteration of a
structure shall expire if the construction or alteration has not commenced within one year of the
date of issuance of the Certificate of Zoning Compliance.
In accord with the above provisions, the subject Certificate of Zoning Compliance is valid until
December 31, 2014.

This project is for an existing building on NE 2nd St adjacent to the alley. The existing building is
comprised of two main forms. The first is a larger tall space used previously for retail storage and
warehouse. The second is a smaller form that was a later addition used as an office and reception area.
This project will repair some exterior wear and tear as well as update the street facade to be more
contemporary and reflect the current design guidelines. It is our intent to have some features that break
up the monotony of the existing stucco facade, while still ensuring the building's character mesh with the
surrounding buildings.
The building shares a zero lot line on two sides with adjacent buildings (north and west). The south side
faces the alley. The east (or street facing) side will receive the most attention in this project. With the
use of stucco reveals, wall facade material changes, multiple fenestration assemblies, sunscreen
awnings, etc., we feel the beauty of the building is well within the guidelines as requested in the Meridian
Design Manual. However, we will address each item below as it might relate to this building:
1. Architectural Character:
a. East Facade -there are many enhancements and changes in texture and plane with
recessed windows, stucco reveals and the like. We have added sunshades to add
shadow and depth.
b. Primary Public Entrances - allowing the pronounced portion of the building to be the main
entrances creates visual understanding as soon as one looks at the building as to where
the entrances can be found at each end of the building. It enhances importance in the
use of asymmetry.
c. Roof Lines - the two major forms of the building accomplishes, in an aesthetic way,
variation that allows the buildings to show different forms as one travels by. This also
creates multiple roof changes in plane.
d. Pattern Variations - the differences in wall materials, creates many pattern variations and
combinations.
e. Fenestration - natural light and options for interior tenant improvement layouts is
important to us, thus we have replaced the metal single pane windows with thermally
broken aluminum insulated glazing. In addition we are adding four clerestory windows
along the south side to bring light further in the building.

2. Color and Materials - matching the similar color qualities of the existing building and adjacent
buildings, thus creating a cohesive appearance throughout the site, has been important in
considering the overall character of the project, as you can see from the renderings provided
(color samples). The well composed mixture of stucco to metal accent panel, with the aluminum
window and door frames creates an overall highly attractive building with variations in textures,
colors and materials - similar (and even improved) to other attractive buildings in the Meridian
area.
3. Site Plan and Building Layout:
a. Building Location - an existing building with zero lot lines on all four sides.
b. Parking areas - There are no parking areas on the property but will utilize the street
parking available.
c. Access - The east facade along NE 2nd St. will be the main access point directly from the
existing sidewalk.
d. Street Layout and Internal Circulation - existing conditions.
e. Pedestrian Walkways and Facilities - concrete sidewalks are existing along NE 2nd St.
Cohesive Design -
This building is similar in finishes, style and scale to adjacent buildings within the neighborhood.
Connectivity is present through unified use of existing drives and walkways throughout the area. Our
project relates well to the overall character and intent, while still allowing for some noticeable differences
between each building form. It is our goal to make this one of the premier places for businesses to
relocate, as our great city continues to expand in all directions.
