Public Testimony~~ m~~~t~ ~' ~ vv~ rvl~"5 December 9, 2013 Meridian Planning and Zoning Commission 33 East Broadway Ave. Meridian, ID 83642 Dear Planning and Zoning Commissioners, This letter is in reference to RZ13-014 and PP13-035. The undersigned resident owners of Cherrywood Subdivision urge denial of Summer Woods LLC's application for rezone from R-4 to R-15 AND request you reject the preliminary plat as presented. Our reasons for rejecting the applications are as follows: R-15 zoning is too dense for the area, will create other issues identified below, and simply does not fit the surrounding neighborhoods which are zoned R-4 and R-8. The closest R-15 zone is adjacent to Pine Avenue and Ten Mile -over one mile driving distance from the proposed subdivision. Should you agree to the rezone, and Summer Woods LLC fails to develop the property, another developer could place apartments there. This would negatively impact our property values. ACHD has stated in the project application that the narrowness of the planned street in the preliminary plat will require No Parking signs. The size of the planned homes will ensure family occupancy. Most homes will have two and could easily have three vehicles per home (up to 45 vehicles in a small area). Human nature being what it is, the first car will park in the garage, the second car will park in the driveway, and the third car will park in the street. Regardless of the ACHD signage, people will park on both sides of the street. Street parking will hinder ingress and egress of emergency vehicles and diminishes the visual appeal of their neighborhood and ours. We also object to the preliminary plat design showing three lots facing Summertree Ave. These homes will face the Cherrywood Subdivision common area or "Village Square". These planned homes will appear to belong to Cherrywood Subdivision, and not to Summertree Subdivision. Families will play in our common area without paying for its maintenance or the liability insurance we have to carry. We request you include in the development agreement that all planned Summertree Subdivision lots face internal to their subdivision. The R-8 zoning and narrowness of streets in Cherrywood Subdivision already creates parking issues. R-15 zoning across the street from us will only compound the problem. Revenue for the developer and the city through property taxes should not override the concerns and experience of current residents.
