The project is located at the northeast corner of Fairview Avenue and Hickory Road, approximately '/a miles west of Eagle Road. Site Conditions and Forecasts The 2035 Planning Functional Classification Map indicates Fairview Avenue and Eagle Road as principal arterials. Hickory Way is a collector at this location. Figure 1 shows the 2035 planning functional classification of existing and proposed roadways in the vicinity of the site and an explanation is available on the COMPASS website at http://www.compassidaho.org/prodserv/func-maps.htm. A STAR project will add one-lane on SH-55 (Eagle Road) northbound from Franklin Road to Fairview Avenue and add one-lane southbound from River Valley Street to Franklin Road (#KN 13349) and is funded by CenterCal and refunded with sales tax receipts. A companion project will add one-lane on the southbound side of SH-55 (Eagle Road) from I-84 to Franklin and is financed by the Idaho Transportation Department (#KN 13473). The overall project makes the entire section of Eagle Road from River Valley to I-84 three through lanes in each direction. Please note that the FY2014-2018 TIP has been approved by the COMPASS Board, but is not active until after Federal Highway Administration and Federal Transit Administration approval. The site does not have access from an arterial street and the site plan provides a stub street to the neighboring undeveloped parcel. Mobility Management The proposed development calls for almost 8 residential units per acre, which is considered transit supportive density. The proposal also calls for mixed-use development, which can potentially reduce the need for automobile travel by concentrating essential services near residential areas. The location is not within '/a mile of existing transit stops or transit routes. The closest bus stop is approximately 1.6 miles southeast at St. Luke's Regional Medical Center near Eagle Road, which is an intercity stop for Route 42. The closest existing park and ride facility is at the same location. The St. Luke's Park and Ride is utilized by carpoolers, and serves several Commuteride vanpools as well. Valley Regional Transit has developed a transit plan titled valleyconnect, which establishes a vision for future transit system needs based on short-term growth projections, regional and local land uses, and roadway plans. This plan will help guide future transit investments. The proposed development is adjacent to a planned secondary service route along Fairview Avenue that would provide 30 to b0 minute services all day with frequent stops. Additionally, the proposed development is in proximity to a planned primary service route and express service route along Eagle Road. This primary service route would serve up to 15 minute frequencies and provider service connections from the City of Eagle to the Eagle Road/I-84 Interchange. The express route would provide the same connections with up to 30 minute peak hour services and limited stops. The proposed development is in the Meridian School District boundary, and is within the River Valley Elementary enrollment area. The proposed development is approximately 3/a miles from River Valley Elementary school. The proposed development is approximately one mile from Julius M. Kleiner Memorial Park.
