David,
First, I apologize for taking so long to respond to your email. I have discussed this matter with Public Works staff,
management and the City Council.
First, to clarify your statements below regarding pressure and capacity for the proposed 93 lot Bainbridge Phase 2, there
would be sufficient fire flow {according to our modeling) to provide service after the installation of a PRV in McMillan
AND the installation of water main from that PRV to Black Cat Road. All 3 pieces are needed to provide fire flow to
Phase 2 and each is in various stages of design or construction presently. Time frame for having all in place is unknown.
According to our modeling, development beyond Phase 2 would require additional connections to achieve fire flows.
As you know, Public Works did not base our policy of allowing only 24 connections on a single feed on fire flows, but on
managing risk of loss of service to customers and risk of water quality issues. Despite the fact that fire flows are
adequate to serve the entire Phase 1, we still believe it is prudent and in the best interest of our current and future
customers to require redundant water supply lines after a certain threshold.
The Meridian Fire Department will adopt the 2012 International Fire Code in January which limits residential
developments to 30 lotsbefore requiring a second access road. We believe that aligning our redundant water supply
requirement with this threshold will provide consistency for developers and still serve our risk management needs. For
Bainbridge Phase 1, this number coincides with the original preliminary plat limitation of 30 lots.
The standard moving forward will be to limit residential developments to 30 lots before requiring a secondary
connection to the distribution system.

Bruce and Kyle,
Thank you for meeting with us last week to review the conclusions of recent water system modeling for
Bainbridge Subdivision. As I understand the results of that effort:
There will be sufficient pressure and fire-flow capacity in the Black Cat water main to adequately serve
the 43 lots in Bainbridge Subdivision No. 1.
Meridian City is designing and intends to construct a PRV connection in McMillan Road. With that in
place, there will be sufficient pressure and capacity for the 93-lot Bainbridge Subdivision No. 2.
Development beyond Bainbridge phases 1 & 2 will require a second connection, either east to Ten Mile
Road or south to the Volterra main.
This information addresses the 24-lot building permit limitation policy proposed by staff in Bainbridge
Subdivision No. lsite-specific condition #9. Therefore, I request reconsideration of the proposed 24-lot
limitation and approval of the following proposal:
That Bainbridge Subdivision No. 1 be approved without limitation.
That Bainbridge Subdivision No. 2 be approved, without limitation, subject only to completion of the
PRV connection to the Ten Mile system.
That a second water main connection be provided as a condition of approval of future Bainbridge
phases.
