City o£Meridan: Regarding development in our surrounding area.
To Whom I#'l~vlay Concern;
This farm bas been continuously operating for over 100 years. We breed, :raise, train and sell
horses and cattle and raise chickens and seasonal pigs. We also service our product by giving
instruction for showing cattle, riding,; showing and wilderness packing.. In addition we
periodically mtate fields to raise crops and provide pasture far our livestock.
We and our family intend to continue fatzning this 20 acre property in a similar manner.
We `welcome-:new housing into our area'but would like to highlight several concerns for your
consideration:
1: We have a bridle pat[t which routes around .much of the peaimeter of our property to
provide studentswith-a safe, contained riding area. There is also a 5 acre pasture. on the
east border: It is imperative to have a solid,. non-climbable fence separating residential
housing from .livestock. pasture and riding areas: to ensure the safety ofhousing residents.
and livestock.
2~ .Irrigation water traverses the south border of both properties. It miglZt be desirable for
safety to have these ditches piped for gated irrigation use. It is imperative that our access
to irrigation water not be restricted or changed in any way.
3. Because: we have live animals we recommend that appropriate covenants be drafted to
prevent feeding, teasing, abusing, or taunting livestock and or students, and to address
motorized radio-controlled airplanes... These are all problems we have encountered to a
small degree in tkte past.. We would like to prevent incidents and injuries in the future
with.. a greater density of people, partculaxly children
Thank you far presenting this information at your Planning and Zoning meetings,
Jahn & H ~n Huffman..

RE: Any development adjacent or near our property located at 2045 and
2125 E. Amity Road, Meridian, ID; specifically the development AZ 13-016
by BHH Investments 1, LLC for annexation and Zoning, and PP 13- 033 far
Preliminary Plat approval
Issues:
Concerning housing development next to an established farm
Developing homes across Irrigation water access ditch and future maint.
Increased road traffic on Eagle and Amity roads without sufficient road
capacity
Annexation, etc.
To Whom It May Concern:
We do have concerns regarding the development and annexation requested
by BHH Investments 1, LLC, specifically the AZ 13-016 and PP 13-033 as
follows.
1. Covenants: What covenants have been set forth or officially
promised to protect the farms, working people and farm animals from
the new home owners, people; their refuge, grass clippings; and their
pets and toys
2. Fencing:
What description of or plans for Fencing that is appropriate for the
farm animal's safety and to prevent injury
Even with double fencing an animal can reach over and across a second
fence, turn their neck and/or their throat, head, and eyes across the top
edge of a fence causing severe or fatal injury to the animals.

Conti -Page two of Huffinan to City of Meridian 12/9/2013
Example: Horses have run their neck along the top of a smooth wire
or chain link fence and cut their throat or put out an eye.
Fencing should be placed at least 3 feet from animal reaching over and
prevent people from climbing over, reaching through, feeding or
throwing items over a fence that could harm animals or cause fatal colic.
Example: We have had an aerial remote airplane used to scare and
run the horses and caused a filly to break her leg.
This also put the other horses at risk, not only for terrorizing them but
for injury and loss of weight.
We have a perimeter road that runs around the edge of our property
and is also used for riding, training, and maintenance. Activity across
the fence involving throwing items, or automated toys in the air next
to or over the fence could create a potential hazard and could scare a
horse and/or rider causing an accident and injury to both.
3. Piping Irrigation water from canal to farms point of use
Our irrigation water needs to be protected and piped to be delivered
to the point of use by the farm. This will protect not only the water
from contamination harmful to animals but the potential toss of water
if interrupted on its flaw to the farm for irrigation of pastures, animal
use, etc.
4. Increased road traffic on South Eagle and Amity Roads
Both South Eagle Road and Amity Road are two lane roads with a
steady flow of traffic at its heaviest during the morning and evening
commutes. The only hesitation during rush hours is the light at the
intersection of Eagle Road and Victory Road that still does not help
that much for cars gaining access from sub divisions already in place
along South Eagle Road and traffic stuck at the Round about at S
Eagle and Amity.
An increase of 162 homes could increase traffic by a potential of 324
cars or more. The roads cannot support that increase of traffic anti!
the road is widened all the way from Victory Road South to Lake
Hazel Road.

5. Annexation:
We would be against annexation if it would interrupt our agricultural
pursuits and our products.
We would like to know how being annexed by the City of Meridian
would affect our water use, our wells and water rights, sewer
requirements and our agricultural pursuits, such as farming with bees,
hogs, cattle, chickens, horses, etc. and servicing our product by
training, teaching, showing to present our animals for sale..
Since we have not had a conversation with any of the developers of the
above described plan/request and would like to know if you send a response
to us or will we need to contact you further?

Thank you for your consideration and including this letter in your meeting of
December 17 and any other meetings regarding development adjacent or
near our property.
Sincerely,
John and Helen Huffrnan
