To Whom It May Concern,
Please find attached the applications for the Comprehensive Plan Amendment, Preliminary Plat
and Rezone of the Solterra Mixed Use Subdivision Project located on the north side of Fairview
Avenue west of Eagle Road (Parcel Number S1105438515). It is proposed that the property
(approx. 21.5 acres) be rezoned and subdivided into 93 residential lots in an R-15 zone, 1 limited -
office parcel in an L -O zone and 3 commercial lots in a C -G zone.
Capital Christian Church purchased this property in the early `90s (originally 40 acres) for the
purpose of constructing the church facility that currently exists today on the property.. Over the
years the Church has sold portions of the property for development such as the Dove Meadows
Residential Subdivision to the west and the Angel Park Commercial Subdivision to the southwest.
Today the Church needs to reduce their debt and consolidate their operations and maintenance
responsibilities. To do this the Church would like to rezone portions of its property for resale as
residential and commercial uses. With the projected high intensity retail and commercial
developments to the east of the property, a buffer of higher density residential development would
shield the existing medium density residential subdivisions from these more intensive uses. Along
Fairview Avenue it is proposed that three commercial lots be created to take advantage of the
high visibility transportation corridor and separate the Church from the traffic of Fairview Avenue.
In order for the Church to rezone its property and subdivide it, an amendment to the City of
Meridian Comprehensive Plan will be required. It is proposed that a mixed-use designation is
applied to the entire parcel. This would allow for residential and commercial zones, and keep in
place the existing limited office designation for the property that the church currently occupies and
will continue to occupy. This mixed use designation will create a good transition between the
existing uses in the area and the projected uses nearby on the corner of one of the state's busiest
intersection at Eagle Road and Fairview Avenue.
Domestic utilities including water and sewer mains are available at the property boundary to the
west and have been sized to service this project. Storm drainage will be retained on-site and
directed into subsurface infiltration facilities. Power, natural gas, telephone and cable are all
Civil available at the project boundaries.
Engineering
Structural The proposed street network will provide for access from the existing Hickory Way on the west
Engineering side of the project to the future commercial developments to the east, but is not intended to be a
Surveying primary means of vehicular access. The street layout and proposed street widths are intended to
Land Planning slow traffic as it passes through the neighborhood and minimize cut through traffic. Additional
Landscape Street Right -of -Way on Fairview Avenue will be increased to 51 feet from centerline and will be
.Architecture dedicated to the Ada County Highway District. No additional driveways or street connections to
Fairview Avenue are being requested.

A twenty-five foot wide landscape buffer and ten foot pedestrian pathway will be constructed
along Fairview Avenue per the City of Meridian's Pathway Plan and Landscape Ordinance.
Existing landscaping around the exiting Capital Christian Church will be retained and protected. A
six foot landscape buffer will be placed on the north side of the existing church parking lot
buffering the south side of the proposed residential subdivision to the north. The Church is
requesting that the landscape buffer requirement in this area be reduced to allow for as little
impact to the existing parking facilities as possible and to lessen the amount of future landscape
maintenance that will be required.
Residential Zone:
The residential zone will consist of 93 single family lots and 9 common lots. The lot sizes and
dimensions will be consistent with an R-15 zone, but the actual density will be just under 8 units
to the acre. The housing types will be a mix of attached and detached units. The residential
portion of the plat will have over 10 percent landscaped open space. The common area and
private yard areas will be maintained and managed by the homeowners association; this will
create an attractive well maintained community that will be an asset to the surrounding
neighborhoods.
Limited Office Zone:
It is proposed that the remaining Church property will retain its Limited Office Zoning designation.
Site vehicle access will largely be unchanged and cross access/utility easements and
agreements will be put in place with the final plat that will ensure that all properties will have the
proper access and utility availability.
Commercial Zone:
The commercial C -G zone will consist of three commercial lots along Fairview Avenue that total
approximately 1.8 acres of land area. The commercial uses will be consistent with development
patterns in the area. The project will utilize the existing driveway on Hickory Way for access and
provide vehicular access to the future commercial properties to the east of this project.
