The original Development Agreement was recorded on August 31, 2006 as instrument number 106141056, Ada County records. First and second addendums to the Development Agreement were recorded as instrument numbers 108022888 and 113071290. The owner proposes to replace the building elevation drawings presented in Exhibit A of the staff report prepared forthe June 27, 2006 City Council Meeting with new elevation drawings. The staff report is cited as a condition of approval in the Findings of Fact, Conclusions of Law and Decision & Order which is then referenced in Section 1.7 of the original Development Agreement. The new building elevations generally follow the same theme and concept as the originals. However, due to changes in the housing market since 2006 the proposed buildings have been changed to single story units in an effort to reduce the cost and make the homes more attractive to an older demographic that may find the single story floor plan more desirable. Please note that these elevations only apply to proposed lots 1-16 of Block 1 as depicted on the preliminary plat for Gramercy Heights Subdivision. Sincerely, Ben Thomas, PE Enclosures: Proposed building elevations Preliminary plat for Gramercy Heights Narrative Gramercy Heights (Alternative Compliance) Application The applicant requests approval of an alternative compliance to meet the off street parking space requirements outlined in table 11.3.0-6 of the Unified Development Code for the courtyard style home lots at the proposed Gramercy Heights Subdivision. This request applies to Lots 1-16 of Block 1 as shown on the proposed preliminary plat. Each of the four homes that share a courtyard will have a two car garage as required. However, the driveways and paved courtyards are designed for ingress and egress only and will not allow for the additional off-street parking pads required by code. For the reasons below, we feel that the proposed design provides an equal or superior means of meeting the intent of the code. • While there will be no formal age restrictions, the anticipated market for this particular product is older couples or individuals and/or buyers that may use these homes as a secondary residence. This type of homeowner may only have one vehicle and therefore require fewer parking spaces. • Because each of the four homes in each courtyard will share a common driveway, there will be more parking space on the public street (E. Copper Point Street) than would be available for typical lots with front on driveways. Four cars should be able to park along E. Copper Point Street in front of each courtyard. • Gramercy Heights will become part of the larger Gramercy Development which, as a mixed use project, provides additional off-street parking opportunities in different locations throughout the development. • The proposed design meets the requirementsof the Gramercy development as it was originally approved.
