The site is located at 704 E. United Heritage Court and a portion of parcel number 81343550660.. DECISION The applicant's request for Certificate of Zoning Compliance and Design Review is approved with the conditions listed in this report. Note: This is not a building permit. Please contact Building Services at (208) 887-2211 to verb if you need a building permit and/or inspection. If you do need a building permit, you must complete that process before you commence the use or construction. Please contact Building Services for additional details about building permits and inspections. Process Conditions of Approval 1. No signs are approved with this application. Prior to installing any signs on the property, the applicant shall submit a sign permit application consistent with the standards in UDC Chapter 3 Article D and receive approval for such signs. 2. The applicant shall complete all improvements related to public life, safety, and health as set forth in UDC 11 -5C -3B. A surety agreement may be accepted for other improvements in accord with UDC 11 -5C -3C. 3. Prior to issuance of Certificate of Occupancy, the applicant shall close the existing access to the state highway as set forth in UDC 11-311-4. 4. Upon installation of the landscaping and prior to inspection by Planning Division staff, the applicant shall provide a written certificate of completion as set forth in UDC 11- 3B -14A. 5. The site plan prepared by BRS Architects on November 12, 2013, labeled SDI.I and SD 1.2, is approved (stamped "approved" on December 2, 2013 by the City of Meridian Planning Division) with no changes. 6. The landscape plan prepared by Harvest Design on November 25, 2013, labeled L1.0 and L2.0, is approved (stamped "approved" on December 2, 2013 by the City of Conditions Document 1 United Heritage Office Building - CZC-13-143 and DES -13-135 Meridian Planning Division) with no changes. 7. The approved site plan, landscape plan and/or elevations may not be altered without prior written approval of the City of Meridian Planning Division. 8. The elevations prepared by BRS Architects on November 12, 2013, labeled ELI.1 and EL2.0, are approved (stamped "approved" on December 2, 2013 by the City of Meridian Planning Division) with no changes. 9. The applicant shall pay any applicable impact fees prior to the issuance of a building permit. 10. If any changes must be made to the site plan to accommodate ACHD requirements, the applicant shall submit a new site plan to the City of Meridian Planning Division for approval prior to issuance of the building permit. 11. The applicant shall complete all required improvements prior to issuance of a Certificate of Occupancy. It is unlawful to use or occupy any building or structure until the Building Official has issued a Certificate of Occupancy. Ongoing Conditions of Approval 1. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets the standards as set forth in UDC 11-313-6 and to install and maintain all landscaping as set forth in UDC 11-3B-5, UDC 11-3B-13 and UDC 11-313-14. 2. The project is subject to all current City of Meridian ordinances and previous conditions of approval associated with this site (None). 3. The issuance of this CZC does not release the applicant from any previous requirements of the other permits issued for the site. 4. The applicant and/or property owner shall have an ongoing obligation to prune all trees to a minimum height of six feet above the ground or sidewalk surface to afford greater visibility of the area. 5. The applicant shall have an ongoing obligation to maintain all pathways. 6. The applicant has a continuing obligation to comply with the outdoor lighting provisions as set forth in UDC 11-3A-11. 7. The applicant and/or property owner shall have an ongoing obligation to maintain all landscaping and constructed features within the clear vision triangle consistent with the standards in UDC 11-3A-3. CITY COUNCIL REVIEW The applicant or a party of record may request City Council review of a decision of the Director. All requests for review shall be filed in writing with the Planning Division on or before December 17, 2013, within fifteen (15) days after the written decision is issued, and contain the information listed in UDC 11 -5A -6B. If City Council review of the decision is not requested, the action of the Director represents a final decision on a land use application. You have the right to request a regulatory taking analysis under Idaho Code 67-8003. EXPIRATION Certificates of Zoning Compliance issued in conjunction with a proposed use shall expire if the use has not commenced within one year of the date of issuance of the Certificate of Zoning Compliance. Conditions Document 2 United Heritage Office Building - CZC-13-143 and DES -13-135 Certificates of Zoning Compliance issued in conjunction with construction or alteration of a structure shall expire if the construction or alteration has not commenced within one year of the date of issuance of the Certificate of Zoning Compliance. In accord with the above provisions, the subject Certificate of Zoning Compliance is valid until December 2, 2014. United Heritage Court in Meridian adjacent to their existing corporate headquarters. The site is part of the existing Central Valley Corporate Park and is zoned C -G. The new two-story building shell will contain 19,550 sf (9,775 sf per floor) of office and common area space. Interior tenant improvements will be developed as tenants are secured. The building will be primarily constructed utilizing a concrete slab on grade, structural brick, a structural steel frame, and a mansard roof. In addition to the new building and site improvements to be located on Lot 18, United Heritage is also proposing to construct a new parking lot on a portion of their Lot 16 to provide overflow parking capacity for their company events. The location and orientation of the new building on Lot 18 is driven by the desire to capitalize on the desirable views of the mountains to the north and east and at the same time create an exterior patio and park -like amenity adjacent to the canal running along the easterly property line. The location and configuration of the parking area on Lot 16 is based upon adjacency to their existing headquarters parking and the access alignment with the new common access drive located in the easement straddling the east -west property line of their Lot 18 and the adjacent Central Valley Corporate Park Lot 19. Architectural Character: It is intended this new building be a part of the United Heritage campus. Accordingly, the building will incorporate materials and forms similar and complementary to their existing headquarters building to provide a distinctive and identifiable character. As noted previously, the building will incorporate structural brick, a honed cmu wainscot, honed cmu accents at the entry and northerly stair tower, aluminum storefront entry and window systems with honed cmu and precast accents, a mansard roof with architectural shingles and a strong eave line with stucco finished shapes. Glazing between pilasters is extended to finish floor at the ground level to provide a lighter feel and provide a complimentary variety to the glazing pattern at the second floor. The horizontal projection of the entry element provides a clearly identifiable entry. The vertical projection of the northerly stair tower provides access to the roof and at the same time provides a vertical element and anchor to compliment the linear line of the mansard roof. The mansard roof is used to create a mechanical well for roof top mechanical units to be located and screened. Materials: Structural brick, honed cmu, precast concrete sills, aluminum storefront framing, tinted glazing, stucco, architectural asphalt shingles. Parking Lots: At Lot 18, paved parking adjacent to the new building will be provided for 85 spaces. Based upon the factors noted above that drive the building's location and orientation, two principal parking areas are provided that access the new common access drive along the west property line. The layout provides for efficient vehicular circulation and incorporates landscape features and elements. Similarly, the paved parking area at Lot 16 allows for efficient circulation, landscaping and an aligned access at E. United Heritage Court. Pedestrian Walkways and Facilities: At Lot 18, a new concrete sidewalk will be constructed along the easterly edge of the new common access drive connecting to the existing walkway system at E. United Heritage Court. A clearly marked accessible route is provided from the common drive access walk to the ample walkways adjacent to the north and west sides of the building providing access to the building entry and the exterior patio amenity. An accessible curvilinear walk provides a route around the south end of the building to patio as well. Additionally, an access walk is provided through the southerly landscape buffer to provide access to the corporate head quarters lot and building. At Lot 16, two access walks are provided through adjacent landscape for similar access to the corporate headquarters site. Otherwise, pedestrians will have access through the parking lot to the existing walkway system at E. United Heritage Court.
