Introduction
With the recent addition of the Ten Mile interchange to the interstate system providing a facility to allow and
promote alternative modes of transit has many benefits to the citizens of the Treasure Valley. The Ada County
Highway District recently purchased a 2.5 acre parcel located at the southeast corner of Ten Mile Road and
Overland Road in anticipation of developing a Park & Ride facility. The intent is to develop a lot similar to our
current Overland Road and Meridian Road facility; a facility that can be used by multiple modes of transit.
Project Purpose
Commuteride has seen a 100% growth in the number of vanpool routes over the past 10 years. The following is a
breakdown of our currently used Ada and Canyon County "official sites", number of stalls, and current capacity
based on available space.

The capacity at both the Garrity Exit and Vista Interchange Exit are not know at this time as they are in either the
design or construction phases. For the other locations it is apparent people throughout the Treasure Valley, more
specifically Ada and Canyon County are utilizing these designated park and ride lots for their intended purpose.
The primary purpose for the existing, as well as the proposed Ten Mile Interchange Park and Ride Lot(s), is to
allow commuters of the surrounding area access to alternative modes of transit via carpooling, vanpooling and/or
bus service.
Project Need
All of the current park and ride facilities operate near or ABOVE their capacity, Based on the amount of growth
that Cummuteride has experienced over the past decade, the increase in citizens searching for alternative modes
of transit as evidenced by the current capacities at existing lots, the need for Park and Ride facilities along major
corridor access points is significant.
Commuteride has grown the program from 48 vanpool routes in 2003 to 100 routes in 2013 and anticipates annual
average growth around 5% which justifies the need for more facilities in the future given current capacity. We

look at the Ten Mile interchange as a prime location for a park & ride facility and feel it would benefit the
Meridian Community greatly by providing vanpool/carpool facilities and ultimately serve bus transit needs at
some point in the near future.

RE: Neighborhood Meeting regarding proposed Park and Ride lot
An application for a Conditional Use Permit is currently being developed for the property at the
southeast corner of the Ten Mile Road and Overland Road intersection. The Meridian Uniform
Development Code (UDC) requires that the applicant provide an opportunity for a meeting between the

opportunity.
The subject parcel is currently zoned R-8. No rezone is proposed, however in order to utilize the parcel
as a Park and Ride facility, a Conditional Use Permit is required to meet the City's requirements for a
"quasi -public" facility. The subject area is highlighted on the enclosed vicinity map for reference.
Please join us for a neighborhood meeting Thursday, November 7, 2013 at 6 p.m. at Central
Valley Baptist Church, 600 N. Ten Mile Road in Meridian. Please use the main entrance on the
south side of the building.
As a property owner or resident your comments are very important and we encourage you to attend,
especially if you have any questions or interest in this project. If you are unable to attend the meeting,
