DESCRIPTION OF APPLICANT'S REQUEST
The applicant, James H. Gipson, requests Certificate of Zoning Compliance (CZC) and Design
Review (DES) approval for construction of an 800 square-foot wash bay on 1.457 acres of land
in the I-L zoning district.
The site is located at 280 N. Baltic Place.
DECISION
The applicant's request for Certificate of Zoning Compliance and Design Review is approved
with the conditions listed in this report.
Note: This is nol a building permit. Please contact Building Services at (208) 887-2211 to
verify if you need a building permit andlor inspection. If you do need a building permit, you
must complete that process before you commence the use or construction. Please contact
Building Services far additional details about building permits and inspections.
Process Conditions of Approval
1. No signs are approved with this application. Prior to installing any signs on the property,
the applicant shall submit a sign permit application consistent with the standards in
UDC Chapter 3 Article D and receive approval for such signs.
2. The applicant shall complete all improvements related to public life, safety, and health
as set forth in UDC 11-SC-3B. A surety agreement maybe accepted for other
improvements in accord with UDC 11-SC-3C.
3. The site plan prepared by James Gipson Architect on November 21, 2013, labeled Sheet
1, is approved (stamped "approved" on November 25, 2013 by the City of Meridian
Planning Division) with no changes.
4. The approved site plan and/or elevations may not be altered without prior written
approval of the City of Meridian Planning Division.
5. The applicant shall pay any applicable impact fees prior to the issuance of a building
permit.
6. If any changes must be made to the site plan to accommodate ACRD requirements, the
applicant shall submit a new site plan to the City of Meridian Planning Division for
approval prior to issuance of the building permit.

7. The applicant shall complete all required improvements prior to issuance of a Certificate
of Occupancy. It is unlawful to use or occupy any building or structure unfil the
Building Official has issued a Certificate of Occupancy.
Ongoing Conditions of Approval
1. The applicant and/or assigns shall have the continuing obligation to provide irrigation
that meets the standards as set forth in UDC 11-3B-6 and to install and maintain all
landscaping as set forth in UDC 11-3B-5, UDC 11-3B-13 and UDC 11-3B-14.
2. The project is subject to all current City of Meridian ordinances and previous conditions
of approval associated with this site (CZC-03-069).
3. The issuance of this CZC does not release the applicant from any previous requirements
of the other permits issued for the site.
4. The applicant and/or property owner shall have an ongoing obligation to prune all trees
to a minimum height of six feet above the ground or sidewalk surface to afford greater
visibility of the area.
5. The applicant has a continuing obligation to comply with the outdoor lighting provisions
as set forth in UDC 11-3A-11.
6. The applicant and/or property owner shall have an ongoing obligation to maintain all
landscaping and constructed features within the clear vision triangle consistent with the
standards in UDC 11-3A-3.
CITY COUNCIL REVIEW
The applicant or a party of record may request City Council review of a decision of the
Director. All requests for review shall be filed in writing with the Planning Division on or
before December 10, 2013, within fifteen (15) days after the written decision is issued, and
contain the information listed in UDC 11-SA-6B.
If City Council review of the decision is not requested, the action of the Director represents a
fmal decision on a land use application. You have the right to request a regulatory taking
analysis under Idaho Code 67-8003.
EXPIRATION
Certificates of Zoning Compliance issued in conjunction with a proposed use shall expire if the
use has not commenced within one year of the date of issuance of the Certificate of Zoning
Compliance.
Certificates of Zoning Compliance issued in conjunction with construction or alteration of a
structure shall expire if the construction or alteration has not commenced within one year of the
date of issuance of the Certificate of Zoning Compliance.
In accord with the above provisions, the subject Certificate of Zoning Compliance is valid until
November 25, 2014.

This will explain our request for Design Review approval for this minor project. The
project is construction of a covered concrete slab, 20'X40' (800 s£) at the rear of the
existing Master Rooter building located at 280 North Baltic Place, Meridian, Idaho.
The design of the proposed structure is very simple and utilitarian in chazacter. We
realize that this is not in full compliance with the Meridian City Urban/Suburban Design
Guidelines, but we believe that this is appropriate, considering the location, purpose, and
chazacter of the project. The proposed structure is intended to cover a "wash bay" area, a
concrete slab used for cleaning equipment used in the existing master Rooter business.
This cleaning is presently done outside, exposed to the elements.
The wash bay is to be located adjacent to the North end of the much larger existing
building, and will be only very mazginally visible from any public or neighboring azeas.
Because this is a simple utilitarian function (cleaning equipment), it is appropriate to
place it in a relatively screened area, away from public view. Therefore, the vast majority
of Design Review guidelines have little, if any, application. However, we do believe that
enclosing the necessary and existing cleaning functions will be of some minor benefit to
the community.
The architectural character of the proposed cover is very simple and utilitarian :the
facades are metal siding, of a "neutral" color compafible with the existing building. There
is no primary entrance, just the open access end. The roofline is simple gable style, with a
low-slope metal roof. The structure is quite small, and pattern variations are not feasible,
and would in fact seem rather strange and not in harmony with the intended use of the
facility. No mechanical equipment is involved.
The exterior material is metal, to provide a neat, finished appearance, and resist
weathering or other deterioration. The drives and pazking aze existing, with no changes
proposed, as are the pedestrian walkways and facilities. The site landscaping is to remain
unchanged.
Ir1 summary, we believe the proposed wash bay cover is appropriate as designed,
providing cover and protection for an existing utilitazian fanctiori. Further, an full
application of the City Design Review guidelines is not feasible, and would have little
application or benefit in this case. We respectfully request Deign Review approval for
this minor project, and thank you for your consideration.

This will explain our request for a Certificate of Zoning Compliance for this minor
project. The project is addition of a covered wash bay adjacent to the North end of the
existing building, 800 sf., single level, and maximum 15' in height. The proposed
covered wash bay will contain the existing activity of washing the company equipment,
which is presently done in the open.
The use of the properly is to remain unchanged, as a plumbing Master Rooter business.
The property has been developed in accordance with all applicable conditions of previous
approvals, and we believe this minor addition will be an asset and further enhance the site
by enclosing an acfiviry that is presently done in the open. All functions to be done in the
proposed wash bay aze in conformance with zoning requirements, and are normal for this
sort of business.
We believe that this applicafion is in conformance with applicable zoning requirements,
and respectfully request approval of this request for a Certificate of Zoning Compliance.
