The Virden Auto Center original Site Plan for early start approval was signed and approved on April 30`" 2012 (included).
At that time no additional street lights were requested. ACHD and all other requirements were included. Sometime
later I was made aware that our engineer (not myself or the contractor) was contacted and we needed to add lights...not
sure exactly when but my next conversation was with Bill Parsons on June 9th 2012 (see email) asking to see how we go
about taking these off or getting them adjusted. I was not given a final answer on exactly what I was supposed to do
until 9/26/2013 (see email conversations)
After a long and wide range of discussion the most recent went like this...
1) Had approval from the City to use our existing parking light.
2) Idaho Power said no to installing a street light because the Power lines are running too close to the
sidewalk/light pole location.
3) City wanting us to then put up a power pole/wood telephone pole in front to hang a light on it.
4) Now putting up a special light that Idaho Power seemingly making an exception because of its special design.
This was not ON my original site plan I sent out to Bid and used to get financing for the loan on the building. I have
spent nearly or over $20,000 in fees impact fees to the city &ACHD just to have the privilege of building.
Accommodated all request on our original approved plan. Now I have to pay for the entire street light project...) am
asked to buy the light, install it to the required engineering specs, run power from the corner 160-180 feet away and
have an electrician hook it up.
Idaho Power had a suggestion to install a light on the existing power pole located on the property next door when they
develop the undeveloped ground.
I took a huge risk and poured all I have into the purchase Water Works Car Wash on the corner of Hickory and Fairview
Ave from an owner who had to file bankruptcy on the sale. The city in general has been very helpful and understanding
of my vision to diversify this property to help me make it successful. I added an office and 3 bay service center on an
unused weed covered piece of dirt behind the car wash in hope of making this property cash flow. I honestly can't
afford this additional large expense if I am asked to fund this light. I estimate this to cost at minimum $6000-$7500 or
more. Currently I am able to employ 7 fulltime employees, 3 part time employees and hope to continue to grow and
offer the City of Meridian along with surrounding customers a first class service. I have tried to accommodate all
requests and appreciate the opportunity to have a business where my family and I live. I just don't see how this will be
of any service to our customers and city stakeholders. Please take the time to walk my property and see what I am
being asked to pay for.

Thank you for taking the time to meet with me on Tuesday. Scott confirmed with Steve that it will be
possible to install a davit pole at that location (between 180 and 180 feet west of the light on the corner).
In order to receive your certificate of occupancy, the city requires that you install a 30 ft davit pole with a
250 W HPS luminaire. This is consistent with what was shown in your approved plans and was required
by Tim Curns in January.
The lights on the car wash and other buildings are too far back to effectively light the roadway itself.
Adding a streetlight will improve road visibility increasing driver safety and comfort level. Attached are our
specs for davit poles. Please let me know if you have any questions.

Timeline
2/24 February 2012 working with architect on site plan submitted to Planning
and Zoning for Review
Multiple discussions in regards to use, layout, requirements, side walk,
patio etc.
3/15 Resubmitted a new site plan to P8Z
3/16 P&Z All revisions look good" (see email)
4/3 ACHD final report on property
Was able to make a compromise on the proposal and only had to modify the
one on Fairview-(see email)
4/25 P8Z request approved copies for approval (see email)
4/30 Re-Submitted Plans with all requirements included
5/10 Plans signed off and approved (see Attachment)
Had 2 '/: months with plans and an approval and no mention of any street
lights???

Mike,
The early start foundation permit and the primary building permit for this project are both on hold effective today and permit delays
should be expected. The referenced address is 2651 E. Fairview Ave.
Please provide the following -Two complete plan sets and CD-ROM with the following information. The plan sets you provided to
us initially are incomplete;
Provide comprehensive electrical design including but not limited to; service entrance feeder sizing, load calculations, grounding,
etc. per the 2008 National Electrical Code.
The Zip Pit drawings (all sheets I-2 through W-2) shall be stamped and signed by a licensed engineer. Provide "listing
information" for the Zip Pit from an approved listing agency.
Provide manufacturer's shop drawings and engineered stamped design for all vehicle lifts.
Provide comprehensive mechanical design, including but not limited to facility ventilation design as well as capture and control
design.
Specify locations for the code required drinking fountain and mop sink on the plumbing sheets and floor plan. Total occupant load
appears to be 29.
Additionally, I received a call today from Doug Lasher (contractor). As I understand, Mr. Lasher (the contractor) and the owner have
discussed alternate structural design for the roof system, which may be different from what has been submitted for plan review.
Please include all new sheets for this design and any related structural calculation changes.
Re-review fees will likely be applicable.
