Rezone & Preliminary Plat Narrative
Dear Sonya:
On behalf of Providence Properties, LLC, we are pleased to submit the attached application and
required supplements for the rezone and preliminary plat of Casa Bella Subdivision. Please accept this
letter as the required written narrative regarding the project.
This project is located at 5555 North Locust Grove Road in Meridian, Idaho. The parcel includes 14.7
acres and currently houses an LDS Church, outbuildings, and ball fields. The enclosed applications
propose to rezone the south 5.16 acres of that parcel from L -O to R-8 to accommodate a single-family
residential development, for which a preliminary plat has also been submitted. The Church's remaining
acreage will also be platted into the project, but will not be incorporated into the Homeowner's
Association or subject to the CC&Rs, and will retain its L -O zoning designation.
On May 23, 2006, the City of Meridian and LDS Church entered into an agreement (Instrument No.
106096022) whereby the City would provide sewer and water services though the site was not
contiguous to or annexed into City limits. The agreement required that the site must be annexed
when it became contiguous to City limits, which occurred in 2008. On September 10, 2008, a
Development Agreement (AZ -07-019) was entered into between the City of Meridian and the LDS
Church to satisfy the conditions of the hookup agreement, and the site was annexed and received the
zoning designation of L -O to accommodate the Church.
The site carries a Comprehensive Plan designation of Medium Density Residential, though the current
zoning designation does not allow for single-family residential developments. As discussed above, this
project proposes to rezone the south 5.16 acres of the parcel to the R-8 zone, which will allow for up
to 8 units per acre and is in accordance with other residential developments in the area. The
residential portion of our proposed preliminary plat reflects a gross density of 4.07 units per acre, and
a net density of 4.81 units per acre, both of which comply with the current Comp Plan designation and
the requested R-8 zoning regulations. In addition, the 0.52 acres of open space proposed with this
project total 10.39/6, which meets City requirements. The developer will be providing a 10' pedestrian
pathway along Locust Grove as required by current City pathway policies and in compliance with the

City's requirement to provide a site amenity. We are not requesting any variances to the ordinance as
a part of this project.
One stipulation in the Development Agreement was that any future development of this site would
trigger a review of the existing access points to Locust Grove. As a part of our due diligence process,
we have reviewed the proposed project with ACHD and they have instructed us to place our access at
the south edge of the property in alignment with Strauss Drive. They have not indicated that the
access points the Church currently utilizes need to be reduced and/or removed.
This property has shares within the Settler's Irrigation District which will be utilized to provide pressure
irrigation to the project. The District has indicated that a there are two pump stations in the area into
which we could tie and they will make the proper determination once we get into the design stages.
Regardless of which pump station this project ties into, the District will own and maintain the system.
The public utilities providing services to this area have been contacted and none have expressed
concerns with serving this project. These include the City of Meridian, Idaho Power, Intermountain
Gas, CenturyLink, Cable One, and the Settler's Irrigation District.
There are no concerns in regards to other public services in the area, as the addition of 21 new homes
within an existing residential area will not greatly impact available public services. Further, Casa Bella
Subdivision will not create excessive additional requirements at public expense for public facilities and
services because services will be supported by property taxes and/or fees paid directly to the service
providers.
At this time, there are no known health, safety, or environmental problems that currently exist or that
will exist as a result of this development.

Dear Neighbor:
Meridian City Code requires an opportunity for a meeting between the applicant of a
development proposal and the residents of the neighborhood in which the development site is
located. This letter is notice of such an opportunity to review and discuss a request to rezone
and subdivide a portion of the property referenced above. This is not a public hearing and
public officials will not be present.
It is anticipated that the subdivision application will involve a request to rezone a portion of the
subject property to a residential zone and subdivide approximately 5.2 acres into +/- 21 single-
family residential lots. The subject area is highlighted on the enclosed vicinity map for
reference.
The neighborhood meeting will be held on Thursday, September 26, 2013, at 6:30 p.m., at Meridian
City Hall. The address for City Hall is 33 East Broadway Avenue, Meridian, ID 83642, and the meeting
will be held in room 1088. When you arrive at City Hall, enter through the main doors and proceed
to the back of the lobby. Turn right down the hallway and the entrance for room 108B is across the
hall from the entrance to the City Clerk's office.

COMMITMENT OF PROPERTY POSTING
Per Unified Development Code (UDC) 11 -5A -5D, the applicant for all applications requiring a
public hearing (except for a UDC text amendment, a Comprehensive Plan text amendment
and/or vacations) shall post the subject property not less than ten (10) days prior to the hearing.
The applicant shall post a copy of the public hearing notice of the application(s) on the property
under consideration.
The applicant shall submit proof of property posting in the form of a notarized statement and a
photograph of the posting to the City no later than seven (7) days prior to the public hearing
attesting to where and when the sign(s) were posted. Unless such Certificate is received by the
required date, the hearing will be continued.
The sign(s) shall be removed no later than three (3) days after the end of the public hearing for
which the sign(s) had been posted.
I am aware of the above requirements and will comply with the posting requirements as stated in
UDC 11-5A-5.

We are working on the preliminary plat submittal for Casa Bella Sub at 5555 North Locust Grove in Meridian. There is an LDS
church on the site, but they are selling off the south 5 acres for development. I have attached a layout showing what we are
doing, but the pre plat isn't ready yet. In regards to naming the streets, I'm assuming we will continue Strauss across Locust
Grove for our E/W street. Is there an existing N/S alignment we should use for the short stub we have going North? I didn't
want to go through the hassle of picking anew name if there was an existing one we should plan to use.
