The Idaho Transportation Department has reviewed the referenced annexation and preliminary
plat applications for the proposed Highlands Subdivision on Eagle Road south of Amity Road.
ITD has the following comments:
1. ITD has no objection to the proposed project and requires no mitigation. The project
does not generate any more traffic than anticipated from the comprehensive plan.

Nampa & Meridian Irrigation District (NMID) has no comment on the above-referenced
application for Annexation & Zoning and Preliminary Plat ONLY.
All laterals and waste ways must be protected. NMID's Ten Mile Drain courses through this
proposed project. The easement for the Ten Mile Drain is one hundred feet (100'); fifty feet (50')
each side of centerline. This easement must be protected. Any encroachment without a
signed License Agreement and approved plan before any construction is started is
unacceptable.
Please note `that the primary irrigation source is listed as the Beasley Lateral. This facility is
owned and operated by Boise Project Board of Control. Therefore please contact Bob Carter,
Boise Project -Board of Control, at 344-1141 or 2465 Overland Rd., Room 202, Boise, Idaho
83705-3173 for their comments regarding this facility.
All municipal surface drainage must be retained. on-site. If any surface drainage leaves the site,

The above-mentioned development has been in the planning stages since approximately
2009, and has some unique characteristics associated with it, as it lies within, two
different Irrigation Districts. Before the Boise Project can approve an.y preliminary plats
and or irrigation plank, we arc requesting a meeting with the landowner/developer to
discuss the development of this property.
The following are general comments as t11ey relate to these federal facilities.
The United States' Beasley Lateral lies within the boundary of the above-mentioned
location. The easement for this lateral is held. in the name of the United. States through
the Bureau of Reclamation under the authority of the Act of August 30, 1890. (26 Stat.
391; a3 U.S.C. 945}
The Soise Project Board of Control is contracted to operate and maintain this lateral. We
asser, t this federal easement l 6 feet westerly and - 10 feet easterly of the lateral's
centerline. Whereas this area is for the opEration and maintenance of our facility, no
activity should hinder our ability to do so.
Wording on the preliminary and final. recorded plat needs to state that any proposed
and/or future usage of the F3oise Project Board. of Control. facilities arc subject to Idaho
Statues, Title 42-1209.

Parking lots, curbing, Jight poles, signs, etc. and. the placing of asphalt and/or cement
over Project Facility easements must be approved by Boise Project Board of. Co»trol. prior
to construction.
The construction of any roadway crossings must be conducted only during the non-
irrigation season when the canal i,s dewatered. In any case no work shall take place
within the easement before the proper crossing agreements have been secured through the
Bureau o.fR.eclamation and the Boise Project Board of Control.
Utilities plar~.nin.g to cross any project facility must do so in accordance with the masier
policies now held between the Bureau of I~eclanaati,on and most of the utilities. In any
case no work shall take place ~vithi,n the easement before proper crossing agreements
have been. secured through both the Bureau. of IZeclarnation and the Boise Project Board.

Boise-Kuna Irrigation District, it is important that representatives of this development
contact this ofFice as soon as ,possible to discuss the pressure system prior to any costly
design work. If applicable, the irrigation system will have to be built to specific
specifications as set by the District /Project.
Boise Project Board of Control must receive a written. response Crom the Nampa-
Meridian Irrigation Dzstrict as wel], as well as the Boise-Kuna Irrigation District, as to
w.bo will own and operate the pressure irrigation system prior to review and approval of
an irrigation plan by Boise Pzoject Board of Control.
Th,e proposed piping of the Beasley Lateral (to include all appurtenant boxes and/or
structures) must be warranted by the land owner for a period of (5) five-years. The
Wartantee Agreement must be secured prior to ANY disturbance of. that facility.
This development is subject to Idaho Code 31-3805, in accordance, this offce is
requestix-g any copies o~f the irrigation and drainage plans.
Whereas this development is in its preliminary stages, Boise Project Board, of Control
reserves the right to review plans and require changes when our easements andlor.
