In accordance with Meridian City Code 11-5 and Idaho Code § 50-222, please consider this
application for a Category B annexation of 310.20 acres of real property into the City of
Meridian. The proposed annexation area consists of the Meridian Heights Subdivision, Kentucky
Ridge Estates Subdivision, Meridian Heights Sewer & Water District, Centers Properties,
Hansen Property, and the Tewalt Property. The proposed initial zoning for the annexation area is
R-4 (221.94 acres) and R-8 (88.14 acres). The proposed annexation area is contiguous to the
current Meridian City limits and is included in the City's comprehensive plan. City Staff believes
that the annexations of the subject real properties are necessary to assure the orderly
development of the City.
In accordance with Idaho State Code § 50-222 staff has prepared an annexation plan (see
application) that provides information to property owners, current and potentially future residents
of the City of Meridian, and other interested parties about anticipated changes in taxes, fees,
zoning, and other services should the subject properties be annexed into the City as proposed.

COMMITMENT OF PROPERTY POSTING
Per Unified Development Code (UDC) 11-SA-SD, the applicant for all applications requiring a
public hearing (except for a UDC text amendment, a Comprehensive Plan text amendment
and/or vacations) shall post the subject property not less than ten (10) days prior to the hearing.
The applicant shall post a copy of the public hearing notice of the application(s) on the property
under consideration.
The applicant shall submit proof of property posting in the form of a notarized statement and a
photograph of the posting to the City no later than seven (7) days prior to the public hearing
attesting to where and when the sign(s) were posted. Unless such Certificate is received by the
required date, the hearing will be continued.

This document was prepared in accordance with Idaho Code §60-222, and contains a summary of the contents of the City's
annexation plan for lands located south of Victory Road, east of Linder Road, and west of Meridian Road. The complete Annexation

INTRODUCTION
The City of Meridian is proposing to annex 310.20 acres of land adjacent to the existing City corporate boundaries and within
Meridian's Area of City Impact. The proposed annexation is comprised of the lots in the Meridian Heights Subdivision, the lots in
the Kentucky Ridge Estates Subdivision, lands owned by the Meridian Heights Sewer & Water District, and multiple other parcels
owned by the Centers, Hansen, and Tewalt families. The lands proposed for annexation are generally located south of W. Victory
Road, east of S. Linder Road, and west of State Highway 69 (S. Meridian Road).
PURPOSE OF ANNEXATION
The proposed annexation will lead to a unified community and prevent the fragmentation of local governmental authority and
service providers. It will establish political boundaries that will more nearly reflect the true and existing sociological, economic,
cultural, and physical boundaries of the city. Fragmentation can cause conflicts of authority, political irresponsibility, duplication of
services, inadequate service levels, lack of effective area-wide planning and programming, financial inequities and other similar
problems. The proposed annexation will allow the efficient and economically viable provision of tax-supported and fee-supported
services. The proposed annexation will enable and facilitate the orderly development of lands by allowing for equitable, cost-
effective municipal services to be logically extended within Meridian's Area of City Impact.
POLICE, FIRE AND EMERGENCY MEDICAL SERVICES
As unincorporated land within Ada County, property within the proposed annexation area is currently served by the Ada County
Sheriff's Department, the Meridian Fire Department under a Joint Powers Agreement with the Meridian Rural Fire Protection
District, and the Ada County Paramedics. If the proposed annexation is approved, the Meridian Police Department, Meridian Fire
(Station ti1), and Ada County Paramedics will serve this area. Police, Fire and EMS services will extend to the proposed annexation
area without significant adjustment to current staffing levels or organizational structure.
WATER AND SEWER
The annexation of the Meridian Heights and Kentucky Ridge subdivisions will require design and installation of a 12" water main
and a sewer main to connect the two subdivisions to the City of Meridian's water and sewer systems. The remaining properties
being annexed (Hansen, Tewalt, Centers and the Meridian Heights Water & Sewer District properties) are undeveloped or
underdeveloped. As such, no extension of water or sewer services will be made to these properties at this time. Rather, any future
development of these properties will require the extension and connection to the City's water distribution and sewer collection
systems by the property owner at the time of development, as is required in other property development cases citywide. However,
if a well and/or septic system on an underdeveloped property fails, prior to further development, and the property is within 300
feet of the City's water and/or sewer system, the residence will be required to connect to the City's system(s).
The financial and performance responsibilities of connecting the Meridian Heights and Kentucky Ridge subdivisions to the City of
Meridian's sewer and water distribution systems will be borne by a developer, whose property will also be annexed under this
proposal (Centers). Upon the physical connection of the existing homes in the subdivisions to the City's water system, full water
hook-up tees of $1794 and full sewer hook-up fees in the amount of $2749, will be paid to the City of Meridian by the Meridian
Heights Water & Sewer District. Any new home constructed in this area will be required to pay their individual hook-up fees at the
time of building permit. The connection of the homes in the Meridian Heights and Kentucky Ridge subdivisions to the City's water
and sewer systems will necessitate the decommissioning and reclamation of two sewer lagoons which are owned and operated by
the Meridian Heights Water & Sewer District. If the existing homes in Meridian Heights and Kentucky Ridge subdivisions are
connected to the City of Meridian's water and sewer collection systems, the property owners will be required to pay their monthly
water and sewer service fees which include a base fee and a usage fee. Properties within the Meridian Heights Water & Sewer
District that receive both sewer and water service currently pay $70 per month for those services. If the annexation is approved,
the City of Meridian will collect Fees for water, sewer, and trash in this area. The base fee for water is $1.86 per 1,000 gallons plus a
$5.38 monthly administration fee. The base fee for sewer is $5.43 per 1,000 gallons plus an $8.48 per month administration fee.
These fees adequately cover the Operat and Maintenance costs for providing the ser f ~. As such, annexation of the area will
have little financial impact on the City's Water and Sewer Enterprise Fund Operation and Maintenance Budget.
PROPERTY TAX IMPACT
Properties in the proposed annexation area are currently assessed property taxes by: Ada County, The Meridian Rural Fire District,
Emergency Medical, Ada County Highway District, Joint School District #2 (Schools), Meridian Library District, Meridian Cemetery
District, Pest Extermination, Meridian Rural Fire District, Meridian Heights Water & Sewer District, Mosquito Abatement, Western
Ada Recreation District (Recreation), and College of Western Idaho. If the subject properties are annexed, the properties will still be
assessed taxes, at the same levy rates, by: Ada County, Emergency Medical, Ada County Highway District, Joint School District #2
(Schools), Meridian Library District, Meridian Cemetery District, Mosquito Abatement, Western Ada Recreation District
(Recreation), and College of Western Idaho. Shortly after annexation into the City of Meridian, the Meridian Rural Fire District, Pest
Extermination, and Meridian Heights Water and Sewer District property taxes will be removed from tax bills and be replaced with
the City of Meridian tax. The chart below compares the current Meridian Heights Water & Sewer District taxing district structure
with the taxing structure after annexation into the City of Meridian (estimated using 2012 tax levy rates.)

LAND USE PLAN AND PROPOSED ZONING
The City of Meridian Comprehensive Plan Future Land Use Map designates the proposed annexation area as: 1) Low Density
Residential and 2) Medium Density Residential. The proposed zoning designations for the area are R-4 (Medium low-density
residential) and R-8 (Medium-density residential) which are consistent with the Future Land Use Map. The proposed zoning
designations are based on the Future Land Use Map designations, current densities and lots sizes within the existing subdivisions,
zoning of other parcels in the area, and probable suitable future uses and densities.

comprised of the lots in the Meridian Heights
Subdivision, the lots in the Kentucky Ridge Estates Subdivision, lands owned by the Meridian Heights
Sewer & Water District, and multiple other parcels owned by the Centers, Hansen, and Tewalt families.
The lands proposed for annexation are generally located south of W. Victory Road, east of S. Linder
Road, and west of State Highway 69 (S. Meridian Road). A vicinity map and exhibit showing the
proposed annexation area is included in Appendix A.
This plan provides information to property owners, current and potentially future residents of the City of
Meridian, and other interested parties about anticipated changes in taxes, fees, zoning, and services
should the subject properties be annexed into the City.
II. Idaho Code
Idaho Code §SO-222 describes the necessary procedures for, and different categories of, annexation by
cities in the State of Idaho. The annexation proposed by the City of Meridian is subject to the rules and
requirements of a Category B annexation; the subject lands contain more than one hundred separate
private ownerships and platted lots where landowners owning more than fifty percent of the area have
consented to the subject annexation. Category B annexations require the City to prepare an Annexation
Plan which includes, at a minimum, the following elements:
(A) The manner of providing tax-supported municipal services to the lands proposed to be annexed;
(B) The changes in taxation and other costs, using examples, which would result if the subject lands
were to be annexed;
(C) The means of providing fee-supported municipal services, if any, to the lands proposed to be
annexed;
(D) A brief analysis of the potential effects of annexation upon other units of local government which
currently provide tax-supported orfee-supported services to the lands proposed to be annexed; and
(E) The proposed future land use plan and zoning designation or designations, subject to public hearing,
for the lands proposed to be annexed.
The subsequent sections of this Annexation Plan address the requirements of Idaho Code §50-222.
III. Tax Supported Municipal Services
Police
As unincorporated land within Ada County, the owners of the property within the proposed annexation
area are currently served by the Ada County Sheriff's Department. If the proposed annexation is
approved the Meridian Police Department (MPD) will serve this area.
Meridian Police Department services will extend to the proposed
annexation area but not without adjustment to current staffing
requirements, some immediately. In 2008, when discussions first
started about annexing property in this area, code enforcement
officers were asked to document the code violations of Meridian
City ordinances. Officers found 75 properties with violations. In
2012, officers were asked to reevaluate the area. Very few
compliance changes were seen. If a decision is made to annex this
property and to "grandfather" all existing violations in the area as non-conforming uses and/or
structures, MPD will need to have the entire team of five code officers including their supervisors,
document each property parcel in this annexation to form a baseline on what violations are
grandfathered, so MPD can protect existing homeowners and address any new violations that may come
up in the future. This work will take time and will need to start upon annexation. Code officers will
continue to work in the communities as needed.
As MPD looks at patrol officer staffing levels, this annexation will trigger a need for more patrol officers
sooner than later. This is an established group of subdivisions with a researchable history of calls for
service that have been handled thru the Ada County Sheriff's Office. An annexation of this size would
include 305 homes with 805 estimated new Meridian residents (305 X 2.63). The Meridian Police
Department assigns its staff and resources according to a system of two different geographical areas
coupled with crime analysis data. MPD can anticipate additional call load and calculate the demands
that will be placed on current police resources. To ensure adequate resources, the Police Department
may be required to submit a budget enhancement for the fiscal budget year 2015.
In addition to police responses to calls for service through the E911 and non-emergency dispatch
system, many other police services will be extended to the communities' residents. Existing patrol
officers and specialized patrol traffic teams will help to reduce vehicle accidents and enhance safety.
MPD is also able to provide crime prevention resources, school resource officers, crime analysis data
and assistance, victim witness coordination, anti-drug education resources, a Criminal Investigation
Division to examine any crimes that may take place, and Code Enforcement services to help resolve
problems and enhance the quality of life as it relates to peace and safety of the community. As our
population continues to grow, we will need to increase these resources for residents.
Fire and Emergency Medical Services
The lands proposed to be annexed are currently served by the Meridian Fire Department under a Joint
Powers Agreement with the Meridian Rural Fire Protection District. Fire Station 1, located at 540 E.
Franklin Road, currently serves this area. In 2015, Fire Station 6, located near the Ten Mile/Overland
intersection, is expected to be built. In addition, the area of Meridian Road south of I-84 between
Victory Road and Lake Hazel Road is currently in the Fire Department
long term master planning for a future fire station location to better
serve this area.
Annexation of the proposed lands would reduce the tax revenues
collected by the Rural Fire District, which would be offset by a
formulaic reduction in the amount the District pays to the City to
provide fire services.
Coordination with Public Works will occur to ensure any changes or additions to water delivery systems
support adequate fire flow.
Emergency Medical Services (EMS) will continue to be provided by the Meridian Fire Department and
Ada County Paramedics; no change is proposed to this service.
Parks and Recreation
Parks and recreation services are currently
provided in this area by the Ada County
Department of Parks and Waterways. All
existing City parks and pathways are
available for use by the residents of the
area to be annexed. Recreation programs,
such as adult sports, are available to City
residents at a discount compared to County residents (see the Fee Supported Municipal Services section
below for more information on Recreation programs.)
The City currently has a 19-acre Community Park, Bear Creek Park, located approximately %:mile north
of the area to be annexed. The City also has two public Neighborhood Parks in South Meridian, namely
Gordon Harris Park (11 acres, located near Mountain View High School) and Renaissance Park (6.5 acres,
located in Tuscany Subdivision).
There is a Park System Master Plan that identifies future park needs and sites for all of the area of
impact; that plan will be updated in 2014. The City's Future Land Use Map shows a future park just
south of the properties proposed for annexation, northwest of the Amity/Meridian intersection. The
City currently owns a 77-acre site for a future major park in South Meridian, % mile east of Locust Grove
Road on Lake Hazel Road. No new City parks will need to be planned as a result of the proposed
annexation.
C
Street Lighting
The City understands that the existing street lights in this area are owned, maintained and operated by
the Meridian Heights Sewer & Water District. If the subject lands are annexed, the City of Meridian
would take over the operation and maintenance of the lights. The City finances the operation and
maintenance of streetlights through General Fund revenues via the assessment and collection of
property taxes. All properties being annexed would pay City of Meridian property taxes and thus would
fund the operations and maintenance (0&M) costs for the acquired street lighting. The City will incur
additional O&M costs for the street lighting it inherits in the Kentucky Ridge and Meridian Heights
subdivisions, along with any new lights installed in the future. The minimal amount of staff time
required to oversee the street lights in this area will be able to be absorbed by existing City staff.
IV. Fee Supported Municipal Services
Public Works
Sewer
The annexation of the Meridian Heights and Kentucky Ridge
subdivisions will require design and installation of a sewer main to
connect the two subdivisions to the City of Meridian's sewer
system. The connection of the Meridian Heights and Kentucky Ridge
subdivisions to the City of Meridian's sewer system will necessitate
the decommissioning and reclamation of two sewer lagoons which
are owned and operated by the Meridian Heights Water & Sewer
District (MHWSD). The remaining properties being annexed
(Hansen, Tewalt, Centers and the Meridian Heights Water & Sewer
District properties) are undeveloped or underdeveloped. As such,
no extension of sewer services will be made by the City to the
undeveloped or underdeveloped properties. Rather, future development of these properties will require
extension and connection of those properties to the City of Meridian's sewer collection system by the
property owner at the time of development, as is required in other property development cases
citywide. However, if a septic system on an underdeveloped property fails, prior to further
development, and the property is within 300 feet of the City's sewer system, the residence will be
required to connect to the City's sewer collection system.
Annexation of the subject properties should result in fewer administrative burdens because the City will
be undertaking all of the permitting obligations, rather than the City having to deal with the County and
State for building and plumbing permits.
Capitol Expenditures:
The financial and performance responsibilities of connecting the Meridian Heights and Kentucky Ridge
subdivisions to the City of Meridian's sewer collection system will be borne by a developer, whose
property will also be annexed under this proposal (Centers). The City of Meridian's participation and
review of the design and installation of the connection will be minimal. Upon the physical connection of
the existing homes in the Meridian Heights and Kentucky Ridge subdivisions to the City's sewer system,
full sewer hook-up fees in the amount of $2749 will be paid to the City of Meridian by the Meridian
Heights Water & Sewer District. Any new home, and any home not being hooked-up as part of this
annexation, will be required to pay their individual hook-up fees through the building permit process.
The Meridian Heights Water & Sewer District will bear the responsibility and cost for decommissioning
and reclaiming the sewer lagoons. The City of Meridian's participation and review of the lagoon
decommissioning will be minimal. As such, annexation of the area will have little financial impact on the
City's Sewer Enterprise Fund Capital Program.
Opemtians & Mnintenance:
Once the existing homes in Meridian Heights and Kentucky Ridge subdivisions are connected to the City
of Meridian's sewer collection system, the property owners will be required to pay their monthly sewer
services fee which includes a base fee and a usage fee. Properties within the Meridian Heights Water &
Sewer District that receive both sewer and water service currently pay $70 per month for those services.
If the annexation is approved, the City of Meridian will collect fees for water, sewer, and trash in this
area. The base fee for sewer is $5.43 per 1,000 gallons plus $8.48 per month administration fee. An
average monthly sewer bill based on $5,000 gallons is $35.63. This fee adequately covers the Operation
and Maintenance costs for providing the service. As such, annexation of the area will have little financial
impact on the City's Sewer Enterprise Fund Operation and Maintenance Budget.
Water
The annexation of the Meridian Heights and Kentucky Ridge
subdivisions will require design and installation of a 12"
water main to connect two subdivisions to the City of
Meridian's water system. The remaining properties being
annexed (Hansen, Tewalt, Centers and the Meridian Heights
Water & Sewer District properties) are undeveloped or
underdeveloped. As such, no extension of City water services
will be made to the undeveloped or underdeveloped
properties. Rather, future development of these properties

Operntrons & Mnintennnce
Once the existing Meridian Heights and Kentucky Ridge subdivisions are connected to the City of
Meridian's water distribution system, the property owners will be required to pay their monthly water
services fee which includes a base fee and a usage fee. Properties within the Meridian Heights Water &
Sewer District that receive both a sewer and water service currently pay $70 per month for those
services. If the annexation is approved, the City of Meridian will collect fees for water, sewer, and trash
in this area. The base fee for water service is $1.86 per 1,000 gallons plus a $5.38 monthly
administration fee. An average monthly City of Meridian water bill based on using 8,000 gallons of water
is $20.26. This fee adequately covers the Operations and Maintenance costs for providing the service.
As such, annexation of the area will have little financial impact on the City's Water Enterprise Fund
Operations and Maintenance Budget.
Street Lighting
All existing street lights within the annexation area are operated and
maintained by the Meridian Heights Water & Sewer District. The City of
Meridian would inherit all infrastructure and associated responsibilities
upon annexation. No additional street lights are anticipated along the
roads in Kentucky Ridge and Meridian Heights. However, additional lights
might be added in the future as part of the City's on-going efforts to
improve street lighting in prioritized areas. Installation of such lights
would be paid for via the City's existing Annual Street Lighting Capital
Enhancement Program which is financed from the City's General Fund
(tax supported.) With the development of the other lands subject to this
annexation, the City will require new street lights be installed consistent
with City code and policies.
Ground Water /Air Quality /Stormwater Programs
Public Works undertakes a number of ongoing City wide environmental
programs including groundwater, Stormwater and air quality. These programs
are either mandated by the state or federal government through permits or
special funding or provided via nexus. These environmental programs will be
extended into newly annexed areas of the City. Ground water and
Stormwater activities are addressed on a regional or site-by-site basis and
there is no anticipated additional workload due to the subject annexation.
Drainage
Several parcels contain drains and irrigation canals which occasionally have issues to be resolved. In
addition, several parcels are within the floodplain. The City will be required to provide floodplain
management of existing and any future development within these areas. Minor staff time will be
required to review development applications and to resolve floodplain management and drainage
issues. These activities can be managed with existing staff when development review applications are
filed.
Solid Waste
The contracted trash hauler, Republic Services, is the same for both the City
of Meridian and Ada County. The City of Meridian contracts with Republic
Services to provide weekly trash service and biweekly recycle service to
residents for $17 per month. The trash/recycling service is billed on the
monthly utility bill with sewer and water. The current City rate of $17 is
slightly less (about 37 cents) than residents in this area currently pay I
through Ada County. The City, through Republic Services, also offers smaller
carts (36- or 65-gallon) at a lower monthly cost. Republic Services also offers
grass clippings recycling collection for a subscription fee to Meridian ~~
citizens. Republic Services does not offer this program in unincorporated
County. Meridian does not provide unlimited residential trash collection -Ada County does. However,
the same materials are collected in Meridian's curbside recycling program. The City of Meridian offers
weekly Household Hazardous Waste Collection. Ada County offers FRI-SAT hours at the Landfill's
Hazardous Waste Collection Facility. Other solid-waste related services include:

The proposed annexation will improve solid waste collection efficiencies by providing contiguous
collection of trash and recycling for residential customers in the vicinity of the proposed annexation. Co-
mingling City and County residential solid waste requires cost and volume allocations which can be
inaccurate and lead to inequities in billing. The proposed annexation will require staff resources to
determine ownership and billing status for all of the current residential properties. The City will then
provide notification to the affected properties and work with Ada County, Republic Services and City
Utility Billing staff to setup customer accounts for all of the subject properties. The City's Franchise
Agreement with Republic Services, Inc. requires service in annexed areas to be initiated 90 days after
the date of the annexation approval. Because Republic Services is the current waste provider to the
County and the City, a seamless continuance of waste services is anticipated.
Parks and Recreation
Recreation programs, such as adult sports, are available to City residents at a discounted fee compared
to County residents. Sports leagues including Spring Softball, Summer Outdoor Volleyball, and Fall
Softball are played in Bear Creek Park. In addition, the City offers children's summer camp programs at
Siena K-8 School in South Meridian.
Community Development
Building Services
If the proposed annexation is approved new construction,
building modifications, fences, and various other building
activities will require permits and inspections through the
Meridian Building Department. The City of Meridian realizes
that some structures and uses that were allowed under Ada
County Code may be in conflict with City of Meridian
standards. As long as these buildings or additions do not
represent alife/safety threat they will be allowed to remain.
All new construction or additions proposed after annexation
will need to comply with Building Services' standards, fees
and codes.
Land Development Services
Upon annexation of the proposed area all subdivision of land and installation of new public
infrastructure will be subject to City of Meridian codes and polices. City of Meridian Land Development
Services plays an integral role in the subdivision review and approval process. There are various fees
related to the subdivision and land development process that are required to support the City's goal of
orderly growth.
Planning
The City of Meridian Planning Division is the primary point of contact for issues and questions related to
property setbacks, home occupations, in-home daycares, and various other items governed by the City
of Meridian Unified Development Code (UDC). There are likely uses and structures within the prosed
annexation area that do not comply with current Meridian code. Any existing structure or activity that is
being conducted on properties within the proposed annexation area that is legal under Ada County code
will be "grandfathered", if not outright allowed, under City code as an existing non-conforming use or
non-conforming structure provided there is not alife/safety threat. Post annexation all proposed
building additions, expansions, subdivision and the establishment of new uses will require application to
the Planning Division of the Community Development Department.
V. Annexation Consistent with Providing Services
All of the services previously described in the plan are services provided in concert with urban-level
densities. City of Meridian policy is to not to extend water and sewer systems outside of the municipal
boundaries until properties are annexed into the city. Orderly growth and annexation of areas adjacent
to city limits is consistent with the City of Meridian Comprehensive Plan policies and Meridian City
codes. The City is confident that its service levels will not be degraded as a result of the proposed
annexation.
VI. Changes in Taxation and Other Costs
Praperty Taxes
Properties in the proposed annexation area are currently assessed property taxes by Ada County, The
Meridian Rural Fire District, Emergency Medical, Ada County Highway District, Joint School District #2
(Schools), Meridian Library District, Meridian Cemetery District, Pest Extermination, Meridian Rural Fire
District, Meridian Heights Water & Sewer District, Mosquito
Abatement, Western Ada Recreation District (Recreation), and
College of Western Idaho.
If the subject properties are annexed, the properties will still
be assessed taxes, at the same levy rates, by Ada County,
Emergency Medical, Ada County Highway District, Joint School
District #2 (Schools), Meridian Library District, Meridian
Cemetery District, Mosquito Abatement, Western Ada Recreation District (Recreation), and College of
Western Idaho. Shortly after annexation into the City of Meridian, the Meridian Rural Fire District, Pest
Extermination, and Meridian Heights Water and Sewer District property taxes will be removed from tax
bills (highlighted in yellow below) and be replaced with the City of Meridian tax (highlighted in red
below). The chart below compares the current Meridian Heights Water & Sewer District taxing district
structure with the taxing structure after annexation into the City of Meridian (estimated using 2012 tax
levy rates.)

Based on the 2012 tax levy the City of Meridian would collect approximately $107,000 in property tax
from properties in the proposed annexation area.
Special Assessment
The residents of the Meridian Heights Water & Sewer District will pay a special assessment to repay
bonds anticipated to be issued to pay residents costs to connect their homes to the City's utility
infrastructure and various other expenses pertaining to their district utility. The payment is estimated to
be between $15 and $17 per month and will be billed with the City water/sewer/garbage utility bill.
However, the exact principal, interest rate, and term of the bond issuance are not known at this time.
This estimate is based on an $850,000 bond with a 4.5% - 5.6% interest rate aver a 30-year term.
Other Taxes, Fees and Charges
The City of Meridian collects franchise fees for electric (1%), natural gas (3%~, and cable television (S%).
Ada County currently only collects a franchise fee for cable television (2% of the gross income from
subscribers; County fees would no longer be collected on billings from these companies. If the subject
properties are annexed, City franchise fees would apply.
VII. Effects on Other Units of Local Government Services
As described in the previous sections, property tax levies associated with Ada County Pest
Extermination, Meridian Rural Fire District and the Meridian Heights Water & Sewer and District would
discontinue if the proposed annexation is approved. Fire protection services would be provided by the
City of Meridian Fire Department and water and sewer services would be provided by City of Meridian
Public Works Department; pest extermination is not a service provided to properties within the City.
All of the other units of government mentioned above will continue to levy taxes and provide services;
there will be no change to roads, schools, library, cemetery, or EMS response as part of the proposed
annexation.

VIII. Future Land Use Plan and Proposed Zoning Designations
The City of Meridian Comprehensive Plan Future Land Use Map designates the proposed annexation
area as: 1) Low Density Residential and 2) Medium Density Residential. The proposed zoning
designations for the area are R-4 (Medium low-density residential) and R-8 (Medium-density residential)
which are consistent with the Future Land Use Map designations (see Appendix B).
The proposed zoning designations are based on the Comprehensive Plan Future Land Use Map
designations, the current densities and lots sizes within the existing subdivisions, zoning of other
properties in the area, and probable suitable future uses and densities. Appendix B contains maps of the
Future Land Use Map and proposed zoning designations. The proposed initial zoning is subject to change
based on input from the public during the public hearing process. The public is encouraged to attend the
hearings to give input on the proposed initial zoning.
IX. Purpose of Annexation
1. The proposed annexation will establish political boundaries that will more nearly reflect the true
and existing sociological, economic, cultural, and physical boundaries of the city.
2. The proposed annexation will allow the efficient and economically viable provision of tax-
supported and fee-supported services.
3. The proposed annexation will enable and facilitate the orderly development of lands by allowing
for equitable, cost-effective municipal services to be logically extended within Meridian's Area
of City Impact.
4. The proposed annexation will lead to a unified community and prevent the fragmentation of
local governmental authority and service providers. Fragmentation can cause conflicts of
authority, political irresponsibility, duplication of services, inadequate service levels, lack of
effective area-wide planning and programming, financial inequities and other similar problems.
X. Conclusions
Based on this Annexation Plan, the following conclusions are presented for public review and comment:
(A) The land to be annexed meets the applicable requirements of Idaho Code §50-222 and does not fall
within the exceptions or conditional exceptions contained in that section;
(B) The annexation of land proposed is consistent with the public purposes addressed in this Annexation
Plan;
(C) The annexation is reasonably necessary for the orderly development of the city; and
(D) Municipal services can be provided to the subject area without any negative impactor reduction in
services to existing residents.

The Meridian Heights Water and Sewer District (MHWSD) must hold an election on
November 5, 2013, and approve the dissolution of MHWSD. In the event that the
election is not held or the dissolution of MHWSD is not approved, this Consent shall be
deemed withdrawn.
2. In the event that the dissolution of MHWSD is approved, the City Council of the City of
Meridian must enact an Ordinance of Annexation and Zoning for the Subject Property on
or before the 28th day of February, 2014, for the Subject Property. In the event that the
Annexation Ordinance has not been enacted by said date, this Consent shall be deemed
withdrawn.
3. In the event that the dissolution of MHWSD is approved, the City Council of the City of
Meridian must also enact an Ordinance of Annexation and Zoning for the MHWSD
property, the Centers property, and the rest of the properties which the City has
designated as the area encompassed by the Category B annexation (including the
Kentucky Ridge and Meridian Heights Subdivisions) or before the 28th day of February,

this Consent shall be deemed withdrawn; the Consent is contingent on the annexation of
all properties.
4. Declarant acknowledges that if the Subject Property is annexed into the City of Meridian,

development approvals until such time as Declarant and the City of Meridian execute a
Development Agreement.
Upon the recording of this Declaration of Consent to Annex in the Office of the Ada County
Recorder, this Consent shall be binding upon subsequent purchasers, heirs, or assigns of the

DECLARATION OF CONSENT TO ANNEXATION
I, Merle A. Hansen, as Trustee of The Merle A and F. Laverne Hansen Trust dated May 21,
1992, ("Declarant") being the owner in fee simple of the real property described on Exhibit "A"
("Subject Property"), do hereby consent to the annexation of the Subject Property by the City of
Meridian, Idaho.
Declarant's Consent to Annex is subject to the following conditions:

sewer or water, until such time as the property develops from its existing use at the time
of this consent to annex.
6. Declarant acknowledges that if the Subject Property is annexed into the City of Meridian,
the Ordinance of Annexation and Zoning shall contain a provision prohibiting any
development approvals until such time as Declarant and the City of Meridian execute a
Development Agreement.

election is not held or the dissolution of MHWSD is not approved, this Consent shall be
deemed withdrawn.
2. In the event that the dissolution of MHWSD is approved, the City Council of the City of
Meridian must enact an Ordinance of Annexation and Zoning for the Subject Property on
or before the 28th day of February, 2014, for the Subject Property, unless extended by
mutual agreement. In the event that the Annexation Ordinance has not been enacted by
said date, this Consent shall be deemed withdrawn.
3. In the event that the dissolution of MHWSD is approved, the City Council of the City of
Meridian must also enact an Ordinance of Annexation and Zoning for the MHWSD
property, the Centers property, and the rest of the properties which the City has
designated as the area encompassed by the Category B annexation (including the
Kentucky Ridge and Meridian Heights Subdivisions) or before the 28th day of February,
2014, unless extended by mutual agreement. In the event that such an Annexation
Ordinance has not been enacted by said date, this Consent shall be deemed withdrawn;
the Consent is contingent on the annexation of all properties.
4. After annexation, the Subject Property shall have a valid grandfather right for the existing
farming/agricultural use to continue on the property until such time as it develops from its
existing use at the time of this consent to annex.
It is understood and agreed that the City of Meridian is not going to provide municipal
sewer or water to the Subject Property, or require the current improvements to connect to
sewer or water, until such time as the property develops from its existing use at the time
of this consent to annex.
6. Declarant acknowledges that if the Subject Property is annexed into the City of Meridian,
the Ordinance of Annexation and Zoning shall contain a provision prohibiting any
development approvals until such time as Declarant and the City of Meridian execute a
Development Agreement.
' Upon the recording of this Declaration of Consent to Annex in the Office of the Ada County
Recorder, this Consent shall be binding upon subsequent purchasers, heirs, or assigns of the
Subject Property.
