CITY COUNCIL REVIEW
The applicant or a party of record may request City Council review of a decision of the
Director. All requests for review shall be filed in writing with the Planning Division on or
before November 18, 2013, within fifteen (15) days after the written decision is issued, and
contain the information listed in UDC 11 -5A -6B.
If City Council review of the decision is not requested, the action of the Director represents a
final decision on a land use application. You have the right to request a regulatory taking
analysis under Idaho Code 67-8003.
EXPIRATION
Certificates of Zoning Compliance issued in conjunction with a proposed use shall expire if the
use has not commenced within one year of the date of issuance of the Certificate of Zoning
Compliance.
Certificates of Zoning Compliance issued in conjunction with construction or alteration of a
structure shall expire if the construction or alteration has not commenced within one year of the
date of issuance of the Certificate of Zoning Compliance.
In accord with the above provisions, the subject Certificate of Zoning Compliance is valid until
November 1, 2014.

Prime Commercial Solar Array
Narrative
This project is a 91 panel solar array located at 1406 N. Main St., Meridian, Idaho 83646. The
array will be located in the south parking lot to the right of the front most wing of the building
as shown in the attached site plan. This array will be elevated off the ground 10' with a 2/12
pitch to reduce possible vandalism, as well as to not impede on the existing parking stalls. The
design of the array was chosen by the building owner to enhance the building's aesthetics and
offset its electrical consumption. This design was also approved by Erstad Architects, a local
architectural firm. The array will not be attached to the existing building in any way and will not
be tied in with the building electrical system. All electrical work will be tied directly into Idaho
Power's utility lines. Idaho Power has approved this system, and its interconnection to the grid
as seen in the attached document. This array will have 4 pillars elevating it off the ground and
has been designed, engineered and stamped with the State of Idaho Professional Engineer
stamp of approval for structural design. All structural design information is also attached. As
shown on the attached spec sheet, the solar panels used are black on black, meaning black
frames, black cells and black back sheet to make for a streamlined look as well as visually
appealing appearance. Again, this array will in no way impede with the existing building,
parking, or maneuvering of vehicles through the parking lot. Every aspect of this design has
been thought out to provide the most aesthetically appealing look, functionality, and seamless
integration with the existing workings of the building as it sits now.

RE: Net Metering Application — Prime Commercial Real Estate
Dear Kevin:
This letter is to inform you of the status of your application to interconnect a WW three phase solar
system to Idaho Power's Company s electrical system at 1406 N. Main St., in Meridian, Idaho.
The feasibility review of your Net Metering Project indicated that Idaho Power requires no further
engineering studies or upgrades prior to the interconnection of your Project. You may proceed with your
project.
The requirements for interconnection can be found at www.idahopower.com/netmeterine.
As part of the net metering application process, once installed, the system must pass a state electrical
inspection. Upon completion of the state electrical Inspection, Idaho Power will conduct its own
inspection to verify interconnection requirements have been met. Please contact Idaho Power at 208-
388-2559 after successful completion of the state electrical inspection to schedule the utility Inspection.
Once all inspections are complete, we will request a meter change and transfer the account to a Rate 84,
net metering account.
