The project is located at the southeast corner of West Franklin Road and South Ten Mile Road. Site Conditions and Forecasts The 2035 Planning Functional Classification Map indicates Franklin Road and Ten Mile Road as principal arterials. Figure 1 shows the 2035 planning functional classification of existing and proposed roadways in the vicinity of the site and an explanation is available on the COMPASS website at http://www.compassidaho.org/prodserv/func-maps.htm . Construction is scheduled for FY2016. Please note that the FY2014-2018 TIP has been approved by the COMPASS Board, but is not active until after Federal Highway Administration and Federal Transit Administration approval. Additional information about the TIP can be found at: http_~ww._com~assidahoorg,!prodser~tra_nsim~rovement.htm Access Management There are existing cuts in the curb and sidewalk allowing for right-in/right-out access points on Ten Mile Road, and other movements on Franklin Road. As principal arterials, both Ten Mile and Franklin Roads need to accommodate high levels of traffic as efficiently as possible. High traffic generators in locations such as this one need to create smooth transitions for vehicles moving from arterial traffic to on-site circulation. For this to occur, the driveways/driveway throats on Ten Mile Road, and the westernmost driveway shown on Franklin Road, appear to be far too short. Internal traffic movements could easily create backups that will affect traffic on the arterial streets. Mobility Management The proposed development calls for up to 24 residential units per acre, which is considered transit supportive density. The proposal also calls for mixed-use development, which can potentially reduce the need for automobile travel by concentrating essential services near residential areas. The location is not within a quarter mile of existing transit stops or transit routes. The closest bus stop is approximately 3 miles east at Progress Avenue and Corporate Drive which is an intercity stop for Route 42. The closest existing park and ride facility is located at the Axiom Gym approximately 3 miles east of the development, and is an intercity stop that services Route 40. The Axiom Park and Ride is utilized by carpoolers, and serves several Commuteride vanpools as well. Valley Regional Transit has developed a transit plan titled Va//eyconnect, which establishes a vision for future transit system needs based on short-term growth projections, regional and local land uses, and roadway plans. This plan will help guide future transit investments. The proposed development is in proximity to a planned primary service route along Franklin Road. This route would serve up to 15 minute frequencies and provider service connections from the College of Western Idaho Transfer Center to the Boise Towne Square Mall Transfer Center. This proposed development is also in proximity to the Union Pacific Railroad corridor, which is a future consideration for high capacity transit services across the region. Additionally, a new park and ride facility is in the design phase, and is planned for the southwest corner of the intersection of Ten Mile Road and Overland Road. This future facility will be built to accommodate carpool, vanpool and transit activities. The pre-application notes discuss the requirement of a 5 foot wide sidewalk along Franklin Road. A future sidewalk should consider access issues and spacing for a future bus landing pad in accordance to Valley Regional Transit's Bus Stop Location and Transit Amenities Development Guidelines. At a minimum, landing pads require a solid surface area, contiguous to the street curb, that provide at least 5 feet parallel to the street and at least 8 feet perpendicular to the street. A future bus stop would likely be placed near major intersections (e.g., Franklin Road /Ten Mile Road), and are ideally placed on the far side (e.g., southeast) of intersections. The proposed development is in the Meridian School District boundary, and is within the Peregrine Elementary enrollment area. The proposed development is approximately 1.5 miles from Peregrine Elementary school and is not in a walk-to- school zone. The proposed development is approximately 1 mile from Fuller Park. ITD has the following comments: I. ITD has no objection to the proposed project and requires no mitigation. The project does not generate any more traffic than anticipated from the comprehensive plan. 2. The applicants and the City should be aware that the abutting segment of Ten Mile Road was constructed by the Idaho Transportation Department as part of the Ten Mile Interchange. ITD purchased right-of--way for the interchange construction project and ACHD has not accepted a transfer of responsibility. Until ACHD accepts these parcels, any change in access across ITD property will require an ITD permit and compliance with ITD's access management policy.
