Dear Mr. Hood:
The Community Planning Association of Southwest Idaho (COMPASS)
received the transmittal of the annexation and zoning of 310 acres
south of Victory Road, east of Linder Road, and west of Meridian Road
for Victory South annexation and zoning.
Site Conditions and Forecasts
The 2035 Planning Functional Classification Map indicates State
Highway 69 (Meridian Road) as a principal arterial, Victory Road and
Linder Road as minor arterials. Figure 1 shows the 2035 planning
functional classification of existing roadways and the current city limits
in the vicinity of the proposed area for annexation. An explanation of

Regional Transportation Improvement Program
There are no projects identified in the FY2014-2018 Regional Transportation
Improvement Program (TIP) within the study area. Please note that the FY2014-2018
TIP has been approved by the COMPASS Board, but is not active until after Federal
Highway Administration and Federal Transit Administration approval.

Mobility Management
The proposed annexation location is not within a quarter mile of existing transit stops
or transit routes. The closest bus stop is approximately 1.5 miles north at the Axiom
Gym park and ride facility. This facility is utilized by carpoolers, and serves several
Commuteride vanpools as well as Valley Regional Transit's intercity Route 40.
Valley Regional Transit has developed a transit plan titled Valleyconnect, which
establishes a vision for future transit system needs based on short-term growth
projections, regional and local land uses, and roadway plans. This plan will help guide
future transit investments. The proposed annexation is within a planned flex route
service area, which is designed for neighborhood services in less dense areas.
Additionally, a secondary service route is planned along South Meridian Road, linking
downtown Meridian to the City of Kuna. Secondary service routes provide
neighborhood transportation service with 30 to 60 minute frequencies.
The proposed annexation is in the Meridian School District boundary, and is within
the Mary McPherson Elementary enrollment area. The proposed development is
approximately 2 miles from Mary McPherson Elementary school and is not in a walk-
to-school zone. The proposed development is approximately ~h mile from Bear Creek
Park, which is the nearest public park.

Nampa & Meridian Irrigation District (NMID) has no comment on the above-referenced
application for Annexation.
NMID must approve ail plans dealing with any encroachments within the easement of the
District's Ridenbaugh Canal which eaurses through this project. The easement for the
Ridenbaugh Canal has an easement of one hundred twenty feet (120'); sixty feet (60') each
side of centerline. Any and all encroachments must have approved plans and signed License
Agreement with NMID before construction starts.
All municipal surface drainage must be retained on-site. If any surface drainage leaves the
site, Nampa & Meridian Irrigation District (NMID) must review drainage plans.
