Broadway Avenue Meridian, ID 83642 RE: Southern Highlands Subdivision Annexation, Rezone, and Preliminary Plat Applications Dear Commissioners and City Council Members: On behalf of BHH Investments I, LLC please accept these applications for annexation, rezone, and preliminary plat for the Southern Highlands Subdivision located north of E. Taconic Drive and west of S. Eagle Road. We are requesting annexation to the City of Meridian with an R-4 zone for 124 acres including the City of Meridian well and lift station lots located on the south side of the property along E. Taconic Drive. The preliminary plat application includes a detailed preliminary plat on the west 79 acres with 162 residential lots and 12 common lots. The 45 acres on the east side of the annexation parcel will be preliminary platted as 1 building lot and 1 common lot at this time and will require a detailed preliminary plat prior to development. Annexation and Zoning The Southern Highlands Subdivision is currently zoned RUT in Ada County and is generally irrigated farmland. The site is contiguous to the City of Meridian on the north boundary via the Whitebark Subdivision on E. Amity Road (18.8 acres) originally annexed in 2006 and recently approved for a revised preliminary plat at Meridian Planning Commission on October 17, 2013. The Meridian Comprehensive Plan and Future Land Use Map indicate Low Density Residential (LDR) with a density range of 2 to 4 dwelling per acre. The proposed zoning of R-4 is in conformance with the LDR designation. For the 79 acre portion, a Development Agreement will be processed indicating 12,000 square foot minimum lot size, 2,000 square foot minimum home size, and a maximum residential lot count of 162 building lots on the 79 acres for a gross density of approximately two (2) dwelling units per acre. The 45 acre portion of the site will not be subject to the 12,000 square foot lot minimum, but will be subject to the standard R-4 zone dimensional standards of 8,000 SF minimum lot size and a provision will be provided in the Development Agreement regarding a contribution to a Neighborhood Park. Based on the site geometry, the city park requirement, and other open space requirements, this portion of the site is estimated to yield approximately 115-120 lots (2.6-2.7 dwelling units per acre) if developed in accordance with the R-4 zone standards. Sewer Service The Southern Highlands Subdivision will be serviced by an existing 8 -inch sewer main at the Estancia Subdivision on Amity Road northeast of the site through a utility easement on the Whitebark Subdivision and existing Amity Road right-of-way. Ultimately, a City sewer trunk system will be constructed to our site in the future by others. For immediate sewer service, City staff has indicated 214 sewer services are available on a first-come, first- serve basis for the Whitebark Subdivision, 40 acres to the northeast of our site, and the acreage within the Southern Highlands Subdivision. Water Service The Southern Highlands Subdivision will be serviced by an existing 12 -inch water main at the Estancia Subdivision on Amity Road through a utility easement on the Whitebark Subdivision and existing Amity Road right-of-way. In addition, the City of Meridian has a well site on the southern boundary. The two service locations will be looped for the required dual connections for any phasing of the development over 25 residential lots. Pressure Irrigation Primary pressure irrigation will be provided by Nampa -Meridian Irrigation District (NMID) via a new head gate on the Beasley Lateral at the northwest corner of Taconic Drive and Eagle Road. The current conceptual design calls for a pump station and gravity overflow to the Ten Mile Creek at this location. The exact design will be finalized with development plans and the first phase final plat for the Southern Highlands Subdivision. Roadways and Stq!1B Drainage The site is immediately accessible by E. Taconic Drive previously constructed as an offsite residential collector for the Blackrock Subdivision (44 lots) in 2007. The existing roadway consists of 25 feet of pavement with borrow ditches and a landscape berm on bother sides of Taconic. The Southern Highlands Subdivision will improve the Taconic Drive cross section to add approximately 5 feet of pavement and curb adjacent to the 79 acre portion of the site. We are requesting a waiver of the sidewalk on the north side of Taconic due to the substantial mature landscaping that would be required to be removed to accommodate a detached sidewalk in this area. The south side of Taconic has an existing 10 -foot -wide paved pathway for the entire length to Eagle Road that will be connected to the north side of Taconic via cross walks at various locations. The interior of the Southern Highlands subdivision will be accessible via public roadways designed to ACHD and City standards and will have an 8 -foot -wide planter strip adjacent to all internal roadways. Storm drainage will be mitigated by detention/retention ponds and/or underground seepage bed disposal in accordance with ACHD design criteria. Parks and Open Space The Future Land Use Map indicates a public "Neighborhood Park" in the Taconic Drive vicinity. The Meridian Park Department has defined a "Neighborhood Park" as a minimum of 7 acres. We have indicated a 7 acre public park on the preliminary plat designed to eliminate residential building lots backing up to it. The City Park is located at the southeast corner of the 79 acre portion of development on Taconic Drive for collector road accessibility. The 7 acre park will be split into a "Phase 1" of approximately 3.6 acres on the 79 acre portion of development and a "Phase 2" of approximately 3.4 acres on the 45 acre portion of future development. The internal design of the park site is not known at this time, but ample room exists for City Park amenities such as practice fields, pathways, sports courts, and parking areas. We are currently in the conceptual planning stage with the City of Meridian Parks and Recreation Department. The 79 acre portion of the site also has a separate 2 acre park centrally located with a "private" pool and other amenities, to be maintained by the Southern Highlands Homeowners Association. As such, the 79 acre portion of the site has the following open space statistics: 8 -foot -wide Planter Strips: Private Park: Pathway and other Common: Public Park: Subtotal 3.39 acres or 4.3% 2.00 acres or 2.5% 2.95 acres or 3.7% 3.57 acres or 4.5% 11.91 acres or 15.1% The 45 acre future development portion of the site does not have an exact site plan but will have at a minimum the following open space: Public Park: 3.43 acres or 7.6% Taconic Landscaping: 1.1 acres or 2.4% Ten Mile Creek Common Lot: 2.0 acres or 4.4% Subtotal 6.5 acre or 14.5% (plus internal open space) Total 18.44 acres on 123.4 acres or 14.9% (++) As such, the Southern Highlands Subdivision far exceeds the minimum required open space of 10%. Site amenities within the 79 acre portion include an approximately 2,000 SF community pool, a pool house, playground, picnic shelter, and 15%+ open space. The community pool will also be available for use by the adjacent Blackrock Subdivision residents for a nominal fee. Subdivision Design — Special Features The Southern Highlands Subdivision is directly adjacent to the existing developed Blackrock Subdivision of 44 lots ranging in size from '/2 to 1 acre in size on the southwest property line. The Blackrock Subdivision was developed in 2006 under the Ada County "non-farm" ordinance with 1/2 acre minimum lot sizes and is located on a ridge 20-40 feet above the Southern Highlands Subdivision. As such, the Southern Highlands Subdivision design incorporates 25,000 SF minimum lots adjacent to existing Blackrock Subdivision lots and the grading plan will dictate the Southern Highlands building pad elevations will range from 18 to 25 feet below the first floor elevations of the adjacent Blackrock homes. In addition, the Southern Highlands Subdivision will have 4 lots directly accessible through the Blackrock Subdivision in the northwest corner on a cul-de-sac (Hyper Drive) on the ridge overlooking the remainder of the Southern Highlands Subdivision. These lots range in size from '/2 acre to 1 acre, consistent with Blackrock Subdivision lot sizes. The 4 lots are also connected to the remainder of the Southern Highlands Subdivision via a pathway along the Pierce Lateral easement. Variances The site design for the Southern Highlands Subdivision exceeds the minimum requirements of the R-4 zoning ordinance and no variances are requested with this application. Summary The proposed annexation and preliminary plat applications for the Southern Highlands Subdivision carefully considered all aspects of the Meridian Zoning Ordinance, the Meridian Comprehensive Plan, site location, surrounding neighborhoods, and the housing market in Meridian to develop a high-quality residential development that exceeds the minimum development standards.
