Applebee's Facade ImprovementsCERTIFICATE OF ZONING COMPLIANCE REPORT e,1et-k IDIAN�-- IDAHO DATE: October 4, 2013 TO: Apple Idaho, LLC FROM: Kristy Vigil, Assistant City Planner SUBJECT: Applebee's Facade Improvements - CZC-13-130 and DES -13-116 OWNER: GS II Meridian Crossroads, LLC DESCRIPTION OF APPLICANT'S REQUEST The applicant, Apple Idaho, LLC, requests Certificate of Zoning Compliance (CZC) and Design Review (DES) approval to add a stone facade to the entrance of the building and add new awnings on the north, south, and front elevations of the building in the C -G zoning district. The site is located at 1460 N. Eagle Road. DECISION The applicant's request for Certificate of Zoning Compliance and Design Review is approved with the conditions listed in this report. Note: This is not a building permit. Please contact Building Services at (208) 887-2211 to verify if you need a building permit and/or inspection. If you do need a building permit, you must complete that process before you commence the use or construction. As part of the application submittal, you will need to provide one set of the final, stamped "approved" Planning Division plans, stamped and signed by the architect and/or civil engineer as applicable. You must provide these plans in PDFformat and hardcopy as specified in the Building Services "Plan Intake Checklist" and include them with your building submittal set. Please contact Building Services for additional details about building permits and inspections. Process Conditions of Approval 1. No signs are approved with this application. Prior to installing any signs on the property, the applicant shall submit a sign permit application consistent with the standards in UDC Chapter 3 Article D and receive approval for such signs. 2. The applicant shall complete all improvements related to public life, safety, and health as set forth in UDC 11 -5C -3B. A surety agreement may be accepted for other improvements in accord with UDC 11 -5C -3C. 3. The approved elevations may not be altered without prior written approval of the City of Meridian Planning Division. 4. The elevations prepared by Rafal A. Banik on September 6, 2013, labeled A2, are approved (stamped "approved" on October 4, 2013 by the City of Meridian Planning Division) with no changes. Conditions Document I Applebee's Facade Improvements - CZC43-130 and DES -13-116 5. The applicant shall complete all required improvements prior to issuance of a Certificate of Occupancy. It is unlawful to use or occupy any building or structure until the Building Official has issued a Certificate of Occupancy. Ongoing Conditions of Approval 1. The applicant and/or assigns shall have the continuing obligation to provide irrigation that meets the standards as set forth in UDC 11-3B-6 and to install and maintain all landscaping as set forth in UDC 11-313-5, UDC 11-313-13 and UDC 11-313-14. 2. The project is subject to all current City of Meridian ordinances and previous conditions of approval associated with this site (CZC-02-057 and Certificate of Zoning Compliance approval from 2000). 3. The issuance of this CZC does not release the applicant from any previous requirements of the other permits issued for the site. 4. The applicant and/or property owner shall have an ongoing obligation to prune all trees to a minimum height of six feet above the ground or sidewalk surface to afford greater visibility of the area. 5. The applicant has a continuing obligation to comply with the outdoor lighting provisions as set forth in UDC 11-3A-11. 6. The applicant and/or property owner shall have an ongoing obligation to maintain all landscaping and constructed features within the clear vision triangle consistent with the standards in UDC 11-3A-3. CITY COUNCIL REVIEW The applicant or a party of record may request City Council review of a decision of the Director. All requests for review shall be filed in writing with the Planning Division on or before October 21, 2013, within fifteen (15) days after the written decision is issued, and contain the information listed in UDC 11 -5A -6B. If City Council review of the decision is not requested, the action of the Director represents a final decision on a land use application. You have the right to request a regulatory taking analysis under Idaho Code 67-8003. EXPIRATION Certificates of Zoning Compliance issued in conjunction with a proposed use shall expire if the use has not commenced within one year of the date of issuance of the Certificate of Zoning Compliance. Certificates of Zoning Compliance issued in conjunction with construction or alteration of a structure shall expire if the construction or alteration has not commenced within one year of the date of issuance of the Certificate of Zoning Compliance. Eagle Road Meridian, ID 83642 PROJECT NARRATIVE Meridian June 26", 2013 Apple American Group LLC, the Franchisee of Applebee's International restaurants, is embarking on the 2013 revitalization program for their local restaurants. The purpose of the program is to upgrade existing restaurants by creating a fresh, updated presentation that reflects the new corporate imaging, including interior and exterior store modifications and signage. The following minor revisions to the exterior elevations and interior cosmetic changes are proposed in order to accomplish the upgrades: • Replace existing striped vinyl awnings with new red apple graphic vertical awnings accented with black horizontal cross bars. The new awnings will be lighted by a concealed LED light strip located in the channels of the two horizontal cross bars. To be permitted through our sign company. • All existing wall signs will be replaced with the new image "Applebee's" logo signs. These are internally illuminated channel letters. These will be submitted and permitted through our sign company. • An addition of a stone fagade at the entrance of the building. The stone will be applied directly to the current brick per manufacturer specifications. • The existing gooseneck accent lights located above the awnings will be removed and replaced with an exterior wall sconce accent light between the awnings. • Repaint the building trim and exterior elements • The interior remodel will not affect any mechanical, electrical, plumbing or structural systems but consist of cosmetic changes including paint, wall dress, upholstery and replacement of light fixtures. • There will be no changes to the footprint of the building. We desire to complete this revitalization in early November. Our goal is to close on Sunday night Nov. 3rd, and to re -open on Wednesday Nov. 6th, 2013. Applebee's is embarking on thein 2013 remodel plan, and our Applebee's there in Meridian will be getting a Facelift We hope to begin the remodel on Sunday night Nov. 3', and be complete on Wednesday Nov. 6'. This letter will be specific to the Applebee's on 1460 N. Eagle Road. We wanted to address how our proposal meets the approval criteria for the slight design change at the entrance of our building. Our goal is to meet your mission of "a vibrant and caring community that promotes itself as a premier place to live, work, and raise a family". The new design elements that we are proposing to change, a stone fagade entrance, which would entail adding stone per the manufacturer specifications, to the existing brick at the front entrance. We would also propose a new style awning that updates the look to the building, along with the new Applebee's logoed signs. Architectural elements- The new stone entrance will break-up the brick walls on either side of it, and will make the entrance of the building really "pop". The new stone tower will incorporate durable materials that promote the buildings permanence and perception of quality. The quality of the stone will create a facade that provides a range of visual experience and a sense of permanence. The quality of the awnings will also stand the test of time. We have completed this same remodel at over 200 Applebee's that we operate, and we hear from the citizens of each city how the building looks so much more updated from that old 80's look.
