DESCRIPTION OF APPLICANT'S REQUEST
The applicant, Linder Springs, LLC, requests Certificate of Zoning Compliance (CZC) and
Design Review (DES) approval of a construction of four multi -family buildings (A, N, O, & P)
consisting of 32 dwelling units, a clubhouse building (building Q) with a fitness center, a dog
play park, children's play structure, and common open space on 6.84 acres of land in the C -G
zoning district.
The site is located at 1465 W. Deer Crest Street.
DECISION
The applicant's request for Certificate of Zoning Compliance and Design Review is approved
with the conditions listed in this report.
Note: This is not a building permit. Please contact Building Services at (208) 887-2211 to
verify if you need a building permit and/or inspection. If you do need a building permit, you
must complete that process before you commence the use or construction. As part of the
application submittal, you will need to provide one set of the final, stamped "approved"
Planning Division plans, stamped and signed by the architect and/or civil engineer as
applicable. You must provide these plans in PDF format and hardcopy as specified in the
Building Services "Plan Intake Checklist" and include them with your building submittal set.
Please contact Building Services for additional details about building permits and
inspections.
General Conditions of Approval
1. 100 Watt and 250 Watt, high-pressure sodium street lights shall be required on all public
roadways per the City of Meridian Improvement Standards for Street Lighting. All
street lights shall be installed at developer's expense. Final design shall be submitted as
part of the development plan set for approval. Applicant shall also include the location
of any existing street lights in the development plan set. Street lighting is required at
intersections, corners, cul-de-sacs, and at a spacing that does not exceed that outlined in
the Standards. The contractor's work and materials shall conform to the ISPWC and the
City of Meridian Supplemental Specifications to the ISPWC.
2. Prior to occupancy of the first building the applicant shall submit a recorded document
addressing the maintenance of all common areas.

Site Conditions of Approval
1. The applicant shall construct all proposed fencing and/or any fencing required by the
UDC, consistent with the standards as set forth in UDC 11-3A-7 and 11 -3A -6B.
Process Conditions of Approval
1. No signs are approved with this application. Prior to installing any signs on the property,
the applicant shall submit a sign permit application consistent with the standards in
UDC Chapter 3 Article D and receive approval for such signs.
2. The applicant shall complete all improvements related to public life, safety, and health
as set forth in UDC 11 -5C -3B. A surety agreement may be accepted for other
improvements in accord with UDC 11 -5C -3C.
3. Upon installation of the landscaping and prior to inspection by Planning Division staff,
the applicant shall provide a written certificate of completion as set forth in UDC 1I -
3B -14A.
4. The site plan prepared by The Land Group on September 20, 2013, labeled C 1.00,
C1.01, and C1.02, is approved (stamped "approved" on September 25, 2013 by the City
of Meridian Planning Division) with no changes
5. The landscape plan prepared by The Land Group on September 20, 2013, labeled L1.01,
L1.02, L1.50, and L1.51, is approved (stamped "approved" on September 25, 2013 by
the City of Meridian Planning Division) with no changes
6. The approved site plan, landscape plan and/or elevations may not be altered without
prior written approval of the City of Meridian Planning Division.
7. The elevations prepared by Glancey Rockwell & Associates on August 81h and August
19th, 2013 and September 30, 2013, labeled A-0.2, A-2.1, A-2.2, and R-1.0, are
approved (stamped "approved" on September 25, 25013 by the City of Meridian
Planning Division) with no changes.
8. The applicant shall pay any applicable impact fees prior to the issuance of a building
permit.
9. If any changes must be made to the site plan to accommodate ACHD requirements, the
applicant shall submit a new site plan to the City of Meridian Planning Division for
approval prior to issuance of the building permit.
10. The applicant shall complete all required improvements prior to issuance of a Certificate
of Occupancy. It is unlawful to use or occupy any building or structure until the
Building Official has issued a Certificate of Occupancy.
11. If the subject property is part of a final plat that has not yet recorded, the applicant shall
be responsible for all plat improvements prior to release of Certificate of Occupancy for
the first structure within such plat.
Ongoing Conditions of Approval
1. The applicant and/or assigns shall have the continuing obligation to provide irrigation
that meets the standards as set forth in UDC 11-313-6 and to install and maintain all
landscaping as set forth in UDC 11-3B-5, UDC 11-3B-13 and UDC 11-313-14.
2. The project is subject to all current City of Meridian ordinances and previous conditions
of approval associated with this site (CUP -13-008, FP -13-032, FP -12-019, FP -10-007,
FP -08-001, PP -07-011, CUP -03-008, DA 103137116, and 107145935).
3. The issuance of this CZC does not release the applicant from any previous requirements

of the other permits issued for the site.
4. The applicant and/or property owner shall have an ongoing obligation to prune all trees
to a minimum height of six feet above the ground or sidewalk surface to afford greater
visibility of the area.
5. The applicant shall have an ongoing obligation to maintain all pathways.
6. The applicant has a continuing obligation to comply with the outdoor lighting provisions
asset forth in UDC 11-3A-11.
7. The applicant and/or property owner shall have an ongoing obligation to maintain all
landscaping and constructed features within the clear vision triangle consistent with the
standards in UDC 11-3A-3.
8. The applicant and/or assigns shall have the continuing obligation to meet the specific
use standards for the proposed use as set forth in UDC 11-4-3-27.
CITY COUNCIL REVIEW
The applicant or a party of record may request City Council review of a decision of the
Director. All requests for review shall be filed in writing with the Planning Division on or
before October 10, 2013, within fifteen (15) days after the written decision is issued, and
contain the information listed in UDC 11 -5A -6B.
If City Council review of the decision is not requested, the action of the Director represents a
final decision on a land use application. You have the right to request a regulatory taking
analysis under Idaho Code 67-8003.
EXPIRATION
Certificates of Zoning Compliance issued in conjunction with a proposed use shall expire if the
use has not commenced within one year of the date of issuance of the Certificate of Zoning
Compliance.
Certificates of Zoning Compliance issued in conjunction with construction or alteration of a
structure shall expire if the construction or alteration has not commenced within one year of the
date of issuance of the Certificate of Zoning Compliance.
In accord with the above provisions, the subject Certificate of Zoning Compliance is valid until
September 25, 2014.

In accordance with the conditions attached to CUP -13-008, the following is the narrative
required for the Certificate of Zoning Compliance and Design Review application.
Linder Springs is a 96 dwelling unit project consisting of 16 buildings; 8 four-plexes and
8 eight-plexes. Of the 96 units, 64 will be two-bedroom units and 32 three-bedroom
units. Amenities include several open space areas, a dog play park, children s play
structure, and a clubhouse with fitness center.
The following application is satisfying the required CZC and Design Review
application for CUP -13-008. The attached documents including Site, Architectural,
Civil, and Landscape plans conform with the approvals in CUP -13-008.
We are requesting Design Review for the entire project, and CZC approval for Phase 1
(see attached phasing plan) of the project. Phasing will occur for CZC only in Phase 1 to
4. It is our intension to pull Certificates of Occupancy for individual units in each phase
as each building is completed.

Please accept this application and request for Design Review approval and Certificate of Zoning
t Gompltance for the Linder Springs Townhomes located at the comer of North Linder Road and West Deer
rest Street, This project has been approved for a conditional use permit; see CUP # 13-008.
"This multi -family townhouse community consists of 96 units; approximately 110,795 sf development,
A4' ° located on 6.8 acres within the City of Meridian. The development will encompass (16) townhouse
i buildings with a combination of (8) 3 bed 2 bath units; (24) 3 bed 2.5 bath units; and (64) 2 bed 2:5 bath
units. The development will also include (96) covered carport spaces, a community clubhouse with leasing
!office, a playground, fenced In dog park, and open community green space.
The site character of the project promotes the interconneclivity and safety of the community. Street
;connections from arterial roads are minimized. The entrance to the complex is off of Deer Crest and
provides access to the central care of the complex. There are landscaped islands to slow traffic and beatify
the site. Parking Is set back from streets and screened from the commercial development to the west.
Parking is divided Into small modules, giving easy access to different buildings and opportunities to provide
shade trees.
Public and private areas of the site are clearly delineated. Pedestrian pathways are coordinated with
circulation patterns between parking areas, open space, development amenities, townhouse buildings, and
adjoining uses. Appropriately scaled site lighting for pedestrian and vehicular activity Is provided for safety
;# and ambiance.
The architectural character of the project Is traditional northwest, utilizing a high level of detail to create
visually Interesting and attractive building facades. The use of wall plane projections and recesses, varied
roof heights, and articulated building forms give hierarchy to Internal spaces and autonomy to individual
townhouse units. Stepped roof forms, coupled with. deep overhangs, create Interesting shadow patterns
,while giving human scale to the buildings,
trances are designed as focal points. They Incorporate private porches and multiple wall
vldtng users with direction and shelter. Varied materials, textures, color, and intermediate roof
rk up the height of tall walls and emphasize human scale.

The project utilizes a palette of high quality and well detailed materials; like multiple wood siding types,
stucco, metal and glazing to,give the buildings variation In pattern, stole, texture and color. Field materials

INTENDED USE — Intended for low to medium mounting heights where dust, dirt, humidity or
moisture are present. Ideal for canopies, dock areas, wastewater treatment, refrigerated areas, food
processing and other nonhazardous environments, Certain airborne contaminants can diminish

CONSTRUCTION—Housing formed from impactresistany UV stabilized, fiberglass reinforced p0lyes-
terwith cold -rolled steel enclosed wireway. Poured in place gasketing provides aseal between housing
and diffuser. Captive, corrosion-resistantcam-action latches secure the diffuser; six on 4'units, and ten
on 8' units. Stainless steel latches available.
Finish: Painted parts preheated with afive-stagebon-phosphateprocess toensure superior paintadhe-
sion and corrosion resistance, then finished with a high -gloss, baked white enamel.
OPTICS— Hlgh-impact acrylic diffuser wilh astippled Interior surface to spread lamp image.
