Broadway Suite 102 Meridian, Idaho 83642 SUBJ: Crimson Maple Townhomes Project Narrative for Rezone and Conditional Use Permit Application Dear Mayor, Council and Commission: Please accept this application for the rezone and conditional use permit of the proposed Crimson Maple Townhomes development. This project is located at 1400-1430 NW 4`h Street, approximately 100 feet north of W Maple Ave. in Meridian. Crimson Maple Townhomes will be a multi -family residential development with a mix of one-story duplexes and single family homes and two-story duplexes. The proposed development should not require platting as we are not modifying the original parcel. All proposed buildings will be constructed on a single common lot that will remain under the ownership and maintenance responsibility of the developer/property management association. The existing 1.59 acre parcel is currently zoned R-8. We are requesting an R-15 zoning designation to allow for multi -family dwellings. Though we are seeking a higher density zoning designation, the proposed development has a gross density of 7.55 dwelling units/acre and a net density of 7.82 dwelling units/ acre which is within the limits of the current R-8 zone. The enclosed applications have been submitted in accordance with the City of Meridian Zoning Ordinance. The conceptual development plan has been designed to the standards and policies set forth in Meridian City Code and the Meridian Comprehensive Plan. No request for variance is being submitted at this time. The existing site is relatively flat and consists of weeds and native vegetation. There are no structures on the site. There is an irrigation supply ditch that traverses the site from south to north and an irrigation drainage ditch at the northeast corner of the property. There are a few small trees that will likely need to be removed, however proposed landscaping will more than make up for the lost vegetation. There are also a few large trees adjacent to the site with overhanging foliage that may need to be trimmed prior to construction. Existing trees that may be retained will be protected during construction by placing temporary construction fencing around the base of the tree near the drip line. Construction within the drip line of saved trees shall be in accordance with 11 -3B -5J3 of Meridian City Code. The proposed development will take access from NW 4'h Street and right-of-way dedication along NW 4`h Street will be made to ACHD along with curb, gutter and sidewalk frontage improvements. The internal street will be a private service drive with a hammerhead turnaround. The Meridian Fire Department has been contacted and has reviewed and approved of the proposed roadway layout with the condition that "No Parking" signs are placed along the service drive. 5983 W. A utility easement will be granted to the City to access all public mains and service meters. A pressure irrigation system will be provided to all common areas and fenced backyards will be operated and maintained by the property management association. Irrigation water is proposed to be supplied by private well. The irrigation supply ditch which runs through the site does not provide a reliable source of water and will be piped through the site. The irrigation drainage ditch will be tiled as well. Storm water runoff will sheet flow across the service road and driveways to designated storage and infiltration basins. These basins will consist of small depressions, filter sand and drain rock and will be integrated with the proposed landscaping. These facilities will be completely maintained by the property management association or a private contractor. The proposed buildings consist of a mix of duplex and single family townhomes for a total of 12 residential units. These units will have a consistent aesthetic theme while providing variety. Each unit is currently planned to be 3 -bedroom, 2 -bath with floor plans ranging from 1500-2100 sq. feet. These units are planned to be rented to families and individuals seeking comfortable living spaces, community and private open spaces with no landscaping maintenance responsibilities. There will also be an additional management office and maintenance storage building. Each unit will have a 2 - car garage as well as two driveway parking spaces. Additional guest parking is also planned near the large common area. A barbecue pit and picnic area will serve as an amenity for the development in the large common area. In summary, the Crimson Maple Townhomes development will be a great addition to the City of Meridian. The proximity to downtown makes it a perfect candidate for a med-high density residential development. All site improvements are planned to be constructed in a single phase, however the building structures might be constructed over a number of years as demand requires. I will talk to the developer about the building materials. I do know the approximate square footages. The single story townhomes will be 1500 sf to 1750 sf per unit, and the 2 -story townhomes will be 1500sf to 2100sf. I believe the management office will be about a 1,000 sf. I guess there is a bit of a range when looking at the proposed site as a whole. Would be anywhere from 19,000 sf total to 25,000 sf. We are hoping to submit an application for a rezone and conditional use permit by the end of the month. Please review the proposed hydrant location (circled, bold) and the service drive hammerhead. I don't know if it was you or someone else from the department that was present at the preapplication meeting, but they said they believed this layout appeared acceptable. No parking will be allowed on the private service road and all units are within about 150 ft of the proposed fire hydrant. Let me know if you have any questions or need more information.
