Re: MDA-13-015 Amended Development Agreement -Oaks Subdivision
The Idaho Transportation Department has reviewed the referenced amended development
agreement for the Oaks Subdivision by Coleman Homes LLC. ITD has the following
comments:
1) ITD has no objection to the requested amendment. The change to the development
agreement does not generate any more trips than the original agreement. The change to
the development agreement does not require a new access to the State Highway
System.

Nampa & Meridian Irrigation District (NMID) has no comment on the above-referenced
applications for ANNEXATION & REZONE only.
All laterals and waste ways must be protected. All municipal surface drainage must be
retained on-site. If any surface drainage leaves the site, iV'ampa & Meridian Irrigation District
(NMID) must review drainage plans.
However NMID's McFadden Drain and McFadden Spur Drain have an easement of eighty-
five ,feet (85'); fifty feet (50') left and thirty-five feet (35') right of centerline facing
downstream within this area. NMID's Noble Lateral; with an easement of thirty feet (30');
fifteen feet (15') each side of centerline also lies within this area. At the time of final plat
approval NMID will need to review plans for any encroachment of these facilities.

The Idaho Transportation Department (ITD) has reviewed the referenced annexation, zoning and
preliminary plat applications for The Oaks North and South subdivisions on McMillan Road between
McDermott Road and Black Cat Road. ITD has the following comments:
1) ITD has no objection to the requested application. The project does not generate any more
trips than anticipated under the Comprehensive Plan and this site does not require direct access
to the State Highway System.
2) The applicant should conform to the ACHD requirements for any changes to the Chinden Road
(U.S. Highway 20-26) intersection with Black Cat Road. This intersection was identified as
requiring mitigation under both the Year 2023 background condition and Year 2023 build out
condition of the combined Traffic Impact Study.
3) ITD has a conceptual plan for the extension of SH-16 south from US 20-26 and Interstate 84.
This plan is neither funded nor scheduled but the Oaks subdivision plan appears to conform to
the potential development.
