RE: CPAT 13-001/Amend...Comprehensive Plan Text Amendment
Dear Jaycee:
Nampa & Meridian Irrigation District (NMID) has received a copy of the proposed
Amendment for Certain Action Items Contained in the Comprehensive Plan for
Comprehensive Plan Text Amendment.
Upon review of this proposal, NMID would like to note that several items in this text plan to
impose regulations or restrictions on NMID irrigation or drainage facilities. NMID would
hope the City and City Council Members understand that the irrigation facilities, ru~ming
through the City of Meridian, in all actuality, belong to ALL the District's water users (over
69,000 acres) within Ada and Canyon Counties. This includes the cities of Nampa, Meridian,
Boise, and parts of Caldwell.
It is NMID's hope that any plans or implementations that may take effect in relation to these
facilities will first be openly discussed with NMID.
Items of particular interest to the District are:
5.07.02A Implement the recycled wastewater master plan.

3.03.040 Develop & implement agreements with NMID, other irrigation districts
and UPRR to allow use of easements for recreation, bike/pedestrian
pathways by the city"*.
6.02.020 Coordinate with irrigation districts to implement the proposed pathway
network along irrigation, canals, ditches, creeks, & easements.
*I would like to note that NMID and the City of Meridiun have had u
long-stajiding Master Agreement that addresses these exact issues.
5.01.01E Improve & protect creeks (Five Mile, Eight Mile, Nine Mile, Ten Mile,
South Slough, and Jackson and Evans drainages) throughout
commercial, industrial and residential areas.
(All of these listed are NMID drainage facilities or canals)
5.09.01E Incorporate creek corridors as an amenity in development design.

It is my hope that NMID will be involved in further discussions on the impact of these
proposals/implementations that have a direct effect on District facilities that it delivers
irrigation water out of, or is responsible for maintainitlg for drainage purposes.

The Idaho Transportation Department has reviewed the referenced comprehensive plan text
amendment. ITD has the following comments:
1) ITD has no objection to this application. ITD is a partner with the City on several of
the action items. We look forward to another cooperative effort with the City of
Meridian and City staff.
