RE: Kelson Orthodontic Office CZC & DR
Dear Sonya,
Please accept this application and request for Design Review approval and Certificate of Zoning
Compliance.
The subject property is located at 5004 N. Linder Road, Meridian, Idaho. The property is part of
the larger Paramount Development by Brighton Corp. Specifically, it is within the Commercial
Southwest Subdivision No.2.
The project entails a new orthodontics office building with approximately 3,500 sf on the first
floor and 1.500 sf on the second floor.
The site incorporates 24 full size parking spaces, one of which is an accessible space. AS Dr.
Kelson will have clients from the nearby neighborhoods and schools; we have included parking
for six bicycles near the front entry.
Due to the small amount of trash developed, we opted to go with roll out type trash and recycle
bins, similar to a residence. Not only is this acceptable to Republic Services, but removes an
unsightly stand alone dumpster enclosure.
Our storm drainage is to be accomplished through the use of pervious pavers and subgrade
retention systems, eliminating surface drainage swales.
The site is well connected to the adjacent public and private pedestrian ways by a system of
sidewalks within the site. Vehicular circulation and access to the site is coordinated with
adjacent properties, interior access roads and circulation ways. Landscaping, paving, curbs,
sidewalks and site lighting is coordinated and complimentary with the Paramount Master plan.
The architectural character of the building is a contemporary northwest style, using bold forms,
glazing and traditional materials in proportion and scale for a pleasing elegant building.

The primary fagade facing Linder Road incorporates glazing at the entry vestibule, as well as the
lobby to establish a connection with Linder Road, and with the entry road. That same primary
fagade has strong forms of both wood finish and glazing finish that establish uniqueness, while
respecting the design concepts and materials of the greater Paramount development.
The entry canopy pulls the scale down to a human scale and the entry door is a strong solid
color delineating it from the glass as "entry'.
The wood siding on the west and south facade is also going to run interior to the lobby wall and
the vestibule wall to create a further connection from the interior to the exterior.
The roof lines establish a hierarchy to the spaces, identify the two story space, and step down to
create an elegant massing of the building. The arched upper roof appears to "float" on the
south and west glazed walls, while the large eaves protect the office from direct summer sun.
The roofs step down from upper roofs and surround the two story space forming a 'cascade' of
the roofs to give a human scale to the building . The low walls also provide screening to the
HVAC units that are all mounted on the lower roofs. There will be no ground mounted or
exposed HVAC equipment.
The walls are finished in a stone tile, stained wood siding, curtainwall glazing system and stucco.
The use of multiple wall finishes provides a wonderful variation of pattern, scale, texture and
color to the building. Accent colors on the entry canopy, fascia and metal copings will
compliment the earthtone and earth/grey colors of the exterior.
This is a beautiful building with a palette of high quality finishes that will provide a distinctive
presence for Dr. Kelsons office, as well as enhance the streetscape and the neighborhood.
Thank you for your positive review of this application.
Sincerely,
.d'
