Broadway Suite 102 Meridian, Idaho 83642 SUBJ: Hacienda -South Project Narrative for Annexation/Rezone and Preliminary Plat Application Dear Mayor and Council: Please accept this application for the annexation, rezone and preliminary plat of the proposed Hacienda -South Subdivision. This project is located at 5700 N. Meridian Rd, south of the existing Hacienda Subdivision and north of Ventana Subdivision No. 1. Hacienda -South Subdivision will be a residential development designed for single-family detached homes. The existing 19.63 acre parcel is currently zoned RUT. We are requesting an R-8 zoning designation and to subdivide into 93 residential lots and 14 common/other lots. The average residential lot size proposed is 5,888 SF and the gross density is 4.74 dwelling units per acre. The enclosed applications have been submitted in accordance with the City of Meridian Zoning Ordinance. The preliminary plat has been designed to the standards and policies set forth in Meridian City Code and the Meridian Comprehensive Plan. No request for variance is being submitted at this time; however a request to combine the qualifying open space count for the existing Hacienda Subdivision and the proposed Hacienda -South Subdivision has been made to the City and was discussed at the pre -application meeting. It was concluded that a "net" 10% qualifying open space would be reasonable for the combined subdivisions if both developments were part of the same homeowner's association and residents would have access to all amenities therein. We are proposing that the Hacienda -South development be added to the Hacienda Subdivision Homeowner's Association and Exhibit -A has been included to clarify the open space count. Hacienda -South will add 1.71 acres of qualifying open space to the existing 2.79 acres in Hacienda Subdivision for a net percentage of 11.46%. A gazebo is proposed for the central common lot and will serve as an additional amenity. The existing site is primarily flat rangeland land for cattle. There is a large split-level brick home, a barn, a riding arena, and several equipment sheds that will need to be demolished. A long paved driveway and parking area provide access to the residence from Meridian Road and will also need to be removed. There are a number of existing trees on site lining the driveway and surrounding the house and barn. Much consideration was made in the design of the site to save as many trees as possible for the proposed common areas. Trees that will need to be removed will be either transplanted or replaced with new landscaping to the extent possible. Existing trees to be retained will be protected during construction by placing temporary construction fencing around the base of the tree near the drip line. Construction within the drip line of saved trees shall be in accordance 5983 W. State St., Ste. D, Boise, ID 83703, (208) 846-8937, FAX (208) 846-8822 with 11 -3B -5J3 of Meridian City Code. All proposed streets will be public and dedicated to ACHD. Access will be provided to the site by the existing street stubs on the north, south and east boundaries. No access can be provided from Meridian Road without approval from the ACHD commissioners and the City of Meridian. We are not requesting an exception to policy for an approach on Meridian Road with this application. The primary entrance will instead be located on the existing Rio Vista Way on the south boundary of the project. A request has been made to ACHD and the City of Meridian to resolve a right-of-way issue at this entrance. It appears that right-of-way was not dedicated across a 24 -ft strip of land (Lot 7, Block 28 of Saguaro Canyon Subdivision #4) that serves as an access to the irrigation district. It is apparent that Rio Vista Way was intended to serve the future development of our parcel and that the right-of-way should have been extended through the access strip. Contact has been made with ACHD to resolve the issue and further coordination with the Saguaro Canyon H.O.A. will be necessary as we move through the design and platting process. The Meridian Fire Department has been contacted to address access concerns with the proposed roadway layout. Sewer and water service will be provided by the City of Meridian to all residential lots and will be constructed in accordance with the ISPWC and Meridian City standards. A pressure irrigation system will be provided to all lots and will be operated and maintained by the Homeowner's association. Storm water runoff will be captured, conveyed and disposed of on-site in subsurface seepage beds constructed to ISPWC and ACHD standards. The typical residential lot proposed is 50 -ft wide by 105 -ft deep designed for 40-11 wide patio homes. Custom floor plans may be required for corner lots and other atypical lots. All homes will be constructed within the R-8 setbacks. In summary, the proposed Hacienda -South Subdivision will be a great addition to the Meridian. This development will in essence complete the Hacienda Subdivision (also referred to as La Mirada) and connect a number of currently dead-end residential streets and utilities. Open area landscaping, street lighting and home styles will be very similar to the existing development to the north and will also be harmonious with the subdivisions to the east and south. Growing demand for the patio home style has driven the proposed lot layout and we are confident that this development will help meet this demand. This development is planned to be platted and constructed in two phases as shown in the preliminary plat drawing P.1. This application submittal package addresses all items listed in the Meridian preliminary plat and annexation checklists. We look forward to working with you and all City of Meridian staff. Laboratory tests were conducted according to current applicable American Society for Testing and Materials (ASTM) specifications, and results of these tests are to be found on the accompanying logs located in the Appendix. The laboratory testing program for this report included Atterberg Limits Tests - ASTM designation D 4318, Grain Size Analysis - ASTM designation C 117, C 136, and a single sample for Resistance value analysis (R -value) - ASTM designation D 2844. Boll And Sediment Profile: Test pits were generally advanced to depths of 7.5 to 15.6 feet across the site. 'Groundwater was present at a depth of 13.8 feet in the southwestern portion of the site. Because of the extent of the studied parcel, the 1 developed soil profile represents only a generalized case. The following soils were not encountered in each test pit, but instead represent a hypothesized profile as compiled from observations in each of the five test pits advanced: Surficial Lean Clay (CL) - This soil was encountered at the ground surface in all five test pits, consisting of light to dark brown, stiff to hard, dry to slightly moist, lean clay with little or no cementation. Agricultural organics were prominent to a depth of 6 inches. This lean clay was encountered to depths of 2.6 to 4.9 feet within the test pits. Sandy Silt (SIVI) — Underlying, the surfieial soil in test pit 2 was light brown, dry, very stiff sandy silt. Small -scams of this soil were noted throughout the overlying lean clay in all the other four test pits as well. Poorly Graded Sandy Gravel (GP) —Underlying the surficial soil in the remaining four test pits was brown to yellow brown, dry to saturated, poorly graded sandy gravel with 12 inch minus cobbles. This soil extended beyond the termination depths of all test pits advanced. (] Soils Survey Review: A review of the United States Department of Agriculture, Soil Conservation Service, Soil Survey of Ada L� County Area, Idaho, 1980, indicated the site can be characterized to include 3 soils types. Groundwater: Groundwater was encountered at a depth of 13.8 feet in test pit 4 during the field investigation. Soil moistures in test pits ranged from dry to saturated. Estimation of extent to which groundwater levels fluctuate under seasonal influences is problematic without regular monitoring. Groundwater levels in the site vicinity are controlled in large part by residential and agricultural irrigation activity in the local area, and are likely at their maximum elevations during irrigation season. Based on the evidence of this investigation, groundwater is anticipated to remain at depths of greater than approximately 11-12 feet below the ground surface throughout the year. Soil permeability is a measure of the ability of a liquid to move through a soil and was not tested in the field. However, a pipe for possible percolation testing was installed in test pit 4. In this report this parameter is approximated by soil type and gradation. Of soils comprising the generalized soil profile for this study, lean clay and silt soils generally offer little permeability, with typical infiltration rates less than 2 inches per hour. Poorly graded sandy gravel soils typically exhibit infiltration values in excess of 24 inches per hour, and percolation testing is typically not required within these soils as a result of the free -draining nature of the gravel sediment. All infiltration facilities constructed on-site should be extended into native sandy gravel sediments. Excavation depths of approximately S feet should be anticipated to expose sandy gravel soils. In addition, because of the high permeability, ASTM C 33 filter sand, or equivalent, should be. incorporated into design of infiltration facilities. They will all be single family detached residences. I have also attached the meeting notes from our pre -application meeting with the City. You'll notice in those notes, they mention to follow up with Ventana Sub and coordinate with ACHD on street connection on the south boundary. It appears that R.O.W. was not dedicated across the 24' strip, which is lot 7, block 28 of Saguaro Subdivision No. 4. We are not exactly sure what happened, possibly just an over site. The proposed Rio Vista Way will be 36' wide (back of curb to back of curb) while the remaining streets are planned to be 33' back to back matching the widths of the tie-in streets (Rio Vista, 36' and Segundo, 33').
