WRITTEN NARRATIVE
ZEBULON COMMONS SUBDIVISION
Zebulon Commons Subdivision contains 38 single-family residential lots and four common lots on 13.65
acres. The smallest lot is 9,000 square feet, with the average lot size 10,846 square feet. Four (4)
common lots are located within the project, totaling 2.5 acres (18.4 percent open space, 12.09 usable open
space). There will be a park located near the center of the project with playground equipment.
The property, zoned R-8, is located west of N. Eagle Road, south of E. McMillan Road and north of E.
Wainwright Drive. The gross density of this project is 2.80 dwelling units per acre (du/acre), and the net
density is 3.44 du/acre.
Sewer and water will be brought to the site via the existing Zebulon Heights Subdivisions and will be
continued through the property as required by City Ordinance. The project will provide recreational
opportunities for the residents of the subdivision, as they will participate in the Alpine Pointe
Homeowners Association. The developer will provide sprinklers, trees, grading and hydro -seeding or
drill -seeding of common areas. The project will provide active and passive recreational opportunities for
the residents of the subdivision. No variances are being requested as part of this development. The
project was annexed as Millford Creek Subdivision under Ordinance 05-1208. The layout is basically the
same as that previously approved, with the exception that this proposed development reduces the single-
family residential lots from 48 to 38. No development agreement was required for this project.

COMMITMENT OF PROPERTY POSTING
Per Unified Development Code (UDC) 11 -5A -5D, the applicant for all applications requiring a
public hearing (except for a UDC text amendment, a Comprehensive Plan text amendment
and/or vacations) shall post the subject property not less than ten (10) days prior to the hearing.
The applicant shall post a copy of the public hearing notice of the application(s) on the property
under consideration.
The applicant shall submit proof of property posting in the form of a notarized statement and a
photograph of the posting to the City no later than seven (7) days prior to the public hearing
attesting to where and when the sign(s) were posted. Unless such Certificate is received by the
required date, the hearing will be continued.
The sign(s) shall be removed no later than three (3) days after the end of the public hearing for
which the sign(s) had been posted.
I am aware of the above requirements and will comply with the posting requirements as stated in
UDC 11-5A-5.

RE: Final groundwater monitor report — M&H Development site
Groundwater measurements are complete on the 5 test holes on the above
referenced project location. Readings have been collected on a biweekly basis
since April 16th and all measurements to date are displayed in the attached table.
I have also included a map of the site showing the monitor site locations.
The test holes were excavated on April 12th, 2006 and all pits were dry at that
time. Since a full season of data was collected on the site in 2006, you
requested we only gather readings through the first half of this season.
The test holes have remained dry so far in 2007 to depths ranging from 113 to
140 inches below ground level. Test hole 2-06 is only 35 inches deep to
bedrock. The current year data along with that collected in 2006 confirms that
no water table is present on this site above 10 feet below ground level. The soil
test pits support this data as they had no evidence of wetness in the profile. You
should be able to design storm drainage facilities with confidence to a minimum
of 10 feet based on the monitor data.
