No. 3) On behalf of Center Point Square, LLC, we are submitting this Preliminary Plat and Conditional Use Applications for Bienville Square Senior Center. The site is 5.27 acres in size and located at Picard Lane and Cajun Court Lane, Meridian, Idaho. We are proposing to develop four lots (2 assisted living lots, 1 future 72 unit independent living Iot, and 1 private roads lot) and two 16 bed assisted living facilities. The property is currently zoned R-15. The gross density for the pro}ect is 80 dwelling units per acre. Uses and zoning surrounding the site are Bienville Square Sub. #1 (retail to the east zoned CG), Bienville Square Sub. #2 (townhouses to the west zoned R-15), un-platted land to the east zoned CG), and Bienville Square Sub. #1 to the south zoned R-15. Access to the site is via Cajun Court and Bourbon Lane. All utilities are available to the site from Picard Lane, Cajun Court, and the alley to the west. All proposed drive isles are to be private and maintained by the owner. The property has surface water irrigation rights from the Nampa-Meridian Irrigation District and a pressurized system is installed. We are proposing a total of . 85 acres of open space with .55 acres of useable open space within the project, which includes numerous amenities (picnic tables, benches, bocce ball court, and water amenity). In order to accomplish compliance with the Bienville Square Sub. #2 open space requirements, we are proposing to install additional amenities in the open areas of Bienville Square Sub. #1, with the cooperation and support of the existing HOA, to enhance the over-all usefulness of the common areas located within the Bienville development. The assisted living facilities are 11,800 square feet in size with 16 bed capacity. The buildings are single story with architecture designs to accomplish a blend between the retail buildings to the east and the townhouse buildings to the west. Proposed parking for both buildings is 16 spaces. All parking spaces and drive isles will be in compliance with the City and Fire requirements. Drainage for the project will be retained on site with the use of drainage trenches. Design and locations will be submitted to the City Engineer for final approval prior to construction. We are proposing to remove the "round a-bout" located in Cajun Court to facilitate safer and improved traffic flows in the area. We will reconstruct the current curb cuts and sidewalks to accomplish this change. Removal of the "round a-bout" is supported by the local merchants and the Meridian Fire Department. We are proposing to enhance the existing residential open space located on lots 22 & 24 Blk 2 (Bienville Square No. 1}with park benches and picnic tables which currently do not exist. As such, we are requesting a reduction of open space in phase III to .527 acres (22,956 sf}, which will meet the required 10% open space far the entire project. Amenities proposed in this phase are bocce ball court, picnic tables, and park benches. Existing amenities are basketball court, pathways, and horseshoe pits.
