This fax is a follow-up to my voice mail message earlier today. As I said, the Commercial Sign
Permit Application, submitted to the P&Z Department on April 4, 2002 for The Avalanche ride,
has been denied. There are two main reasons for denial of the application:
1. Shari Stiles, the P&Z Administrator, does not interpret the proposed sign to be
classified as a "wall sign," which is one of the types of allowable signs under the
current Meridian Sign Code in the 1-84 Overlay Zone. The sign does not fall under
any specific, allowable section or sign definition within the code and is not considered
a permitted sign.
2. Condition #1.1.19 of the "Order of Conditional Approval of Conditional Use Permit,"
granted to Roaring Springs Waterpark on December 15, 1998, states that all signage
is subject to design review by the Meridian Planning and Zoning Department. (See
attached document.) We are denying the sign for the following reasons:
a) 1-84 is an entryway corridor for the City of Meridian and the location of the
proposed sign will have particularly high visibility from the Meridian Road/1-84 on-
ramp. The Comprehensive Plan calls for "uniform sign design that enhances the
community" (Policy 2.2U, pg. 72). The Plan also calls for "aesthetically -pleasing
entrances to the City to be promoted, encouraged, developed and maintained
(Entrance Corridor Goal Statement, pg. 73). As such, Staff does not deem a
painted wood sign to be "uniform" or consistent with the existing signage adjacent
to 1-84 in this area, most of which is either fiberglass, metal, or some other durable,
high quality material. The sign will require higher maintenance than the existing
Roaring Springs pylon sign and could quickly deteriorate and become an eyesore.

b) The two "Honda" markings on the sign, one of which is especially prominent, are
advertising a business that is not on that lot. While it appears that Larry Miller
Honda is the sponsor, it is somewhat misleading and Staff does not view it as
appropriate for such a high visible location on 1-84.
Jim, as I mentioned, the City Code does provide an appeal option for sign permit applications
(Section 11-14-12). You may either re -submit a sign that you feel adequately addresses the
above Staff concerns (although this would not guarantee approval even for the second sign),
or you may submit an appeal application (attached). If you decide to appeal, the application
must be submitted within ten (10) calendar days from today. The appeal application would
then be placed on the next available City Council agenda.

1.1.17 The applicant shall develop the landscaping for the subject site in the
manner set forth within the landscaping plans submitted as part of the
record; however, no trees may be located over the existing sewer
easement. Proper screening of the mechanical building must be
completed. A minimum 20 -foot -wide landscape setback shall be
required beyond the right-of-way for 1-84. Landscaping within the
parking lot shall be constructed as shown within the landscaping plan.
1.1.18 The applicant must ensure that adjacent residential properties and the
traveling public are not impacted by glare, and shall submit a lighting
plan to be approved by the City of Meridian Planning and Zoning
Department.
1.1.19 Detailed signage plans shall be submitted by the applicant subject to
design review by the Meridian Planning and Zoning Department.
1. 1.20 The proposed utilities and lighting plans shall be submitted by the
applicant. The Meridian Public Works Department shall review such
plans as part of the site plan.
1.1.21 Five -foot -wide sidewalks must be provided along Overland Road.
1. 1.22 A traffic study setting forth the impact at Overland Road/Highway 69
shall be submitted by the applicant.
1. 1.23 Provisions for bicycle racks must be made within the development.
1.1.24 Screened trash enclosures are required per City Ordinance.
Coordinate location and construction requirements with Meridian
Sanitary Service, Inc.
1. 1.25 All building and parking lot construction must meet the requirements of
the Americans with Disabilities Act.
1. 1.26 The driveway shown on Overland Road within the plans submitted by
the applicant shall be constructed to 30' and a deceleration lane shall
be provided on Overland Road.
1.1.27 The applicant shall provide to the Meridian Planning and Zoning
Department detailed information regarding thewaterdemands required
by the project. The City of Meridian reserves the right to request that
