Meeting of the Meridian Planning and Zoning Commission of May 2, 2013, was
called to order at 7:00 p.m. by Chairman Steven Yearsley.
Present: Commissioner Steven Yearsley, Commissioner Michael Rohm, and
Commissioner Macy Miller.
Members Absent: Commissioner Scott Freeman and Commissioner Joe
Marshall.
Others Present: Machelle Hill, Ted Baird, Bruce Chatterton and Dean Willis.

Yearsley: Good evening, ladies and gentleman. At this time we would like to
start the regularly scheduled meeting for the -- Planning and Zoning meeting for
May 2nd, 2013. Let's begin with roll call.
Item 2: Adoption of the Agenda
Yearsley: Thank you. The next item on the agenda is to adopt the agenda.
have a couple of amendments to the agenda. For Item No. 3, the Consent
Agenda, I would like to add the meeting minutes for April 4, 2013. And, then, for
the Action Items, just for clarification, Items A and B we are going to continue and
renotice for May 16th. Item C is to be withdrawn and Item D is to be withdrawn
as well. And with that can I get a motion?

Yearsley: Oh. Oh. Sorry. The Consent Agenda. Thank you. Next on the
agenda is the approval of the Consent Agenda, which is the April 4th, 2013,
Planning and Zoning meeting minutes. Can I get a motion to adopt the Consent
Agenda?
Miller: I motion to adopt the Consent Agenda.

Amend the Future Land Use Map Contained in the
Comprehensive Plan to Change the Land Use
Designation on 6.18 +/- Acres of Land from Mixed Use-
Community (MU-C) with a Neighborhood Center (N.C.)
Overlay to MDR (Medium Density Residential)
B. Continued Public Hearing from March 21, 2013: AZ 13-
003 Woodburn West Subdivision by Northside
Management Located North of W. Ustick Road,
Approximately 1/4 Mile East of N. Linder Road Request:
Annexation and Zoning of 16.18 Acres of Land with an
R-8 Zoning District
Yearsley: All right. Action items. The first one is -- actually, I'm going to take
both of these at the same time. The continued public hearing from March 21st,
2013, of CPAM 12-007 and AZ 13-003. Can I get a motion to continue and
renotice for May 16th.

Common/Other Lots on 16.18 Acres of Land in a
Proposed R-8 Zoning District
Yearsley: The next item on the agenda is the continued public hearing of March
21st, 2013, of PP 13-004. The applicant has asked to withdraw that motion -- or
that application. Can I get a motion to withdraw that application?
Miller: So moved.
Rohm: And second.
Yearsley: I have a motion and a second to withdraw the application of PP 13-
004. All in favor say aye. Opposed? Motion carries.

D. Public Hearing: ZOA 13-002 by City of Meridian
Community Development Planning Division Request:
Amend Sections of the City's Current Standards for
Recreational Vehicles and Related Definitions for
Unified Development Code (UDC) Text Amendment
Yearsley: Next item on the agenda is the public hearing for ZOA 13-002. The
city has asked to withdraw that public hearing. Can I get a motion to withdraw?
Rohm: So moved.
Miller: Second.

Yearsley: With that I think we are done with the agenda. Bruce, did you want to
comment on anything or -- before we close?
Chatterton: Just one last thing and you all received an email -- you probably
haven't had a chance to look at it yet. We are going to be offering some training
for you all as commissioners. Some of you it will be a refresher, you know, it will
be old stuff, and for others it will be, you know, perhaps somewhat new
information. But I think there was an interest in general in learning a bit more --
or refreshing the Local Land Use Planning Act, which, of course, creates the
Comprehensive Plan system that we have here, which we refer to all the time in
these meetings. The deliberative process and many other topics. It looks like
Diane Kushlan who -- I don't know if you are familiar with her. She's a consulting
planner. Gives a lot of these trainings for the American Planning Association =-
will be teaming up with Bill Nary, our city attorney, to go through this and we will
then -- starting at 5:30 if you can make it and we will be having alight dinner, we
will probably just be able to eat during the meeting.
